What a Minneapolis roof produces in a year
The planning figure here is about 1,257 kWh a year for every kW of panels installed. Treat that as modelled rather than measured: it is derived by applying a standard performance ratio to satellite irradiance data for the area, not published by an agency for this city, so it belongs in a first conversation rather than in a contract.
Winter is the part people misjudge. Output falls sharply in December and January because the days are short and the sun sits low, and snow sitting on a panel stops it producing until it slides or melts off. A steeper pitch sheds snow faster, and a low-slope roof holds it longer. An annual figure absorbs all of that: it is the yearly total that matters, not any single month.
On a specific house the levers are orientation, pitch, unshaded area and the condition of the roof itself. A south-facing plane produces the most across a full day, east and west planes shift output toward one end of it, and a north plane is rarely worth covering. Mature boulevard trees are the common complication in the older neighbourhoods, and a shading model that covers the low winter sun is more useful than a summer site photograph.
Xcel Energy, and the compensation you get to elect
The city's own energy franchise page names Xcel Energy as the electric utility for Minneapolis, with CenterPoint Energy supplying gas, under a negotiated Clean Energy Partnership. So your interconnection application and your net metering arrangement both run through Xcel.
Minnesota requires its electric utilities to offer net metering under Minn. Stat. 216B.164. Excess generation your panels send to the grid is credited as kilowatt-hour credits on your bill and carries forward month to month, resetting annually. For an investor-owned utility, residential eligibility runs up to 1,000 kW, which is far above anything a house needs. Utilities may not impose standby charges on qualifying systems of 100 kW or less without approval from the Public Utilities Commission.
There is also an election worth understanding. Under the statute, a qualifying facility under 40 kW interconnected to a public utility such as Xcel may elect compensation at the average retail utility energy rate for its net excess generation. The word doing the work is elect: this is a choice available to the customer, not a treatment applied to you. Ask your installer which option they have assumed in the quote, and ask what happens at the annual reset, because that single detail changes how large a system should be.
Permits: a construction permit and a published checklist
Minneapolis requires a construction permit for residential solar and publishes a dedicated permit applicant checklist for solar energy installations, alongside a Minnesota Department of Labor and Industry fact sheet on solar PV. Working from the city's own checklist is the fastest way to avoid a resubmission, and a contractor who does volume in the city will already be building submissions against it.
The city does not publish a specific review turnaround for solar. That is a gap worth naming rather than guessing at, and the way to handle it is to ask your contractor what they have seen recently on comparable jobs in Minneapolis, and to treat any promised date as an estimate rather than a commitment.
The permit and the Xcel interconnection are separate approvals on separate clocks. A project can hold a permit and still be waiting on the utility, or be cleared by the utility and waiting on inspection. When you ask for a status update, ask which of the two is outstanding.
Who controls the roof in Minneapolis
Of 209,080 housing units in the city, 40.2 percent are single-family detached homes. That is the group for whom this is a straightforward homeowner project: one roof, one owner, one electrical service, and the only approvals needed are the city permit and the utility interconnection.
A further 33.6 percent of units are in buildings of 20 or more units. Solar there is not a homeowner permit at all: it needs building-owner sign-off, or a co-op or condo board decision, and the array normally connects to a building account rather than to an individual apartment. If that is your situation, the productive first step is establishing who controls the roof, not collecting quotes.
Duplexes are 8.1 percent of the stock and are common on the older south and north side blocks. A duplex raises a metering question ahead of a solar question, because an array feeds one electrical service and offsets consumption on that service alone. Establish which meter it would connect to, and whose bill that meter belongs to, before paying for a design.
The tax treatment, including what changed
Minnesota exempts solar energy systems from state sales and use tax under Minn. Stat. 297A.67, Subd. 29, which removes the 6.875 percent state sales tax from qualifying solar equipment purchased and installed in the state. It applies to equipment in a qualifying solar energy system as defined in Minn. Stat. 216C.06, and your installer confirms which components qualify. Because it is applied at purchase rather than claimed later, it shows up directly in the quoted price.
Residential solar energy generating systems are also exempt from Minnesota property tax under Minn. Stat. 272.02, Subd. 24. Adding an array does not raise the assessed value of your home for property tax purposes, so your annual property tax bill is unchanged by the installation.
The federal picture has changed and older advice online has not caught up. The 30 percent federal residential credit under Section 25D applied through December 31, 2025 and is not available for a purchased home system placed in service after that date, so a 2026 purchase cannot claim it. If a quote shows a payback period built on that credit, the payback is wrong. Where a lease or a power purchase agreement is used instead, the provider may claim the business version of the credit and pass part of the value through in your rate, which is a question to put to the provider and a tax advisor rather than an assumption to carry.
