Three permit instruments, and which one a roof array needs
The city treats development permits, building permits and occupancy permits as separate things and publishes them together. A development permit is required for certain projects, and the city separately lists permits for particular cases such as airport alterations, new attached garages and demolition work. What it does not publish is a solar category.
That absence is a gap in the record rather than an exemption. The safe assumption is that a permit question exists for a rooftop installation, and the useful question is which instrument answers it. Ask Planning and Development at 306-445-1700 two things about your address: which permit or permits a roof-mounted solar installation requires, and what each application must contain.
Ask about sequencing in the same call. Where a project needs both a development permit and a building permit, one usually has to be granted before the other can be issued, and that turns two processes into a sequence rather than two things happening at once. It is a very different schedule from a single application, and it is better learned in a phone call than after a submission.
Note who is answering. Record the name and the date, and get it by email if you can. On a project where the published record is silent, the answer you were given is the only documentation you will have if a question arises later.
Exports earn under half of retail, which should shrink the system
SaskPower is your utility, with the exclusive right and obligation to supply electricity across Saskatchewan except in Swift Current and most of Saskatoon. Its Net Metering Program is open to new applicants for systems up to 100 kW, well beyond a household's needs.
The number that matters is what it pays. Exported generation earns a 7.5 cents per kilowatt hour credit until March 31, 2029, against a residential rate of 15.476 cents per kilowatt hour effective February 1, 2026. Electricity consumed in the house at the moment it is generated is worth roughly twice what the same kilowatt hour earns exported.
That inverts the usual sizing advice. Where surplus banks and returns at full retail value, as in Ontario or Quebec, sizing to annual consumption is sensible. Here surplus is sold at a discount, so the design should target what your household uses while the sun is up. Ask your installer for the self-consumed share of the proposed array's output and have the rest valued at 7.5 cents.
Because the rate is flat rather than time-of-use, there are no peak hours to shift consumption away from. The one timing lever that pays is running appliances in daylight, which turns generation into avoided purchases at 15.476 cents instead of exports at 7.5 cents.
What connecting costs, and what solar never touches
SaskPower charges a 315 $ interconnection study fee and at least 498.75 $ for the bi-directional meter, so over 800 $ before any equipment is installed. The meter figure is a floor rather than a fixed price. Ask which of the quotes in front of you includes these charges, and who pays them.
The 31.16 $ basic monthly charge is billed regardless of what your roof produces. Solar reduces the energy portion of the bill and leaves that part alone, which is why a bill gets much smaller but does not reach zero. A projection that shows zero has omitted it.
With the city's permits on one side and the SaskPower interconnection study on the other, a North Battleford project has at least two approval processes with different owners and different timelines. Draw them on a single schedule before equipment is ordered, and do not let a payment schedule tie a deposit to an installation date rather than to the approvals.
The roof, and the order the work should happen in
Orientation decides most of the output. A south-facing unshaded plane produces the most, east and west planes produce usefully but give up output, and a north plane rarely repays the hardware. There is no equipment upgrade that compensates for a poor plane, so plane selection is the design decision that matters most.
Shading is the costliest variable because it removes production in the middle of the day, when the array would otherwise be strongest. Ask for a shading assessment that covers the whole year rather than the hour of the site visit.
Check the roof covering age before anything is ordered. Panels outlast most coverings, so one within a few years of replacement should be replaced first rather than paying later to remove and reinstall the array. Where a city runs several permit instruments, doing the two jobs in the wrong order can mean going through more than one of them twice. Ask as well how the proposed pitch handles snow, since a covered panel produces nothing until it clears.
Grants and financing
There is no provincial solar rebate in Saskatchewan, so nothing offsets the installed cost at the provincial level, and the case rests entirely on the value of the electricity.
Federally, the Canada Greener Homes Loan, interest-free up to 40,000 $, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through participating provinces, which do not currently include Saskatchewan, for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Check what Saskatchewan has actually included rather than what the federal programme permits.
Canada has no federal investment tax credit for residential solar. A payback calculation here should therefore be built from avoided purchases at 15.476 cents, exports at 7.5 cents, the 31.16 $ monthly basic charge, and the full installed cost including the connection fees and whatever permits the city says you need. If a quote values exports at the retail rate, it overstates the return on every exported kilowatt hour by more than half.
