What a Victoria roof produces in a year
Natural Resources Canada models Victoria at roughly 1,091 kWh a year per kW of installed panel capacity on a well oriented array. Use it as the multiplier: a 5 kW system is in the neighbourhood of 5,400 kWh a year, an 8 kW system around 8,700. That is a yearly total, and the year is lopsided. Production concentrates heavily in the months either side of midsummer, and a heavily overcast winter day yields a small fraction of a clear summer one, so the useful mental model is a large summer surplus and a thin winter, not a steady monthly trickle.
The rest comes down to the roof itself. A south facing plane gathers the most across a year; east and west planes trade some annual total for output spread across the morning and afternoon; a north face rarely earns its mounting hardware. Shading is worth checking properly rather than by eye, because a single shaded module can pull down a whole string unless the design uses microinverters or per panel optimisers. Roof age deserves the same scrutiny: an array will outlast a shingle covering, so if the roof is near replacement it is cheaper to re-cover first than to pay for a removal and reinstall later.
BC Hydro, the new export rate and the ten year clock
Victoria connects to BC Hydro, so the July 2026 change applies here. Rate Schedule 1289, net metering, is closed to new customers. Systems connected now go on Rate Schedule 2289, the self generation rate, and no new Victoria customer can join the old rate at any price.
For everyone connecting today the mechanics are these. Your panels supply the house first, and your generation is still netted against your consumption inside each billing period, which is the part most people assume was lost and was not. What ended is carrying surplus kilowatt hours forward at retail value. A surplus left at the end of a billing period is now converted into money instead: a fixed 10 cents per kWh credited against the energy charges on your bill, for systems up to 100 kW. Because 10 cents is below the residential energy rate, a kilowatt hour you use is worth more than one you send out, so the sizing target is your own daytime load rather than your annual consumption. It is also worth being clear that BC Hydro time of day pricing is opt in: unless you actively switch, you stay on the standard tiered residential rate and are never billed at a peak price by default.
If you already have net metering, you are not moved right away, and the detail that trips people up is what the protection is measured from. It is not ten years from the rate change. You stay on Rate Schedule 1289 until ten years have passed from your own initial net metering service start date, so a Victoria system connected in 2018 transitions in 2028, while one connected in 2024 has until 2034. There is also a way to lose that protection early. Taking the BC Hydro solar rebate moves you onto the Self Generation Service rate, so an existing net metering customer thinking about adding a rebated battery is trading remaining grandfathered years for the rebate, and should price both sides of that before applying.
When a Victoria install needs no building permit
Victoria is unusually clear about where the building permit line sits, and knowing it can take weeks out of a project. Solar panels installed on a Part 9 roof that stay under 5 lbs per square foot of distributed load, under 50 lbs at any single attachment point, and project no more than 16 inches above the roof do not need a building permit. Installations outside those limits do.
Treat those numbers as a design constraint you hand your installer rather than something you discover at the end. Standard framed modules on a low profile flush mount usually sit comfortably inside the weight limits. What tends to push a project over the line is racking that lifts and tilts panels off the roof plane to improve their angle, which is exactly the kind of design that can breach the 16 inch projection limit, and unusually heavy or ballasted mounting on a flat roof. If the tilt genuinely earns its extra production on your roof, the permit is worth applying for; if it does not, the simpler mount is both cheaper and faster.
One thing is not conditional. Every photovoltaic installation in Victoria needs an electrical permit, regardless of size, mounting or roof type. Only the building permit is the branch.
Who owns the roof in Victoria
Victoria has 49,220 dwellings and 70% of them are apartments: 47.8% low rise and 22.4% high rise. Single detached houses account for 13.6% of the stock, duplexes 9.1% and row houses 4.7%. That ratio is the single most important local fact for a Victoria homeowner researching solar, because it means most addresses in the city cannot buy an array the way a suburban homeowner does.
In a strata building the roof is common property, so an array is a building project: approved by the strata, funded from reserves or a special levy, and sized to the consumption of the building rather than to any one suite. That is a longer road, not a closed one. Low rise buildings, the single largest category here at 47.8%, tend to offer more usable roof per suite than a tower does, which makes them the more realistic candidates. If you live in one, the first step is the strata council and the alteration process, not a quote.
If you own one of the 13.6% detached houses, or a duplex or row house where the roof plane over your unit is clearly yours, the path is the ordinary one: confirm the roof covering has years left, confirm the planes you would use are clear through the middle of the day, and have the electrical service checked, because the main panel has to accept a back fed breaker sized for the inverter.
Heritage listing is not the same as designation
This distinction saves a lot of unnecessary worry in Victoria. Being on the Victoria Heritage Register does not, by itself, restrict alterations to your building. Register listings are far more numerous than actual restrictions, so a homeowner who finds their address on the Register often assumes a problem that does not exist.
The properties that genuinely need Council approval to alter their exterior are those carrying a Heritage Designation Bylaw and those inside a heritage conservation area. For those, roof work can require a Heritage Alteration Permit, and panels on a visible street facing plane are the kind of change that attracts review. So the question to settle before you design an array is not whether your house is listed. It is whether it is designated, or inside a conservation area. Ask the city that specific question, in those words, and you will get a usable answer early rather than a surprise late.
Rebates, financing and the contractor catch
The BC Hydro solar and battery rebate pays $1,000 per kW of installed generator capacity up to $5,000, and the cap that usually binds first is the second one: the rebate cannot exceed 50% of the total installed cost. Battery storage added alongside solar earns $500 per kWh up to $1,500, with a 5 kWh minimum and the same 50% ceiling, rising to up to $5,000 where the battery is enrolled in Peak Saver.
Since 1 June 2026 the work must be done by a member of the Home Performance Contractor Network for the rebate to apply. That narrows the contractor list rather than the equipment list, and it is the most common reason a rebate falls through, so ask about membership while you are shortlisting rather than after you have signed. Remember too that claiming the rebate puts you on the Self Generation Service rate, which matters only if you currently hold the older net metering rate.
On the federal side, the Canada Greener Homes Loan, interest free up to $40,000, closed to new applications on 2 October 2025, and only loans already approved are still being funded. The programme that replaced it, the Canada Greener Homes Affordability Program, works through provincial partners and targets low to median income households with no cost retrofits; solar is eligible federally, but the technology list is set province by province. There is no Canadian equivalent of a federal investment tax credit for residential solar, so a quote that assumes one is borrowing American figures. British Columbia has at times exempted qualifying solar equipment from provincial sales tax, and the scope moves with provincial budgets, so confirm the PST treatment of your equipment at the time you buy.
