The rule change sitting in front of the regulator
As things stand, NB Power credits exported electricity at the same volumetric rate you pay to buy it, a true one for one credit rather than a discounted buy-back. NB Power has asked its regulator to replace that structure with net billing: separate buy and sell rates, plus a demand charge. As of August 2026 the proposal was still under review and had not taken effect, so a system connected today connects under the current rules.
The part worth understanding is the transition. If the change is approved, existing participants are to be grandfathered onto the current rules for up to 10 years. Nobody can tell you when or whether the regulator will decide, and an installer who claims the deadline is next month is guessing. What is documented is that the grandfathering provision exists, which makes the date your system is approved a real variable rather than invented urgency.
It also changes what you should ask a salesperson. Any payback estimate for a Fredericton system is built on the current credit structure, so ask which rules the numbers assume and what the same system looks like under a separate buy and sell split. A quote that cannot answer that has not been priced against the risk it is exposed to.
Yield, roof area and who owns the roof
1,148 kWh per installed kilowatt per year is the planning figure for Fredericton. A 6 kW array lands near 6,900 kWh a year and a 10 kW array near 11,500. Production is not spread evenly: the long days either side of midsummer carry most of it, midwinter contributes little, and a snow-covered panel contributes nothing until it clears.
Who controls the roof is the bigger filter in this city. 43.7% of dwellings are single-detached houses with unshared roofs and clear owner control. But 34.9% are in low-rise apartment buildings under five storeys and another 1.5% are in high-rises, where the roof belongs to the building rather than to any resident. 8.3% are duplexes and 4.4% are row housing, both of which share a roofline with a neighbour and turn an eventual re-roof into a joint decision.
For an owner of a detached house the design constraints are ordinary ones: which planes face near south, what shades them through the middle of the day, and how much life is left in the shingles. Panels comfortably outlast a shingle roof, so if the roof is due, replace it first rather than paying later to lift and reset an array you already own.
Heritage areas and what they mean for a visible array
New Brunswick has no US-style homeowners associations, so nobody in Fredericton will hand you a covenant about panel colour. Municipal heritage rules are a different matter, and they are real here. The city administers the St. Anne's Point Heritage Preservation Area just east of downtown, and it contains Historic Marysville, one of only three National Historic Districts in New Brunswick.
Beyond those two areas, a Local Historic Places Register approved by council in 2003 formally recognizes other historic properties around the city. If your address appears on that register, or sits inside the preservation area, expect exterior changes to attract scrutiny. Find out which applies before a designer commits to a street-facing roof plane, because the answer can push the array to a rear or side face and change the production estimate you were quoted.
The practical move is to ask the city directly, by address, early. Heritage review is a process question rather than a simple yes or no, and it is far cheaper to resolve at the sketch stage than after equipment has been ordered to fit a particular plane.
If your address joined the city through amalgamation
Fredericton now takes in Pepper Creek, Douglas, McLeod Hill and Killarney Road, areas brought into the city through amalgamation. If your property is in one of them, the office handling your building permit may not be the one it was before, and advice from a neighbour who built a deck several years ago can point you at the wrong counter.
The utility side does not move with municipal boundaries. NB Power runs the same net metering programme and the same application whether an address has been inside the city for decades or joined recently, so the interconnection process, the wiring permit and the inspection are identical either way. It is the municipal permit that follows the boundary, which is why the two should be confirmed separately rather than assumed to travel together.
Permits: a known fee and an unpublished timeline
Fredericton charges $8 per $1,000 of construction value, rounded up, for a building permit. That much is public. What is not published is a review-time target, and the city's permits page does not list solar installations as a category of their own, so there is nothing to look up that tells you how a solar project will be classified or how long it will wait. Confirm both at the Building Inspections counter before agreeing to an installation date.
Two provincial requirements sit alongside the municipal permit: an electrical wiring permit, and an inspection by the New Brunswick Department of Public Safety. Neither is issued by the city. NB Power will not authorize connection without them, and the system cannot legally be energized until NB Power's written approval is in hand and a compatible meter has been installed.
On cost, one programme has closed and one remains. NB Power's Total Home Energy Savings Program paid $200/kW toward residential solar to a $3,000 ceiling on a 15 kW system, but solar enrolment ended on May 27, 2026. The federal Clean Technology ITC is sometimes offered as the remaining measure, but it is not one a household can use: the Income Tax Act limits it to taxable Canadian corporations and certain trusts.
