A flat rate, and what that means for a solar design
Manitoba Hydro's residential rate in The Pas is a flat energy charge of 9.970 cents per kWh. There are no time-of-use periods, no seasonal pricing and no consumption tiers, so a kilowatt hour bought at two in the afternoon costs exactly what one bought at two in the morning costs. That is genuinely useful for a homeowner evaluating solar, because it strips out the most confusing variable in a quote: you do not have to model when your production lands against when power is expensive.
A basic monthly charge of $9.84 sits alongside the energy charge, effective January 1, 2026 under Public Utilities Board Order 1/26. That is the standard residential figure, and a service rated above 200 amps carries a further $9.84 on top, so a larger residential service pays it twice. Worth checking your own panel rating rather than assuming.
The basic charge is not offset by generation. Manitoba Hydro's programme settles energy, so however much your array produces, the fixed charge stays on the bill. That is the first sanity check to run on any proposal for a house in The Pas: if the projected bill reaches zero, the model is wrong about the account structure, and whatever else it says deserves the same scrutiny.
Net billing, and why exported power is worth less
Manitoba Hydro does not run net metering. Its programme is net billing, which means exported electricity is bought from you at a stated excess energy price rather than banked as kilowatt hours you can draw back later at the same value. The current excess energy price is $0.07173 per kWh, in effect until March 31, 2027.
Set that against the 9.970 cents per kWh you pay for imported electricity and the design implication is clear. A kilowatt hour your household consumes as it is generated saves you the full retail energy charge. A kilowatt hour that leaves the property earns the lower export price. Both are worth having, but they are not equal, so the value of a system in The Pas depends on the share of its output the house actually uses, not just on the total it generates.
The export price also changes. It is reset each year, and since 2020 it has ranged from $0.02403 to $0.07173 per kWh. The current figure is at the top of that range. Any long-run projection that holds it constant for twenty-five years is making a favourable assumption, so ask an installer to show you the same numbers with the export price at the bottom of its recent range. If the project only works at the top of the range, that is worth knowing before signing rather than after.
The rebate that closed, and what is actually available
Manitoba Hydro's Solar Energy Program rebate closed in 2018. It is not available to a homeowner installing today, in The Pas or anywhere else in the province, and any quote that includes it is quoting a programme that cannot be applied for. That is worth stating plainly, because the programme name still circulates and it no longer buys anything.
What a homeowner applies for today is net billing itself: a signed Excess Energy Purchase Agreement with Manitoba Hydro, an Interconnection Request, and the installation of a bi-directional meter so that imports and exports are measured separately. Those are the mechanics of getting paid for surplus, and they are the steps that belong on an installer's schedule.
Beyond that, Efficiency Manitoba runs residential energy programmes whose contents change from year to year, so check what is currently open at the time you buy rather than relying on a description written earlier. The federal Clean Technology investment tax credit also appears in the record for Manitoba, but it is a business measure rather than a household one. The Income Tax Act restricts it to taxable Canadian corporations and certain trusts, so an individual homeowner cannot claim it, and a quote discounted on the strength of it is wrong.
Permits in The Pas, and what is not published
The Pas requires property owners to obtain a building permit before constructing any building or structure, administered by the Town's Building Inspector. Separate application forms cover structures, fences, landscaping, driveways and outdoor pools, so the town's process is organised by project type rather than by a single generic form.
Solar installations are not named as their own category, and the town publishes no fee schedule and no review turnaround time. That means two things you cannot look up: what a permit will cost, and how long it will take. Neither is a reason for alarm, but both are reasons to contact the Building Inspector early with the specifics of your installation rather than assuming a timeline when you schedule an installer.
Because the electrical side goes through Manitoba Hydro rather than the town, a project in The Pas runs on two tracks that do not talk to each other automatically. Agree with your installer, in writing, who submits the municipal enquiry and who handles the Interconnection Request and meter change. A step that each party assumed the other owned is an easy way for a small project to stall.
Who in The Pas can actually put panels up
The Pas has 2,150 dwellings, of which 55.1 percent are single-detached houses. Low-rise apartments account for 25.1 percent, semi-detached homes 7.2 percent and row housing 4.7 percent, and no high-rise buildings are reported in the community. So just over half of local households own the whole roof over their heads, and a quarter live in low-rise apartment buildings where the roof belongs to a building owner.
For that quarter, the first step is not a quote. It is establishing who owns the building and whether they have any interest in a rooftop installation, because an apartment roof is one asset serving many units and the economics for the owner are different from the economics for a resident. That conversation is worth having, and worth having early, but it is a different project from a house.
Where the roof is yours, the design questions in The Pas are the northern ones. Which planes face closest to south, what pitch they carry, and how the array handles snow, because a covered panel produces nothing and the covered season here is long. A steeper tilt sheds snow more readily and also suits the low sun angles of the shoulder months, so the tilt that maximises a modelled annual figure is not automatically the one that produces the most electricity on a real roof. Ask what your installer's model assumes about snow, because an annual number that quietly assumes clear glass all year will overstate what you get.
