A flat rate, and two different prices for a kilowatt-hour
Manitoba Hydro is Thompson's sole electricity distributor, regulated by the Public Utilities Board. Residential service on the standard schedule is a flat energy charge of 9.970 cents per kWh plus a basic monthly charge, and there is no time-of-use pricing. That single fact rules out a lot of common solar advice: shifting consumption between hours does not change what you pay, so there is no rate arbitrage available to a homeowner or to a battery.
What does differ is the price on each side of the meter. Solar households are on net billing rather than one-for-one net metering: systems under 100 kW sell excess power back at a separate excess energy price, currently $0.07173 per kWh through March 31, 2027, reset yearly. So a kilowatt-hour consumed the moment it is generated displaces 9.970 cents of energy charge, while the same kilowatt-hour exported earns $0.07173. The way to improve the return on a given system is to raise the share you consume yourself, and running flexible loads during daylight does exactly that at no capital cost.
It also means the case for a very large array is weaker than it looks. Once production regularly exceeds what the household can absorb during the day, the surplus sells at the lower price and each additional panel earns less than the one before it. Applications go to Manitoba Hydro's customer generation team by email, and because the export price is reset yearly, asking for the current figure in writing before signing is a sensible step.
The permit Thompson expects, and what it does not publish
Thompson requires a building permit for most construction and renovation projects, including any exceeding $10,000 in value. A solar PV installation falls under that general review rather than a solar-specific process, submitted through the City's Cloudpermit portal to the Building and Inspections Department.
The City's page does not address solar specifically and publishes neither a fee schedule nor a turnaround target. That is worth handling directly rather than guessing at. Contact the Building and Inspections Department before you set an installation date, describe the mounting method and the array, and ask what documents the application needs, whether a structural report is expected for your roof, and what review time they are currently running. Filing a complete application once is the only part of the schedule you control.
Manitoba has no US-style homeowners' associations, and we have no verified record of a heritage designation or architectural-review overlay applying to properties in Thompson. That is an absence of information rather than a guarantee, so put the question to the same department while you have them.
What a kilowatt of panels produces in Thompson
Natural Resources Canada's photovoltaic dataset puts Thompson at 1,160 kWh a year for each kW of installed capacity on an unobstructed installation. A 5 kW array on that basis produces roughly 5,800 kWh a year and an 8 kW array roughly 9,280 kWh. Set either against the annual consumption on your own Manitoba Hydro bills, because under net billing the share your household absorbs is what decides the value, not the headline number.
Expect a real roof to sit off the benchmark. Shading takes output at the hours the array should be strongest, an east and west split produces a lower annual total than a single well-oriented south-facing plane, and this far north the seasonal swing is pronounced, with long summer days and short winter ones, so production is concentrated heavily in the warmer months while consumption often is not. Ask for a site-specific model and for the assumptions behind it, particularly around snow and winter shading.
Who controls the roof in Thompson
Of Thompson's 4,680 dwellings, 49.1 percent are single-detached houses, so roughly half the housing stock is the straightforward case where one owner decides. Low-rise apartment buildings account for 25.1 percent and high-rise buildings 3.3 percent; in those, a resident does not control the roof and any rooftop system is a building-wide decision made by whoever owns or governs the building.
Row houses are 9.3 percent of the stock and semi-detached homes 3.5 percent, both of which share roof structure with another dwelling. Duplexes are almost absent at 0.1 percent. On a shared roof, the questions that decide feasibility come before equipment selection: how the array's load is carried through a shared assembly, how a penetration is detailed where the structure continues past the party wall, and whose written consent is on file.
On a house you control, the assessment reduces to three things: which planes are unshaded and how they face, how much service life is left in the covering, and whether the electrical service has headroom for the array. Replace a covering near the end of its life before the array goes on, since removing and reinstalling panels later to re-roof costs more than sequencing the work correctly once.
What stays on the bill, and what help exists
Solar offsets energy, not the connection. Manitoba Hydro's residential basic monthly charge is $9.84 at 200 amps or below and remains on the bill regardless of production. A service above 200 amps adds a further $9.84 to that basic charge, so if a proposed system requires a service upgrade there is a permanent monthly cost attached as well as the upgrade price. Ask whether an upgrade is part of the design before comparing quotes.
On incentives, older sources mislead. Manitoba Hydro's Solar Energy Program closed in 2018 and is not available. Efficiency Manitoba's programme lineup changes over time, so verify current offerings directly with Efficiency Manitoba rather than relying on a third party. We have no verified record of a current Manitoba residential solar rebate, so build a budget that does not depend on one, confirm the position yourself before you buy, and treat anything you find as upside.
