None of that makes the annual figure wrong, it just means the annual figure is the one to use, since the monthly numbers swing hard in both directions.
On a specific house the constraints are orientation, pitch, clear area after obstructions and shading through the year. Ask for a shading assessment that covers the low winter sun rather than a summer photograph, and ask for production modelled per roof plane rather than as one house total, so you can see which panels are actually earning.
Three approvals, about $150, and the word complete
Green Bay requires electrical, building and site-plan permit approval for a residential solar installation. The typical single-family permit cost is about $150, and the city targets completing review within 15 business days for a complete application.
That last word carries the schedule. A 15 business day target applies to an application that arrives with everything the city needs; an incomplete submission restarts the clock rather than running it slowly. So the question to ask a contractor is not how quickly the city moves, it is what goes into a complete package and who is responsible for assembling it.
Three approvals also means three chances for a project to stall on one missing item while the other two are finished. Ask which of the three is outstanding when you request a status update, rather than accepting a single completion date that hides where the delay actually sits.
Wisconsin Public Service and PSC 119
Wisconsin Public Service serves roughly 474,000 electric customers across northeastern and north-central Wisconsin, the region that includes Green Bay. Customer-owned solar interconnects under the statewide PSC 119 rules, and the utility directs residential customers to its own customer-owned generation guidance for the process.
On compensation, Wisconsin requires its investor-owned utilities to offer net metering under Public Service Commission rules, with excess energy credited against the power you draw at other times, typically at the retail rate. Each utility administers its own tariff under PSC oversight, so the schedule that applies to you is the WPS one specifically.
Ask your installer to confirm the current WPS net metering schedule for your rate class before the array size is fixed, and to size against twelve months of your own consumption rather than against available roof area. Because credits are applied against the power you draw at other times, matching your annual usage is the sensible target, and building well past it leaves less for those credits to work against.
A city where most roofs have one owner
Single-family detached homes are 58.3 percent of the 45,701 housing units in Green Bay, the largest share of any structure type in the city. For those households the process is contained: a design, three city approvals, a WPS interconnection, and inspections. Nobody else has to agree to it.
Buildings of 20 or more units account for 8.7 percent of the stock, a small segment by comparison with the house count. Solar there needs building-owner sign-off and normally offsets a building account rather than an individual apartment, so it is a decision for whoever owns the property.

Reward levels are updated periodically, which is why the current amount should be checked on the Focus on Energy website at the point you are quoted rather than taken from an older quote or article.
The federal residential credit is no longer available to purchasers. The 30 percent credit under Section 25D applied through December 31, 2025 and does not cover a purchased home system placed in service after that date, so a 2026 purchase cannot claim it. Any quote or online calculator that still shows it is out of date, and any payback figure resting on it overstates the case.
If you are offered a lease or a power purchase agreement rather than a purchase, the provider may claim the business version of the credit and pass part of the value through in the rate you pay. That is a question to put to the provider in writing, and to check with a tax advisor, rather than something to assume from the fact that a credit exists somewhere in the tax code.
