Victoriaville does not require a permit for solar collectors
Victoriaville has written a zoning standard for solar collectors specifically, rather than leaving them to a general clause about accessory equipment, and that standard requires no permit. For a homeowner that takes municipal approval out of the critical path entirely.
It also sets out the envelope you have to stay inside. On a roof, collectors may cover up to 100 percent of the roof area and may not rise more than 1.5 m above the roof surface. On a wall, the standard allows a rear wall. On the ground, an array may sit in a side or rear yard, occupy up to 10 percent of the yard area, must stand 1 m from lot lines and may not exceed 5 m in height.
Read the roof allowance carefully, because 100 percent of the roof area is a permission and not a recommendation. What the zoning standard permits and what the utility arrangement rewards are two different things, and the second one is stricter. More on that below.
No permit does not mean no rules and it certainly does not mean no inspection: the electrical work is still electrical work and has to be done properly by someone qualified to do it. What it means is that the municipal planning process is not standing between you and an installation date.
The one absolute prohibition: buildings on the heritage inventory
Quebec has no US-style homeowners associations, so no private body can object to your panels. Victoriaville's own zoning standard contains the objection instead, and for one category of building it is flat. Solar collectors are banned on the roof or on the wall of any building on the municipal inventory of heritage buildings. Not conditioned on visibility, not subject to a committee's judgement. Banned.
That makes checking the inventory the first thing to do, ahead of quotes, roof assessments and everything else. It is a short enquiry with a binary answer, and the answer determines whether a roof-mounted or wall-mounted project exists at all. A homeowner who discovers this after signing has bought a design they cannot install.
One thing worth asking the city directly: the prohibition as written names the roof and the wall. Whether a ground-mounted array in a side or rear yard remains available to a listed building is a question for the city rather than something to assume in either direction, and it is worth asking, because the ground-mount allowance in the same standard is otherwise generous.
What the roof produces and why filling it is the wrong instinct
Natural Resources Canada puts Victoriaville's photovoltaic potential at 1,157 kilowatt hours a year for each kilowatt of installed capacity at optimal tilt on an unshaded array. Shading, orientation and pitch move a real roof off that number, and a north-facing slope is not worth covering whatever the zoning allows.
The zoning standard's permission to cover the entire roof creates a temptation that the utility arrangement punishes. Hydro-Québec credits your exports one for one in kilowatt hours into a surplus bank, and that bank is reset to zero every 24 months, on 31 March of each even year. A balance still standing at the reset is settled at Hydro-Québec's average cost of supply, well below the retail price you pay to buy the same kilowatt hour back, and the arrangement cannot produce a negative bill.
So the sizing rule is set by your bills, not by your roof. Total the kilowatt hours your household consumes in a year, work out the capacity needed to generate roughly that much at the local yield, and build that. Panels beyond that point generate electricity you will bank and then lose, which is the one way to spend real money on a system and get nothing back for it.
Who owns the roof in Victoriaville
Victoriaville has 21,865 dwellings. 47.1 percent are single-detached and 10.9 percent are semi-detached, so a substantial share of the city is ground-oriented housing where the roof belongs to one household or to two adjoining ones.
35 percent of dwellings are low-rise apartment units, where the roof is common property or the landlord's and any array becomes a building decision with a question attached about which meter it serves. The city has no high-rise stock at all, which reflects its amalgamation with the formerly separate town of Arthabaska and means the multi-unit stock here is low buildings with accessible roofs rather than towers.
If you are the semi-detached case, settle the roof conversation with your neighbour before quoting. Panel placement, roof penetrations and the eventual re-roofing all land on a shared plane, and it is much easier to agree on those in advance than to renegotiate a signed design.
Hydro-Québec, your bill and what a solar kilowatt hour is worth
Hydro-Québec distributes electricity in Victoriaville. Its residential rate stands at 7.065 cents per kilowatt hour as of April 2026, and it is not a time-of-use rate. There are no peak periods here and no off-peak periods, so none of the usual advice about shifting consumption to cheaper hours applies, and there is no rate-based reason to add a battery. A solar kilowatt hour is worth exactly the electricity it saves you buying.
Self-generation under Hydro-Québec's arrangement is capped at 1,000 kilowatts, which no residential project approaches, so the cap is not something to design around. What is worth designing around is the surplus bank and its reset, because that is the mechanism that decides whether a larger array earns anything.
The city's own solar page notes that Hydro-Québec's programme can cover up to 40 percent of purchase and installation cost. That is the grant described in the next section, and it is worth confirming the current terms directly rather than relying on any summary, including this one.
Grants and financing
Hydro-Québec's LogisVert solar grant pays $1,000 for each kilowatt of installed capacity, capped at 40 percent of eligible project costs, which Hydro-Québec describes as typically $5,000 to $6,000 on a residential system. Hydro-Québec projects that the grant pulls a typical residential payback down from 25 to 30 years to roughly 10 to 12. That is its modelling of a typical case, not a calculation for your house.
The conditions are dates rather than assessments. The installation has to be completed on or after 30 June 2025, and the application must be filed through the LogisVert portal within 9 months of the installation date. Because Victoriaville requires no permit, projects here can move quickly, which makes it easier to forget that the application clock starts the moment the system is installed.
Federal support is thinner than it once was. The interest-free Canada Greener Homes Loan of up to $40,000 shut to new applicants on 2 October 2025 and now pays out only loans approved earlier. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners to low and median income households, with solar eligible federally while each province sets its own technology list. There is no federal tax credit for residential solar in Canada.
