Ask the Town before you buy anything
Niverville's permit guidance says a permit may be required for solar, and the Town advises emailing permits@whereyoubelong.ca before planning or buying equipment so staff can review structural engineering, placement and setbacks. Those three words are the useful part. Structural engineering means the Town wants to know the roof can carry the array and its wind and snow loading. Placement and setbacks mean where on the property and how close to a boundary matters, particularly for anything ground-mounted.
Permits are applied for online through the Town office. For context on what else is caught, routine work such as painting or replacing exterior finishes needs no permit, while basement work touching plumbing, electrical or walls does. The Town publishes no fee schedule and no review turnaround, so the cost and the timeline are both things to establish in that first email rather than assume.
The reason to make the email genuinely first, before a deposit, is that the review covers questions an installer's quote may not have answered. If the Town wants engineering on the roof structure, that is a report someone has to produce, and it is cheaper to discover that before equipment is on order than after. A short enquiry that costs you a week is the sensible price for removing that risk.
The Manitoba Hydro side: three steps, in order
Manitoba Hydro is the sole electricity distributor in Niverville, and getting paid for surplus generation takes three concrete things. A signed Excess Energy Purchase Agreement, which is the contract under which the utility buys your surplus. An Interconnection Request, which is the application to connect generating equipment to the distribution system. And a bi-directional meter, which physically measures imports and exports separately so the arithmetic can be done at all.
None of those are optional and none happen automatically because an installer finished the wiring. Establish who is responsible for each: many installers handle the submissions on a customer's behalf, but that has to be agreed rather than assumed. A completed array waiting on a meter change is not producing value for you, and that gap between the invoice date and the day the system starts earning is avoidable.
Run the town enquiry and the utility paperwork in parallel rather than in sequence. They involve different people, they answer different questions and neither depends on the other. Doing them one after the other, which is the default if nobody plans it, adds weeks to a project for no reason.
Net billing arithmetic for a Niverville house
Manitoba Hydro runs net billing rather than net metering, which means exported electricity is bought at a stated price rather than banked at the value of the electricity you buy. The current excess energy price is $0.07173 per kWh, in effect until March 31, 2027, against a residential energy charge of 9.970 cents per kWh. A kilowatt hour used in the house at the moment it is generated is therefore worth more to you than the same kilowatt hour exported.
That points to a design principle rather than a trick. Match the array to what the household actually uses during daylight hours, and where you have flexibility over timing, use it: dishwashers, laundry, water heating and vehicle charging shift the balance from the export column to the self-consumption column for free. An installer's proposal should split projected output into self-consumed and exported rather than showing one annual production number, because those two halves are worth different amounts.
The rate structure makes this easier than it sounds. Manitoba Hydro's residential energy charge is flat, with no time-of-use periods, seasons or tiers, so there is no peak pricing to work around and no penalty for shifting a load to the wrong hour. The only question is whether a kilowatt hour is used on site or sold, and the answer is worth roughly the difference between those two prices.
Sitting under all of it is a basic monthly charge of $9.84, effective January 1, 2026 under Public Utilities Board Order 1/26, with a further $9.84 added for a service rated above 200 amps. That charge does not move with generation, so a bill under a well-sized array shrinks but does not disappear.
Roofs in a growing town
Niverville has 1,970 dwellings, of which 68.8 percent are single-detached houses. Low-rise apartments account for 11.9 percent, row housing 11.7 percent, and semi-detached and duplex units together roughly 7.6 percent. No high-rise buildings are reported. The mix reflects the town's rapid recent growth as a Winnipeg-area bedroom community, where newer subdivisions combine single-family lots with townhouse rows and small apartment buildings.
That recency is an advantage for solar and worth naming. A newer roof has more service life left, which matters because panels typically outlast the shingles under them and removing an array to reroof is an avoidable cost. Newer construction also tends to have straightforward roof geometry and an electrical panel with capacity to spare, both of which reduce the surprises an installer finds on a site visit.
For the roughly one in five households in row housing or apartments, the constraint is ownership rather than engineering. A row house roof usually spans several units, so penetrations, load and future access are shared questions that need whoever holds the roof to agree. Establish who that is first, because it determines whether there is a project at all and it is independent of anything the Town or Manitoba Hydro will tell you.
There are no homeowners associations here in the American sense. The Town is governed under Manitoba's Planning Act, and the Niverville Zoning Bylaw is the guiding document for development and planning matters, administered by the Town's planning staff rather than a private association. So the approvals conversation is with the Town, and that is the same conversation the permits email starts.
Incentives, and one that is no longer available
Manitoba Hydro's Solar Energy Program rebate closed in 2018. A homeowner installing in Niverville today cannot apply for it, and a quote that shows it as a line item is quoting something that no longer exists. Net billing is what replaced it as the mechanism through which a rooftop system returns value.
Efficiency Manitoba runs residential energy programmes, and what is on offer changes from year to year, so verify what is currently open at the moment you buy rather than working from an older summary. Ask to see the programme page itself rather than accepting a figure written into a proposal.
The record for Manitoba also lists the federal Clean Technology investment tax credit, which is not available to individuals. The Income Tax Act confines it to taxable Canadian corporations and certain trusts, so it does nothing for a household project. It is framed as an investment tax credit rather than a household rebate, so confirm with a tax advisor whether it applies to your circumstances. And keep an eye on the export price itself: $0.07173 per kWh runs to March 31, 2027 and is reset annually, and it has ranged from $0.02403 to $0.07173 per kWh since 2020, so the current figure is at the top of its recent range.
