The planning number for Duluth is about 1,193 kWh a year for every kW installed. It is a derived estimate rather than a published municipal figure: a standard performance ratio applied to satellite irradiance data for the area. Use it to frame a conversation, and let a site survey produce the number a contract is based on.
Duluth's hillside geography matters here in a way it does not in a flat city. Lots run up from Lake Superior, so a house often has open sky in one direction and rising ground behind it. A roof facing down the slope can have a clear horizon; one facing into the hill can lose hours of low winter sun to the terrain and to whatever is growing on it. That is a survey question, not something you can settle from a satellite image.
Snow is the other seasonal factor. Panels stop producing while snow covers them and resume once it slides or melts, which a steeper pitch does faster than a shallow one. This is why an annual production figure is the useful one: it already contains the months that contribute almost nothing.
Minnesota Power, and how your exports are credited
Minnesota Power, a division of ALLETE, serves an electric territory of roughly 26,000 square miles across northeastern Minnesota, the region that includes Duluth. It is the utility your installer applies to for interconnection, and the utility whose tariff governs what your production is worth.
Minnesota requires electric utilities to offer net metering under Minn. Stat. 216B.164. Excess generation is credited as kilowatt-hour credits on your bill, carried forward month to month and reset annually, and utilities may not impose standby charges on qualifying systems of 100 kW or less without approval from the Public Utilities Commission. Residential eligibility at an investor-owned utility extends to 1,000 kW, which is not a practical limit for a house.
The detail that changes a design is the annual reset. Summer credits are what cover the short winter days, which is the point of the carry-forward, but production beyond your yearly consumption is cleared at the reset rather than banked indefinitely. Ask your installer to confirm the current Minnesota Power net metering tariff and credit rate for your address before the system size is fixed, rather than accepting a size derived from roof area.
SolarSense: a five-day application window in March
Minnesota Power's SolarSense program pays income-qualified residential customers, meaning households under 150 percent of area median income, an estimated $0.27 per kWh of expected solar output from the system being installed. The payment is capped at $5,000 or 60 percent of installed cost, whichever binds first.
The timing is the part to plan around, and the 2026 window has closed. Applications ran from March 1 to March 5, 2026, with awards decided by lottery where the program was oversubscribed. The program opens on March 1 of each program year and its annual budgets are approved through 2027, so a further window is expected, but Minnesota Power had not published 2027 dates at the time of writing. Confirm them with the utility rather than assuming the pattern holds.
Two things are still worth doing now rather than in February. Ask Minnesota Power whether funds remain for the current program year, because where applications in the initial window do not allocate everything available, remaining funds are offered on a first come, first served basis, and that is the one route in outside the window.
Otherwise, work backwards from March. Five days is not enough time to find a contractor, get a design and assemble an application, so have quotes and a system design in hand well before the window opens, and confirm the contractor has run a SolarSense application before. A lottery makes the incentive a possibility rather than a certainty, so a project whose economics only work with SolarSense money is one that depends on winning a draw. Establish whether you would still proceed without it.
Housing: mostly single-family, with two exceptions
Duluth has 39,978 housing units and 59.6 percent of them are single-family detached homes. For those owners a solar project involves the city, the utility and nobody else, which is the simplest version of this decision available anywhere in the state.
A further 15.5 percent of units sit in buildings of 20 or more units, where the roof belongs to the building. Those projects need building-owner sign-off and normally serve a building account rather than individual apartments, so they are a capital decision for whoever owns or governs the property rather than something a resident arranges.
Mobile homes are 2.3 percent of the stock, and they are a different structural question rather than a smaller version of the same one. Roof structure, roof area and the electrical service on a manufactured home all constrain what can be installed, and in many cases a ground-mounted array on the lot is the more realistic form if the lot and its owner allow it. That is a conversation to have with an installer early rather than after a roof design has been drawn.
Permits: what the city publishes, and what it does not
Duluth's Construction Services and Inspections division lists residential building permit categories on its licenses and permits page, but it does not publish a solar-specific process, turnaround time or fee. That is worth knowing in advance so you can ask rather than assume.
Put the questions to your contractor before scheduling work: which permit categories they will file under for your job, what the fees have been on comparable Duluth projects, and roughly how long recent reviews have taken. A contractor working regularly in the city will have concrete answers; one who does not should say so.
Keep in mind that the city approval and the Minnesota Power interconnection are separate processes running on separate timetables, so a project can be waiting on either. When you ask where a job stands, ask which of the two is outstanding rather than accepting a single completion date.
State exemptions, and the credit that ended
Minnesota exempts qualifying solar equipment from state sales and use tax under Minn. Stat. 297A.67, Subd. 29, removing the 6.875 percent state sales tax from equipment in a qualifying solar energy system as defined in Minn. Stat. 216C.06. Your installer confirms which components qualify, and the saving lands in the quoted price rather than in a later claim.
Residential solar energy generating systems are exempt from Minnesota property tax under Minn. Stat. 272.02, Subd. 24, so installing an array does not raise the assessed value of your home for property tax purposes or change your annual property tax bill.
The 30 percent federal residential credit under Section 25D applied through December 31, 2025 and is not available for a purchased home system placed in service after that date. A 2026 purchase does not get it, and any payback figure resting on it belongs to a previous year. Under a lease or a power purchase agreement, the provider may claim the business version of the credit and pass part of the value through in your rate, which is a question for the provider and a tax advisor.
