The city provides commercial and residential building permits and publishes the application forms, fees and requirements alongside them. That is genuinely useful, because it means once you know which permit applies you can look up what it costs and what it needs rather than waiting to be told.
What is not published is a solar-specific permit category. Treat that as a gap in the record rather than as an exemption: a rooftop array is exterior work on a building, and the safe assumption is that a permit question exists. The useful step is to identify which of the published permits answers it.
Building Services is at City Hall, 37 Third Avenue North, and can be reached at 306-786-1710. Ask three things: which permit a roof-mounted solar installation requires at your address, which fee line applies to it, and what the application must contain. With the forms already public, you can then assemble a complete file rather than a partial one.
Agree in writing with your installer who prepares the application, who submits it and who pays the fee. A returned application does not simply add days; it puts you behind everything that arrived while you were correcting it.
Exports earn under half of retail, so build for what you use
SaskPower is your utility, holding the exclusive right and obligation to supply electricity across Saskatchewan except in Swift Current and most of Saskatoon. Its Net Metering Program is open to new applicants for systems up to 100 kW, far beyond what a house needs, so capacity is not what limits you.
The price gap is. Exported generation earns a 7.5 cents per kilowatt hour credit until March 31, 2029, while the residential rate is 15.476 cents per kilowatt hour effective February 1, 2026. A kilowatt hour consumed in the house at the moment it is generated is worth roughly twice what the same kilowatt hour earns exported.
That points to a different design than the one most solar articles describe. Where surplus banks and returns at retail value, sizing to your annual total is sensible. Here surplus is sold at a discount, so the array should be matched to what your household actually uses while the sun is up. Ask your installer for the self-consumed share of the proposed output and have the remainder valued at 7.5 cents rather than at retail.
The rate is flat rather than time-of-use, so there are no peak hours to avoid and overnight running saves nothing. Daytime use is the only timing lever that pays, because it converts generation into avoided purchases rather than discounted exports.
The connection costs and the charge that never goes away
Connecting carries a 315 $ interconnection study fee and at least 498.75 $ for the bi-directional meter, so over 800 $ before any equipment is installed, and the meter figure is a floor rather than a fixed price. Ask which quotes include them and who pays.
A 31.16 $ basic monthly charge is billed regardless of what your roof generates. Solar reduces the energy portion of the bill and leaves the basic charge untouched, which is why a bill gets much smaller but does not reach zero. Any projection showing zero has left it out.
The interconnection study is a step with its own timeline rather than something bundled into the installation date. Together with the city permit, that is two approvals with different owners, so put both on one schedule before equipment is ordered and tie your payment milestones to the approvals rather than to a hoped-for install week.
The roof, and the order to do the work in
Orientation is the decision that most affects output. A south-facing unshaded plane produces the most, east and west planes produce usefully but give up output, and a north plane rarely repays the hardware. No equipment upgrade compensates for a poor plane.
Shading is the most expensive variable because it takes production out of the middle of the day, when the array would otherwise be strongest. Ask for an assessment that covers the whole year rather than the hour of the site visit, since a bare tree in April is a full canopy by July.
Check the covering age first. Panels outlast most roof coverings, so one within a few years of replacement should be replaced before the array goes on rather than paying later to remove and reinstall it, which would also mean a second permit application. In a prairie winter, ask how the proposed pitch and layout handle snow, because a panel under snow produces nothing until it clears.
Grants and financing
There is no provincial solar rebate in Saskatchewan, so nothing offsets the installed cost at the provincial level and the whole case rests on the value of the electricity.
Federally, the Canada Greener Homes Loan, interest-free up to 40,000 $, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through participating provinces, which do not currently include Saskatchewan, for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar. So build the payback from four numbers and no others: avoided purchases at 15.476 cents, exports at 7.5 cents, the 31.16 $ monthly basic charge, and the full installed cost including connection fees and the permit. If a quote values exported electricity at the retail rate, it is overstating the return by more than half on every exported kilowatt hour.
