7.5 cents out, 15.476 cents in, and what follows from the gap
SaskPower's Net Metering Program pays a 7.5 cents per kilowatt hour credit for exported generation, a rate fixed until March 31, 2029. The residential energy rate is 15.476 cents per kilowatt hour, effective February 1, 2026. Those two numbers are the most important thing on this page, because the second is more than twice the first.
The consequence is that a kilowatt hour you use in the house at the moment it is generated is worth 15.476 cents to you, while the same kilowatt hour exported earns 7.5 cents. This is not net metering in the sense used in Ontario or Quebec, where surplus banks and comes back at full retail value. Here surplus is sold at a discount.
So the design target is self-consumption, not annual offset. A system sized to cover your yearly total will export a large share of its summer output and earn the lower rate on all of it. Ask your installer to model what proportion of the proposed array's production your household would actually consume as it is generated, and to price the export remainder at 7.5 cents rather than at the retail rate. That produces a smaller, better-matched and cheaper system than sizing to annual consumption would.
Note the date. The 7.5 cents rate runs to March 31, 2029, which means it is set for a period rather than for the life of your panels. Ask SaskPower what happens after that date before you build a twenty-five year payback calculation on it.
Roughly 814 $ before a single panel goes up
Connecting to SaskPower's programme carries two upfront charges that are easy to leave out of a quote. There is a 315 $ interconnection study fee, and at least 498.75 $ for the bi-directional meter. Together that is over 800 $ before any equipment is installed, and the meter figure is a floor rather than a fixed price.
Ask whether those charges appear in the quote you are comparing, and whether the installer or you pays them. They are not large against a full system cost, but a quote that omits them is not comparable with one that includes them, and the difference is exactly the kind of thing that turns into an argument later.
The programme is open to new applicants for systems up to 100 kW, which is far above anything a house needs, so capacity is not a constraint. Apply to SaskPower directly, and treat the interconnection study as a step with its own timeline rather than a formality bundled into the installation date.
A flat rate, so a battery is about the gap rather than about peaks
The residential rate is flat rather than time-of-use, so no hour of the day is cheaper or dearer. Advice about running appliances overnight, which circulates widely and is written for time-of-use provinces, does not apply in Saskatchewan. What does apply is running them while the sun is up, because that converts generation into avoided purchases at 15.476 cents rather than exports at 7.5 cents.
That also gives a battery an honest framing. There is no peak-price arbitrage to capture on a flat rate, but there is a real gap between what you pay for a kilowatt hour and what an exported one earns. Storing your midday surplus for evening use captures that difference rather than selling it at the lower rate.
Whether that justifies the hardware is arithmetic on your own consumption shape, not a general answer. Ask for it to be worked on your own bill and your own daily usage pattern rather than on a generic case, and ask what assumption the model makes about the export rate after March 31, 2029.
A strong resource, and a town where most people own the roof
Natural Resources Canada puts Humboldt at about 1,321 kilowatt hours a year per kilowatt of installed capacity on a well oriented, unshaded array. That is a genuinely strong figure, and it means you reach any given annual production target with fewer panels than a weaker resource would require.
Read that as a reason to build a smaller system rather than a bigger one, especially given the export rate. A strong resource plus a low export credit points in the same direction: match the array to what you consume, and take the saving on capacity you do not need to install.
The ownership picture is simple here. 77 percent of Humboldt's 2,495 dwellings are single-detached houses, so most residents control their own roof, electrical service and panel outright. Low-rise apartments are 12.6 percent and typically renter-occupied, where the roof belongs to the building owner. Row houses at 3.8 percent and semi-detached at 3.6 percent share roof structure with a neighbour, and there are no high-rise dwellings at all, so shading from tall buildings is not a local factor.
Grants and financing
There is no provincial solar rebate in Saskatchewan to offset the system cost, so the case rests on the value of avoided purchases at 15.476 cents, plus exports at 7.5 cents, minus the 31.16 $ monthly basic charge that no array reduces, against the full installed cost plus the connection fees.
Federally, the Canada Greener Homes Loan, interest-free up to 40,000 $, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through participating provinces, which do not currently include Saskatchewan, for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar. Any payback figure you are shown should therefore be built from the four numbers above and nothing else. If a quote's arithmetic assumes exports earn retail value, it is overstating the return by more than half on every exported kilowatt hour.
