1,383 kWh per kW, and why that still argues for a smaller system
Natural Resources Canada puts Estevan at about 1,383 kilowatt hours a year per kilowatt of installed capacity on a well oriented, unshaded array. That is a high figure, reflecting southern Saskatchewan's combination of latitude, clear air and low humidity.
The instinct on seeing a number like that is to build more. The export rate argues the other way. SaskPower credits exported generation at 7.5 cents per kilowatt hour until March 31, 2029, while the residential rate is 15.476 cents. Anything you generate and do not consume as it is produced is therefore sold at under half its value to you.
Combine the two and the conclusion is specific: a strong resource means you reach your own consumption with fewer panels, and the low export credit means there is little reward for going past it. The result should be a smaller and cheaper system, not a bigger one. Ask your installer to model the share of production your household would use as it is generated, and to value the remainder at 7.5 cents.
Orientation and shading still decide whether you get near the published figure. A south-facing unshaded plane produces the most, east and west give up output, and a north plane rarely repays the hardware. Ask for a shading assessment across the whole year rather than the hour of the site visit.
A building permit in Estevan costs 7 $ per 1,000 $ of construction value with a minimum of 125 $, plus a 25 $ SAMA fee. Because it scales with value, the figure you declare is a number the city will ask for and one you should be able to support. Keep the itemised cost breakdown from your installer.
There is a second permit to ask about. A development permit application fee is 100 $ for a permitted use or 250 $ for a discretionary use. Which category a rooftop array falls into is exactly the question to put to the city, because the difference is not just the fee: a discretionary use implies a decision rather than a check, and decisions take longer and can attach conditions.
The city publishes no solar-specific process and no turnaround time. That is a gap in the public record rather than an exemption, so ask what a rooftop installation needs at your address, what the application must contain, and what processing time to expect. Do not accept a payment schedule that exposes a deposit to an approval date nobody has committed to.
What connecting actually costs, and what the bill looks like after
SaskPower's Net Metering Program is open to new applicants for systems up to 100 kW, far above anything a house needs. Connecting carries a 315 $ interconnection study fee and at least 498.75 $ for the bi-directional meter, so over 800 $ before any equipment goes up, and the meter figure is a floor rather than a fixed price. Check whether the quote you are comparing includes them.
The residential rate is flat, not time-of-use: a 31.16 $ basic monthly charge plus 15.476 cents per kilowatt hour. The basic charge is billed regardless of what your roof generates, so a bill will get much smaller but will not reach zero. Anyone projecting otherwise has left it out.
Because the rate is flat, there are no peak hours to shift consumption out of and nothing to gain from running appliances at night. Running them in daylight is what converts generation into avoided purchases at 15.476 cents instead of exports at 7.5 cents, which is the only timing lever that actually pays in Saskatchewan.
Who owns the roof in Estevan
65.9 percent of Estevan's 4,585 dwellings are single-detached houses, so about two thirds of residents control the roof, the electrical service and the panel outright and can go straight to quotes without anyone else agreeing.
Low-rise apartments are 20.2 percent of the stock and largely renter-occupied. There the roof belongs to the building owner, and the conversation is with them and turns on their economics rather than yours, since they own the roof and usually hold the account the generation would offset. Only 1 percent of dwellings are in high-rise buildings.
Semi-detached and row house units are each 3.4 percent, so shared-roof negotiation between two owners is a small minority case here. Where it applies, settle fixings, penetrations, maintenance access and future roof replacement in writing before a design exists.
Whatever the category, check the roof covering age before committing. Panels outlast most coverings, so a covering within a few years of replacement should be replaced first rather than paying later to remove and reinstall the array, and in a city where the permit fee scales with construction value that also keeps the two pieces of work priced separately.
Grants and financing
There is no provincial solar rebate in Saskatchewan, so nothing offsets the installed cost at the provincial level. The case is built from four numbers: avoided purchases at 15.476 cents, exports at 7.5 cents, the 31.16 $ monthly basic charge no array reduces, and the full system cost including the connection fees and the permit.
Federally, the Canada Greener Homes Loan, interest-free up to 40,000 $, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through participating provinces, which do not currently include Saskatchewan, for low- to median-income households, with solar PV federally eligible but each province setting its own technology list.
Canada has no federal investment tax credit for residential solar. The local resource is strong enough that the physics work well here, and the honest way to see that is a payback calculation built only on the numbers above, with exports valued at 7.5 cents rather than at retail.
