Net billing, and why it is not net metering
Manitoba Hydro is the sole electricity distributor in Winnipeg and its rates are set by the Public Utilities Board. Residential service is a flat energy charge of 9.970 cents per kWh plus a basic monthly charge, with no time-of-use pricing at all: there is no on-peak hour to avoid and no off-peak hour to shift into, so nothing about the time of day changes what you pay or what your panels are worth.
For solar households the arrangement is net billing rather than one-for-one net metering. Systems under 100 kW sell excess power back at a separate excess energy price, currently $0.07173 per kWh through March 31, 2027, and that price is reset yearly. Set the two figures side by side and the whole design logic falls out: a kilowatt-hour you consume in the house saves you 9.970 cents, while the same kilowatt-hour exported earns $0.07173. Both numbers are real, and the one you capture depends on whether the electricity is used on site or sent to the grid.
Two consequences follow. First, a system sized well past your own consumption is selling an increasing share of its output at the lower of the two prices, so the case for oversizing weakens as the array grows past what the household can use. Second, the export price is not fixed for the life of the system: it runs through March 31, 2027 and is reset yearly, so any financial model that projects today's export price out over decades is projecting an assumption rather than a rate. Applications are made by emailing Manitoba Hydro's customer generation team, and it is worth asking them to confirm the current price in writing before you sign anything.
Two permits, one engineer's report, one licensed contractor
Winnipeg publishes solar-specific permit guidance, and it requires two permits rather than one: a building permit and an electrical permit, set out in City Information Bulletin 2026-005-B/E/S. Treat both as project milestones. A schedule built around only one of them is short by whatever the other takes.
Roof and wall-mounted systems need a sealed structural engineer's report on the added loads. That is a real deliverable with a real lead time, not a formality, and it is worth asking early who is engaging the engineer and whether that cost sits in the quoted price or outside it. On an older roof it is also the point at which structural adequacy gets settled honestly, which is useful information even if it complicates the project.
Electrical permits must be pulled by a City-licensed electrical contractor. Homeowner self-installation of the wiring is not allowed in Winnipeg, so a do-it-yourself electrical scope is off the table regardless of your competence. One requirement runs the other way and is worth knowing: a development permit is not needed for roof mounts eight feet or more above grade, or for any ground-mount system. That exemption removes a step from most conventional installations.

If your address is in one, that review is an additional step ahead of the building and electrical permits, and it is the stage at which panel placement and street visibility can actually change. Check whether your property is listed or in a district before a layout is designed and priced, because a redesign after the fact is the expensive way to discover it.
What a kilowatt produces here, and how to size against it
Natural Resources Canada's photovoltaic dataset puts Winnipeg at 1,272 kWh a year for each kW of installed capacity on an unobstructed installation. That converts a proposal into an annual number immediately: a 6 kW array sits near 7,630 kWh a year on that basis, and a 10 kW array near 12,720 kWh. Compare either against the annual consumption on your own Manitoba Hydro bills before accepting a proposed size.
Under net billing, that comparison is not just a sanity check, it is the design. Output your household consumes is worth the 9.970 cent energy charge it displaces; output you export is worth the $0.07173 excess energy price. So the marginal value of each additional panel falls once the array starts producing more than the house uses during daylight hours. That does not make a larger system wrong, but it does mean the last few kilowatts pay back on different terms than the first few, and a quote should be able to show what share of production it expects you to consume rather than export.
A real roof also lands off the benchmark for readable reasons. Shading from mature trees or a neighbouring building costs output at the time of day the array should produce most, an array split across east and west planes yields less annually than a single well-oriented south-facing plane, and snow cover concentrates a Manitoba year's production into the warmer months. Ask for a site-specific model and for the assumptions behind it.
Roofs across 300,430 dwellings
Winnipeg has 300,430 dwellings by the 2021 count, and 57.5 percent of them are single-detached houses. Those are the straightforward case: one owner, one roof, one decision. Row houses account for 3.9 percent, semi-detached homes 4 percent and duplexes 1.8 percent, all of which put a second dwelling under shared roof structure, which brings load path across a shared assembly, flashing where the structure continues past a party wall, and documented consent into the conversation before equipment is chosen.
Roughly a third of the stock is apartment-style: 18.8 percent low-rise and 13.7 percent high-rise. In those buildings an individual resident does not control the roof, and a rooftop system is a building-wide decision made by whoever owns or governs the building rather than a household purchase. If that is your situation, the first step is finding out who holds that authority, not collecting quotes.
For a house you do control, three physical facts drive both the quote and the output: which roof planes are unshaded and how they face, how much service life is left in the covering, and whether the electrical service has headroom for the array. Replace a covering near the end of its life before an array goes on it, because removing and reinstalling panels to re-roof later costs more than sequencing the work correctly the first time. Where storage fits under net billing
Manitoba's rate structure gives storage a narrow but real energy case. Because an exported kilowatt-hour earns the $0.07173 excess energy price while a consumed one displaces the 9.970 cent energy charge, electricity you shift from export into your own later use is worth more than electricity you export. A battery that captures afternoon production for evening use is capturing that difference rather than an imaginary one.
Two things temper it. The other reason people buy storage is backup, and in a Winnipeg winter that argument stands on its own terms. A battery with the right switching keeps chosen circuits running through an outage. Judge that on how often your address actually loses supply and what an outage costs your household, rather than on an energy payback figure, and note that adding storage expands the electrical scope, which means the City-licensed electrical contractor and the electrical permit cover more work.
What is actually available to help pay for it
Be careful here, because Manitoba's incentive history invites mistakes. Manitoba Hydro's Solar Energy Program, the rebate that most older articles and forum posts are describing, closed in 2018. It is not available, and any quote or calculator that assumes it is wrong. The honest advice that follows is to build your budget without one, confirm the position yourself with Efficiency Manitoba and with Manitoba Hydro's customer generation team when you apply, and treat anything you find as upside rather than as a line in the plan. A project that only works with a rebate that may not exist is a project that does not work.
