What article 195 allows in a Gatineau front yard
Gatineau's zoning bylaw R-532-2020 singles out solar panels rather than leaving them to a general clause about accessory equipment. Article 195 sets two rules for the front yard. Any solar panel installed there must be mounted flat against the façade or the roof of the building. And no solar panel may be installed on an independent, detached structure in the front yard, which rules out a freestanding rack, a pole mount or a panel on a detached garage or shed on that side of the property.
Flush mounting is a real design constraint, not a cosmetic one. A panel lying flat against a roof plane sits at whatever pitch the roof already has, so it cannot be angled up to catch a low winter sun, and it sheds snow more slowly than a tilted array. If the front of your house holds the best sun, the bylaw does not stop you using it, but it does fix the angle you get to use it at, and your quote should reflect that rather than assuming an optimal tilt.
Where the bylaw is more generous than it first looks is behind the house. The article aims at the front yard, so a rear or side arrangement is a different question and worth asking about specifically. Read article 195 alongside your own zone's provisions before you settle on a location, and get the installer to state which yard the equipment will occupy.
What a Gatineau roof produces and what it offsets
Natural Resources Canada puts Gatineau's photovoltaic potential at 1,200 kilowatt hours a year for each kilowatt of capacity installed at optimal tilt. Treat that as a ceiling rather than an expectation: it assumes an unshaded array angled properly. A flush-mounted front array on a shallow pitch, or a rear slope in the shade of mature trees, will come in below it.
The value side is set by Tarif D, Hydro-Québec's residential rate. It is a two-tier block rate: the first block of daily consumption is billed at 7.065 cents per kilowatt hour as of April 2026, with consumption above the block priced higher. It is not a time-of-use rate, so there are no peak windows in Gatineau and no reason to reschedule appliances. Solar simply reduces how much you buy, and it reduces it from the upper block down.
That combination makes the sizing question straightforward to reason about. Multiply the capacity you can physically and legally fit by roughly 1,200 kilowatt hours, discount for orientation, tilt and shading, and compare the result against the annual consumption printed on your own bills. If production comfortably exceeds consumption, the system is bigger than the rules reward.
Gatineau roofs and who gets to decide
36.5 percent of Gatineau dwellings are single-detached and a further 14.3 percent are semi-detached, so about half of the housing stock is ground-oriented with a roof attached to a single household. Those owners can commission a system without asking anyone, subject only to the bylaw.
31.1 percent of dwellings are low-rise units, common in the older sectors such as Hull and parts of Gatineau proper, and 5.5 percent are in high-rises, mostly downtown. In both cases the roof is common property or belongs to a landlord, and a rooftop array becomes a building decision rather than a household one. If you are a tenant or a unit owner in one of those buildings, the useful first step is finding out who holds the roof and whether the building has ever looked at the question.
Semi-detached owners have a middle case. The roof plane is usually shared with the adjoining unit, so panel placement, roof penetrations and future re-roofing all need agreement with a neighbour, and it is far easier to have that conversation before three installers have quoted.
How the Hydro-Québec application actually works
Hydro-Québec distributes electricity in Gatineau, and grid-connected solar runs under its option d'autoproduction. The request is not filed by you or by a general contractor: a licensed CMEQ electrician submits the installation request. Hydro-Québec then evaluates whether the local network can accept your generation and issues a conditional acceptance if it can.
That evaluation is the part people underestimate. It is specific to the circuit serving your address, so a neighbour's smooth approval is not a guarantee of yours, and the answer arrives on Hydro-Québec's timetable rather than your installer's. Self-generation is capped at 1,000 kilowatts, which is irrelevant at household scale, so the capacity review and the paperwork are the real gate.
When you compare quotes, ask each installer who the CMEQ electrician on the job will be and how many option d'autoproduction filings they have completed. It is a fair question and the answers vary.
The surplus bank and the clock that empties it
Exports are credited one for one in kilowatt hours into a surplus bank and drawn back down against later consumption. The credit is in energy rather than dollars, which means a kilowatt hour banked in June is still a kilowatt hour in January regardless of what happens to the rate in between.
The bank is reset to zero every 24 months, on 31 March of each even year. Two consequences follow. First, any balance still standing at the reset is settled at Hydro-Québec's average cost of supply, which sits well below the retail rate you pay to buy a kilowatt hour back, and the arrangement cannot produce a negative bill. Second, the reset falls on a fixed calendar date rather than on your own anniversary, so where in the cycle your system starts generating affects how much time your first accumulated bank has to be spent.
The design rule that comes out of this is to size the array to your household's annual consumption and no further. Surplus you consume within the cycle is worth the full retail rate. Surplus that is still sitting in the bank on 31 March of an even year is worth very little, and roof area dedicated to producing it has bought you nothing.
Grants and financing available in Gatineau
Hydro-Québec's LogisVert solar grant is the substantial one: $1,000 per kilowatt of installed capacity, capped at 40 percent of eligible project costs, which Hydro-Québec describes as typically working out to $5,000 to $6,000 on a residential system. The installation has to be completed on or after 30 June 2025, and the application goes through the LogisVert portal within 9 months of the installation date. Hydro-Québec projects that the grant shortens a typical residential payback from 25 to 30 years to roughly 10 to 12, which is its own modelling and not a forecast for your address.
Because the grant is paid per kilowatt, anything that shrinks the array shrinks the grant with it. That is worth remembering in Gatineau, where the front-yard mounting rules can push a design onto a smaller or less productive plane.
Federal programmes offer less than they did. The Canada Greener Homes Loan, interest free up to $40,000, stopped accepting new applications on 2 October 2025 and now funds only loans already approved. The Canada Greener Homes Affordability Program took its place in September 2025, delivering no-cost retrofits through provincial partners to low and median income households; solar is eligible federally, but each province maintains its own technology list, so federal eligibility does not settle the question. Canada has no residential investment tax credit for solar.
