Why using your own generation beats selling it
Manitoba Hydro is Brandon's sole electricity distributor, with rates regulated by the Public Utilities Board. Residential service is a flat energy charge of 9.970 cents per kWh plus a basic monthly charge, and there is no time-of-use pricing. Solar households are on net billing rather than one-for-one net metering: systems under 100 kW sell excess power back at a separate excess energy price, currently $0.07173 per kWh through March 31, 2027 and reset yearly, well below the retail rate.
That gap changes how a system should be operated as well as how it should be sized. A kilowatt-hour your house consumes the moment it is generated displaces the 9.970 cent energy charge. The same kilowatt-hour exported earns $0.07173. So there is a genuine, if modest, payoff in shifting flexible loads into daylight hours: running a dishwasher, a laundry cycle, a block heater timer or an electric vehicle charger while the sun is up converts export into self-consumption at no capital cost whatsoever.
The same logic caps sensible system size. Once an array regularly produces more during the day than the household can absorb, the additional output is sold at the lower price, so the marginal panel earns less than the first one did. That does not make a bigger array wrong, but it does mean a quote should be able to say what share of production it expects you to consume rather than export, and a quote that cannot is not describing your economics. Applications go to Manitoba Hydro's customer generation team by email, and asking them to confirm the current excess energy price in writing is a reasonable step before signing.
The permit process Brandon actually has
Brandon has no dedicated solar permit page, so a rooftop or ground-mount system falls under the City's general building permit process rather than a solar-specific one. That means an application, a site plan and building plans submitted to Development Services at 638 Princess Avenue, reviewed for compliance with the Manitoba Building Code.
Two absences are worth planning around honestly rather than guessing at. The City does not publish a fee schedule for this category, and it does not publish a review-time target. Neither absence means the permit is quick or slow; it means you cannot plan a date around a published number. The practical response is to contact Development Services early, describe the mounting method and the array, and get the document list and current expectations before you commit to an installation window. Ask specifically whether a structural report is expected for your roof, since a general permit process leaves that to the reviewer's discretion rather than stating it up front.
Manitoba has no US-style homeowners' associations, so there is no private covenant layer to satisfy in Brandon on top of the municipal process.
Heritage designation in Brandon, site by site
Brandon's heritage regime works at the level of individual properties rather than whole areas. Its Municipal Heritage Incentive Program, established in 2017, designates individual Municipal Heritage Sites and offers a property-tax exemption for their conservation. The City has not published a heritage conservation district covering whole neighbourhoods.
For a solar project that is a useful distinction. It means the question is narrow and answerable: is this specific property a designated Municipal Heritage Site? If it is not, there is no area-wide design review layer to clear in Brandon on top of the building permit. If it is, ask the City what a designation implies for exterior alterations before a layout is fixed, because visible rooftop equipment on a designated building is exactly the kind of change that gets examined.
Production in Brandon and sizing to your own bills
Natural Resources Canada's dataset puts Brandon at 1,342 kWh a year for each kW of installed capacity on an unobstructed installation. A 6 kW array on that basis produces roughly 8,050 kWh a year and a 9 kW array roughly 12,080 kWh. Set either figure against the annual consumption on your own Manitoba Hydro bills, because under net billing the share of production your household absorbs is what determines the value of the system, not the headline output.
A real roof departs from the benchmark for reasons you can see from the ground. Afternoon shade costs output when the array should be producing most, an east and west split produces a flatter curve at a lower annual total than a single south-facing plane, and snow cover through a Manitoba winter means the year's production is weighted toward the months between spring and autumn. Ask for a site-specific model, and ask what share of the modelled output it assumes you will consume rather than export.
Roofs across Brandon's housing stock
Brandon had 21,205 dwellings at the 2021 count, and 52.1 percent of them are single-detached houses where one owner controls the roof and makes the decision alone. Low-rise apartment buildings account for 24.6 percent of the stock and high-rise buildings 3.4 percent; in both, an individual resident does not control the roof, and any rooftop system is a building-wide decision made by whoever owns or governs the building.
Row houses at 7.5 percent, semi-detached homes at 4.3 percent and duplexes at 2.5 percent all share roof structure with another dwelling. That moves several questions ahead of equipment selection: how the array's load is carried through a shared assembly, how a penetration is detailed where the structure continues past the party wall, and whose written consent is on file. None of that rules solar out; it just needs settling first.
On a house you control, the assessment reduces to orientation and shading of the usable planes, remaining service life in the covering, and whether the electrical service has headroom for the array. If the covering is near the end of its life, replace it before the panels go on: removing and reinstalling an array later to re-roof costs more than doing the work in the right order once.
Storage, and what is actually available to help pay
Storage has a real if narrow energy case in Manitoba, because the two prices differ. Electricity you shift from export into your own later use is worth the difference between the 9.970 cent energy charge and the $0.07173 export price. What storage cannot do here is arbitrage between expensive and cheap hours, because there is no time-of-use pricing to arbitrage, and the spread it does capture is not permanent: the export price runs through March 31, 2027 and is reset yearly. Backup during an outage is the other reason to buy one, and it should be judged on how often your address loses supply rather than on a payback model.
On incentives, be careful. Manitoba Hydro's Solar Energy Program, the rebate that most older articles describe, closed in 2018 and is not available.
