Use it or sell it at half price
SaskPower credits exported generation at 7.5 cents per kilowatt hour, a rate fixed until March 31, 2029. The residential energy rate is 15.476 cents per kilowatt hour, effective February 1, 2026. A kilowatt hour used in the house at the moment it is generated is therefore worth roughly twice what the same kilowatt hour earns exported.
This is not net metering as practised in Ontario or Quebec, where surplus banks and returns at full retail value. Here surplus is bought from you at a discount, which changes the design question from how much can this roof produce to how much of it can this household actually use.
So ask your installer for two numbers rather than one: annual production, and the share of that production your household would consume as it is generated. Then have the remainder valued at 7.5 cents rather than at the retail rate. On most households that arithmetic produces a smaller array than a roof-area calculation would, and a smaller array costs less.
The 7.5 cents rate has an end date of March 31, 2029. That is a few years of certainty against a system that will run for decades, so ask SaskPower what is expected after that date before you accept any long payback projection built on today's rate.
Over 800 $ before a panel goes up
SaskPower's programme is open to new applicants for systems up to 100 kW, which is far above what a house needs, so capacity is not a constraint. Cost of entry is. There is a 315 $ interconnection study fee and at least 498.75 $ for the bi-directional meter, and that meter figure is a floor rather than a fixed price.
Together that is over 800 $ spent before any equipment is installed. It is not large against a full system, but a quote that leaves it out is not comparable with one that includes it. Ask which of the two quotes in front of you accounts for these, and who pays them.
Treat the interconnection study as a step with its own timeline rather than something bundled into the installation date. Apply to SaskPower directly and ask what the current processing time looks like, so that your contract's milestones can reference the approval rather than a hopeful calendar.
Who owns the roof, including the unusual part
68.9 percent of Melfort's 2,575 dwellings are single-detached houses, so roughly seven in ten residents control the roof, the electrical service and the panel outright and can go straight to quotes.
Low-rise apartments are 17.7 percent of the stock, and the notable figure is high-rise at 3.7 percent, which is a substantial share for a town of this size. In both cases the roof is a common element or belongs to the building's owner, so the route is a written proposal to the owner or the corporation covering cost, ownership of the equipment, insurance and roof replacement, rather than a quote for your unit. On a high-rise the roof also serves building systems, so available area is usually less than the footprint suggests.
Semi-detached at 3.9 percent, row houses at 2.1 percent and duplexes at 1.4 percent are each under 4 percent, so shared-roof negotiation between two owners is a minority case here. Where it applies, settle fixings, penetrations, maintenance access and future roof replacement in writing before a design exists.
A strong resource, and a winter that interrupts it
Natural Resources Canada puts Melfort at about 1,293 kilowatt hours a year per kilowatt of installed capacity on a well oriented, unshaded array. That is a strong figure, and it means the capacity needed to cover a given consumption is lower here than a weaker resource would require.
The annual figure hides a sharp seasonal shape. Production concentrates into the summer months while household consumption is often highest in winter, and under an export credit worth half of retail, that summer peak is exactly the output worth least. It is another argument for matching the array to daily use rather than to an annual total.
Snow removes production entirely until it clears, and a steeper roof sheds it faster than a shallow one. Ask about pitch at the design stage rather than discovering the difference in February. Orientation and shading do the rest: a south-facing unshaded plane produces the most, and shading is the costliest problem because it takes output away in the middle of the day.
Grants and financing
There is no provincial solar rebate in Saskatchewan, so nothing offsets the installed cost at the provincial level. The case is built from four numbers: avoided purchases at 15.476 cents, exports at 7.5 cents, the 31.16 $ monthly basic charge that no array reduces, and the total system cost including the connection fees.
The basic charge deserves its own mention because it is the usual reason a promised zero bill does not arrive. It is billed every month regardless of what your roof generates, so solar reduces the energy portion of a Melfort bill and leaves that part untouched.
Federally, the Canada Greener Homes Loan, interest-free up to 40,000 $, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through participating provinces, which do not currently include Saskatchewan, for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar.
