That is a genuinely useful number to build a schedule around.

Read the qualifier carefully, though, because it is doing work. Complexity is what stretches the window, and a solar install can be complex for reasons that have nothing to do with the panels: an unusual mounting arrangement, a structure the city wants to look at more closely, or anything requiring discretionary approval rather than a straightforward permit. If your project is ordinary, plan around the stated window. If any part of it is not, ask the city directly rather than assuming the shorter end applies.

Sequence this alongside the utility side rather than after it. SaskPower's interconnection study and the bi-directional meter installation are separate steps with their own timelines, and a Warman project that treats the city permit and the utility process as one queue rather than two parallel ones tends to finish later than the homeowner expected.

Net metering in name, net billing in effect

The credit is restricted in a way that catches people out. It offsets the energy charge and nothing else: it cannot be taken as cash, and it cannot be applied to the basic monthly charge or to taxes. That means the $31.16 stays on the bill every month even in a year when your generation covers all of your consumption, and the published figure is before taxes and surcharges, which are added to it.

There is no time-of-use pricing to plan around, since the residential rate is flat. So the only lever that changes what a Warman array is worth is the share of its output the household uses directly. Anything that shifts consumption into daylight hours, from water heating to an EV charger's schedule, converts a 7.5 cent credit into 15.476 cents of avoided purchase.

The SaskPower charges before anything is energised

Two charges are fixed and unavoidable. SaskPower's interconnection study fee is $315, non-refundable, GST included, and payable within 30 days of the invoice. The bi-directional meter is at least $498.75 and must be paid for before it is installed. Together those are the floor on the utility side of a Warman project.

What the study fee buys is an assessment, not a connection. If it identifies that your service entrance or a transformer needs upgrading to accept the system, that work is billed to you separately. A quote should be able to state what proportion of output it expects you to self-consume, and if it cannot, that is a reasonable thing to push back on.

Assume the real roof underperforms the benchmark and ask by how much. Shade at midday costs more than shade at either end of the day. An array split between two roof planes gives up annual output compared with one good plane. Snow cover holds production back until it clears, so the Warman year is weighted towards the months either side of summer. None of that argues against solar here, but all of it argues for a site-specific model over a provincial average.
