Two permits, one portal, and a three-day review
Bloomington requires both a building permit and an electrical permit for a residential PV system. Both are submitted through the online Permit Portal, and the submission needs a site plan, an electrical diagram and equipment specification sheets. The city states that permit review for PV systems takes less than three days, which gives you a concrete benchmark to hold the project against.
Inspections come in three parts: a rough-in electrical inspection, a final electrical inspection and a final building inspection. Knowing that in advance is worth something, because it tells you the job is not finished when the panels are on the roof, and it explains why a contractor schedules return visits.
One design rule is worth checking before a layout is drawn. A roof-mounted array that stands more than 15 feet above the roof needs a Conditional Use Permit, which is a separate process from a building permit. A typical residential array sits close to the roof plane and stays well under that height, but any proposal involving a raised tilt frame, particularly on a low-slope roof, should be checked against the rule before it goes to design.
What a Bloomington roof is expected to produce
The planning estimate for Bloomington is about 1,264 kWh a year for every kW of panels installed. That figure is derived rather than measured for this city: a standard performance ratio applied to satellite irradiance data for the area. It is the right basis for an early conversation and the wrong basis for a contract, which is what a site survey exists to settle.
The house-level variables are the usual ones. South-facing planes carry the most production across a full day, east and west planes move it to one end of the day, and shading sets the shape of everything. In a suburb with mature trees, ask specifically for a winter shading assessment, because the low sun reaches under a canopy that looks harmless at midsummer.
Take the roof covering into account too. Panels are warranted for decades, so if the roof is within a few years of replacement, doing the reroof first or doing both at once avoids paying twice to remove and reinstall the array.
Xcel Energy and what your exports earn
Bloomington's own city news confirms that Xcel Energy operates the electric distribution system serving the city, so Xcel is the party your installer files an interconnection application with, and the party whose tariff sets what your generation is worth when you are not using it.
Minnesota requires electric utilities to offer net metering under Minn. Stat. 216B.164. Excess generation is credited as kilowatt-hour credits that carry forward month to month and reset annually. Residential eligibility at an investor-owned utility runs to 1,000 kW, far above household scale, and utilities may not impose standby charges on qualifying systems of 100 kW or less without Public Utilities Commission approval.
The statute also gives you a choice. A qualifying facility under 40 kW interconnected to a public utility such as Xcel may elect compensation at the average retail utility energy rate for net excess generation, and the operative word is elect: it is an option available to the customer. Ask the installer which arrangement the quote is modelled on, and how the annual reset affects the size being proposed, since production beyond your yearly consumption is cleared rather than banked forever.
Houses, townhouses and apartment buildings
Bloomington has 39,261 housing units, and 52.7 percent are single-family detached homes. Those owners hold the roof outright and can run the process themselves: design, two permits through the portal, interconnection with Xcel, and three inspections.
Single-unit attached townhouse-style homes are 9.7 percent of the stock. A townhouse roof looks like a private roof and is not always treated as one, because the structure is shared and the roof plane may be governed collectively. Before commissioning a design, get a clear answer on who has authority over the roof surface on your specific property, in writing if it is not obvious.
Buildings of 20 or more units hold 27.7 percent of the housing stock, where a rooftop array needs building-owner sign-off and normally offsets a building account rather than an individual unit. For residents of those buildings the realistic route is a proposal to whoever governs the property rather than an individual installation.
What the state takes off, and what the federal credit no longer does
Minnesota exempts qualifying solar equipment from state sales and use tax under Minn. Stat. 297A.67, Subd. 29, taking the 6.875 percent state sales tax off equipment in a qualifying solar energy system as defined in Minn. Stat. 216C.06. Your installer confirms which components qualify. The exemption applies at purchase, so it should already be reflected in the price you are quoted.
Residential solar energy generating systems are exempt from Minnesota property tax under Minn. Stat. 272.02, Subd. 24. Adding an array does not increase the assessed value of your home for property tax purposes, so your annual property tax bill does not move because of the installation.
The federal residential credit is no longer part of the picture for buyers. The 30 percent credit under Section 25D applied through December 31, 2025 and does not apply to a purchased home system placed in service after that date, so a 2026 purchase cannot claim it and no payback calculation should assume it. If you are offered a lease or a power purchase agreement, the provider may claim the business version of the credit and pass part of the value through in your rate, which should be confirmed with the provider and a tax advisor rather than assumed.
