The programme is called net metering, the bill behaves like net billing
Under a true one-for-one net metering arrangement, an exported kilowatt-hour cancels an imported one and the two prices never have to be compared. SaskPower does not work that way. Its Net Metering Program credits exports at 7.5 cents per kWh, guaranteed at that level until March 31, 2029, while the residential energy charge you pay for electricity coming the other way is 15.476 cents per kWh, effective February 1, 2026. The name on the programme describes the meter. It does not describe the money.
The credit also comes with limits on what it can be spent on. It offsets the energy charge only. It cannot be taken as cash, and it cannot be applied to the basic monthly charge or to taxes. So a Weyburn household that exports enough to wipe out its entire energy charge still has a bill: the $31.16 basic monthly charge remains payable every month, and that figure is published net of taxes, so GST, PST and any municipal surcharge are added on top of it.
One thing this rate structure does make simpler is timing. Residential service in Weyburn is flat rather than time-of-use, so there is no on-peak hour to avoid and no off-peak window to shift laundry into. A kilowatt-hour costs the same at noon as at midnight. That removes a whole category of complexity from the design and leaves one question that actually matters: how much of what the panels make does the house use as it is being made?
What SaskPower charges before the array produces anything
Two SaskPower charges are unavoidable, and they sit outside whatever an installer quotes you. The first is a $315 interconnection study fee. It is non-refundable, it includes GST, and it is payable within 30 days of the invoice. The second is at least $498.75 for the bi-directional meter, which has to be paid before the meter goes in. Neither is optional and neither is a rebate.
It is worth being blunt about what the study fee is not. The $315 does not buy a connection. It buys an assessment of what your service needs in order to accept the system safely, and whatever that assessment identifies is yours to pay for on top: a service entrance upgrade, transformer work, whatever the engineering turns up. Most residential projects on a modern service will not hit anything dramatic, but the study exists precisely because some do, and a quote that presents $315 as the cost of connecting has understated the SaskPower side of the job.
The programme itself is open to new applicants and takes systems up to 100 kW, which is far above anything a Weyburn house would install. The size ceiling is not the binding constraint on a residential project here. The export credit is.
1,376 kWh per installed kW, and how to size against it
Natural Resources Canada's photovoltaic dataset puts Weyburn at 1,376 kWh a year for every kW of installed capacity on an unobstructed, well-oriented installation. That turns any proposal into an annual figure in one step: a 6 kW array sits near 8,250 kWh a year on that basis, and a 10 kW array near 13,760 kWh. Take whichever number your quote implies and hold it against the annual consumption printed on your own SaskPower bills before you accept a size.
Under this credit structure that comparison is not a sanity check, it is the design. Output the house consumes as it is generated is worth the 15.476 cents it displaces. Output that leaves the property is worth 7.5 cents. So the value of each additional panel falls once the array is producing more during daylight hours than the household can use. That does not make a larger system wrong, but it does mean the last few kilowatts pay back on different terms from the first few, and a good quote can tell you what share of production it expects you to consume rather than export.
A real roof also lands off the benchmark, for reasons worth asking about. A mature tree on the south side costs output at exactly the hours the array should be working hardest. Splitting panels across east and west planes yields less over a year than one well-oriented plane. And a prairie winter concentrates the year's production into the warmer months, because snow sitting on a low-slope array produces nothing at all until it slides or melts. Ask for a site-specific model rather than the flat benchmark, and ask what assumptions went into it.
What Weyburn's housing stock means for the roof you own
Weyburn has 4,655 dwellings and 65.7 per cent of them are single-detached houses, the form that gives a homeowner a roof they control outright. If that is what you own, nobody else has a say in whether panels go on it, and the constraints are physical rather than legal: orientation, pitch, shading, and how much life is left in the shingles.
Low-rise apartment buildings account for 22.7 per cent of dwellings, and those units are typically renter-occupied with no owner control over the building's roof. A further 2.5 per cent of dwellings sit in high-rise buildings, where the same limitation applies. If you are in either, a rooftop array is a conversation with a landlord or a condo board before it is a conversation with an installer.
The shared-wall forms are a small slice of Weyburn: semi-detached at 2.9 per cent, row houses at 2.4 per cent and duplexes at 1.2 per cent, under 6.5 per cent of the stock combined. Where they do apply, the practical question is whether the roof plane you want to use is structurally shared with the unit next door, because that turns a private decision into a joint one. For a city of 11,019 people, the great majority of solar conversations in Weyburn are about a single-detached roof and nothing more complicated than that.
Weyburn's permit window and where it sits in the sequence
Weyburn's building department states that a typical residential plan review turns around in 7 to 10 business days, while noting that some applications may take several weeks. Treat the shorter figure as the normal case and the longer one as a real possibility rather than boilerplate, particularly if anything about the roof or the mounting is out of the ordinary.
The rule that actually bites is that no work may start before the permit is issued. That is not a formality you can route around by having the crew begin while the paperwork catches up. It puts the permit on the critical path, and it means an installer who wants to book a crew before the permit is in hand is proposing something the city has told you not to do.
Sequenced properly, a Weyburn project carries three approvals rather than one: the city permit before any work begins, SaskPower's interconnection study, and the bi-directional meter installation once the study is settled and the meter is paid for. Ask your installer which of those they handle and which land on you, because the seam between the two is where projects stall.
Incentives: what the provincial record actually lists
There are two items on the Saskatchewan record, and only one of them is money. The first is SaskPower's Net Metering Program itself, which is the 7.5 cent export credit described above rather than a rebate on the purchase. The second, the federal Clean Technology investment tax credit, is not actually available to you: the Income Tax Act limits it to taxable Canadian corporations and certain trusts.
Be careful with that second one. An investment tax credit is claimed against a qualifying investment by an eligible claimant, which is not the same thing as a discount applied when a homeowner buys a rooftop system. Before you let it into a payback calculation, ask an accountant whether your own situation qualifies at all. What the provincial record does not list is any Saskatchewan cash rebate on a residential array, so if a quote shows one, ask where it comes from.
The one place the credit structure genuinely changes a purchasing decision is storage. Because an exported kilowatt-hour earns 7.5 cents while a self-consumed one displaces 15.476 cents, electricity you can hold until the house needs it is worth more than electricity you sell. That is the argument for pricing a battery alongside the panels rather than waving it off, and it is an argument that would not exist under a one-for-one arrangement.
