A Solar Panels permit, and who is allowed to apply for it
The city requires a Solar Panels New permit when a solar panel system is installed on any type of building. Note the breadth of that: any type of building, not just a house, and no value threshold or size trigger to measure yourself against. If you are installing panels in Moose Jaw, you need this permit.
The city also specifies who may apply: the property owner must authorize the installation, and the application must be submitted by the owner or an authorized representative. That matters in two common situations. If you rent, you cannot start this process yourself, and the conversation has to begin with the owner. If your installer is submitting on your behalf, they are acting as your authorized representative, so make sure that authorisation is explicit and in writing rather than assumed.

The two numbers that should set your system size
SaskPower has the exclusive right and obligation to supply electricity across Saskatchewan except in Swift Current and most of Saskatoon, so in Moose Jaw it is your utility without ambiguity. Its Net Metering Program is open to new applicants for systems up to 100 kW, far above what a house needs.
Exported generation earns a 7.5 cents per kilowatt hour credit until March 31, 2029. The residential rate is 15.476 cents per kilowatt hour, effective February 1, 2026. Electricity you use in the house at the moment it is generated is therefore worth roughly twice what the same kilowatt hour earns exported, which is the opposite of how net metering works in Ontario or Quebec.
So the design goal is self-consumption rather than annual offset. Ask your installer for the share of the proposed array's output your household would actually consume as it is produced, and have the remainder valued at 7.5 cents rather than at the retail rate. That usually points to a smaller and cheaper system than a roof-area calculation would.
The rate is flat rather than time-of-use, so there are no peak hours to avoid and nothing to gain from running appliances overnight. Running them in daylight is the one timing lever that pays, because it converts generation into avoided purchases rather than discounted exports.
Over 800 $ to connect, before any equipment
Connecting to SaskPower's programme carries a 315 $ interconnection study fee and at least 498.75 $ for the bi-directional meter. That is over 800 $ before a panel goes up, and the meter figure is a floor rather than a fixed price.
These are easy to leave out of a quote and easy to argue about afterwards. Ask whether the quotes you are comparing include them, and who pays. A quote that omits them is not comparable with one that does.
Treat the interconnection study as a step with its own timeline rather than something folded into the installation date. Combined with the city's Solar Panels permit, a Moose Jaw project has two separate approvals running, and both belong on one schedule before equipment is ordered. Do not accept a payment schedule that exposes a deposit to a date nobody has committed to.
Getting the roof right
Orientation decides most of your output. A south-facing unshaded plane produces the most, east and west planes produce usefully but give up output, and a north plane rarely repays the hardware. No equipment upgrade compensates for a poor plane, so this is the most consequential decision in the design.
Shading costs more than people expect because it removes production in the middle of the day, when the array would otherwise be strongest. Ask for a shading assessment that considers the whole year rather than the hour of the site visit, since a bare tree in April is a full canopy by July.
Check the roof covering age before anything is ordered. Panels outlast most coverings, so one within a few years of replacement should be replaced first rather than paying later to remove and reinstall the array, which would also mean a second trip through the permit process. In a prairie winter, ask how the proposed pitch and layout handle snow, because a panel under snow produces nothing until it clears.
Grants and financing
There is no provincial solar rebate in Saskatchewan, so nothing offsets the installed cost at the provincial level. The case rests on four numbers: avoided purchases at 15.476 cents, exports at 7.5 cents, the 31.16 $ basic monthly charge that no array reduces, and the total cost including the connection fees and the permit.
The basic charge is why a bill will get much smaller but will not reach zero. It is billed every month regardless of what your roof generates, and leaving it out is the most common way a projection ends up overstating the result.
Federally, the Canada Greener Homes Loan, interest-free up to 40,000 $, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through participating provinces, which do not currently include Saskatchewan, for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar.
