Where Quebec City lets you put the panels
Quebec City's zoning norms address solar panels directly, and the constraint is placement rather than permission. A ground-mounted array has to sit in the side or rear yard and cannot exceed 3 m in height. On a flat roof, panels need a 2.5 m setback from the façade and cannot rise more than 2 m above the roof surface. On a sloped roof, a panel on a slope that faces the front or a side yard has to be installed lying flat against that slope rather than tilted up on a frame.
That last rule is the one that changes system design rather than just its paperwork. Tilt is how a panel gets a squarer angle to a low winter sun, and a panel laid flush against a shallow pitch collects less over a year than the same panel racked to a steeper angle. Flush mounting also sheds snow more slowly. If the slope facing the street happens to be your sunniest aspect, you are choosing between a flush array on the good aspect and a tilted array on a worse one, and that trade-off belongs in the quote comparison rather than being discovered on installation day.
Ask anyone quoting your roof to put three things in writing: which slope they intend to use, whether that slope faces the front or a side yard, and whether the mounting is flush or tilted. Those answers between them decide whether the design complies and roughly what it will produce.
Permits, the solar information sheet and review times
The city publishes a dedicated Panneau solaire information sheet covering ground, roof and wall-mounted units, and that sheet is what staff use to check permit applications. This is more useful than it sounds. It means the standard you will be measured against is published in advance, so a design can be checked against it before anything is filed rather than after a refusal.
General construction and renovation permit files are reviewed in roughly 30 to 60 business days once the file is complete. The operative words are once complete. A submission missing a drawing, an equipment specification or a site plan does not hold its place at the front of that window, so the gap between a well-prepared file and a thin one is usually counted in weeks rather than days.
Work backwards from when you want the system generating. Permit review, then installation, then the utility side. Output from a rooftop array at this latitude in December is a small fraction of what the same array makes in June, so a project that slips from spring into late autumn gives up its first strong season and starts paying its way a year later than planned.
Hydro-Québec, Tarif D and what a kilowatt hour is worth
Hydro-Québec is the distributor in Quebec City, and the residential rate is Tarif D, a two-tier block rate. The first block of daily consumption is billed at 7.065 cents per kilowatt hour as of April 2026, and consumption above that block is billed at a higher rate. It is not a time-of-use rate. There are no peak periods, no off-peak periods and nothing to be gained by moving laundry to the evening, which is worth stating plainly because a great deal of general solar advice assumes the opposite.
Because the blocks stack, the kilowatt hours a solar array removes come off the top of your consumption, which is the part billed in the upper block. That is the most favourable way the arithmetic can work, and it favours households whose consumption regularly runs well into that upper block over households that rarely leave the first one.
The application itself is not something you file. A licensed CMEQ electrician submits the installation request, and Hydro-Québec evaluates whether the local network has capacity to accept your generation before it issues a conditional acceptance. Self-generation is capped at 1,000 kilowatts, which no house approaches, so the cap is not your constraint. The capacity evaluation is: it is specific to your address and it takes time that has to sit in the schedule.
Sizing around the 24 month surplus reset
Exports are credited one for one in kilowatt hours into a surplus bank, and that bank pays down later consumption rather than converting into money. In practice, a spring and summer surplus is what carries you through short December days, and because the credit is held in energy rather than dollars it keeps pace with the rate.
What the bank does not do is accumulate indefinitely. It is reset to zero every 24 months, on 31 March of each even year. Whatever balance is standing at that moment is settled at Hydro-Québec's average cost of supply, which is well below the retail price you pay to buy the same kilowatt hour back, and the arrangement is written so that it cannot leave you with a negative bill.
So the honest sizing rule here is to match annual production to annual consumption and stop. Roof area that generates more than your household will consume before the next reset is roof area working for very little. This deserves particular attention in Quebec City, because the flush-mounting rule on street-facing slopes can push a design toward more panels to reach the same output, and more panels is exactly the direction the reset punishes. The LogisVert grant and what is left federally
The one substantial subsidy is Hydro-Québec's LogisVert solar grant, and it is structured per kilowatt: $1,000 for each kilowatt of installed capacity, subject to a ceiling of 40 percent of eligible project costs. Hydro-Québec puts the typical residential outcome at $5,000 to $6,000. Its own projection is that this moves a typical residential payback from 25 to 30 years down to roughly 10 to 12, which is the programme administrator's modelling and not a quote for your address.
Two conditions do most of the damage when they are missed. The installation must be completed on or after 30 June 2025, and the application has to be filed within 9 months of the installation date through the LogisVert portal. Nine months sounds generous and is not, because the clock starts on installation day, while your attention has usually moved on by then.
Federal support has thinned considerably. The interest-free Canada Greener Homes Loan of up to $40,000 stopped taking new applications on 2 October 2025 and now only funds loans already approved. The Canada Greener Homes Affordability Program that replaced it launched in September 2025 and delivers no-cost retrofits through provincial partners to low and median income households; solar is eligible at the federal level, but each province sets its own technology list, so eligibility does not follow automatically. There is no Canadian equivalent of a residential investment tax credit.
