Heritage review in Bourlamaque and beyond
The Village-minier-de-Bourlamaque is classified as a heritage site by Quebec under designation 2008-29, and the protections attached to it go well past a plaque. It has its own zoning sub-plan, a colour charter and design-plan annexes, which together govern how buildings there may look. Exterior work inside that perimeter goes through architectural review, and that review is about appearance as much as construction, so it can determine which roof planes are usable and what mounting hardware is acceptable rather than simply how long approval takes.
The designation is not the only trigger. Val-d'Or also cites individual heritage buildings under its own bylaw, which means a property well outside Bourlamaque can carry the same additional review step. Because that status attaches to specific addresses, the only reliable way to know is to ask. Do it before a designer settles on a layout, not after, because a review that pushes an array from a street-facing slope to a rear slope changes production and therefore changes the whole business case.
If your address is caught by either designation, budget time for the review and ask the Urbanisme department what the submission needs: elevations, colours, hardware finishes, and how visible the installation will be from the public street. Those are the terms in which an architectural review is decided, and a submission prepared in those terms is far more likely to be approved without a second round.
Permits: what Val-d'Or publishes and what it does not
Val-d'Or publishes detailed permit information sheets for the projects homeowners most often take on: garages, sheds, pools, decks and fences. Rooftop solar is not among them. That gap is a genuine finding rather than an oversight on this page, and it means you cannot look up the requirement and must instead confirm it with the Urbanisme department for your address and your mounting method.
Treat the absence of a published sheet as neutral, not permissive. In Quebec, exterior work on a building normally requires either a permit or a certificate of authorization from the municipality, and the fact that the city has not written a solar-specific sheet says nothing about whether one is needed. Ask directly: does a roof-mounted array require a permit or a certificate, what documents does the file need, and is my address subject to heritage or architectural review.
Note the answer with the name of the person and the date. If an installer tells you that Val-d'Or does not require anything for solar, ask them to show you where the city says so. On a question the city has not published, an installer's confidence is not evidence.
Hydro-Quebec, Tarif D and the two-year credit reset
Val-d'Or is served by Hydro-Quebec. Residential billing is on the two-tier Tarif D: a lower per-kWh price for roughly the first 40 kWh per day equivalent of the billing period and a higher price above that, and it is not time-of-use pricing. The first-block price is 7.065 cents per kWh, effective 1 April 2026. Because there are no peak hours, nothing about when your array produces changes what its output is worth, which removes a variable from the analysis entirely.
To enrol, a licensed electrician who is a member of the Corporation des maitres electriciens du Quebec submits the interconnection request for the option d'autoproduction on your behalf. Hydro-Quebec can place an application on hold where the local circuit already carries heavy self-generation uptake, so the request should go in before equipment is ordered rather than after the panels are on the roof.
Once enrolled, surplus is banked in kilowatt-hours and offsets later consumption one for one, which is what carries summer production into winter bills. The bank is zeroed every 24 months, on 31 March of each even year, and any balance remaining is settled at a rate well below the retail price. That single rule is the reason to size an array to your household's own annual consumption. Capacity is not the constraint: the ceiling on the option went from 50 kW to 1 MW in 2026, far beyond household scale.
Choosing a roof plane when appearance is regulated
On an unregulated property the roof choice is simple physics: the unshaded slope facing closest to south produces the most, east and west slopes give up a share of that, and a north slope is rarely worth the hardware. Shading from trees or neighbouring structures costs more than orientation does, because it removes production in the middle of the day.
Where architectural review applies, that physics collides with visibility. Reviews of this kind commonly turn on how a change reads from the public street, which in practice pushes equipment toward the rear or the least visible plane. If the best-producing slope on your house is also the most visible one, you have a real decision to make, and you should make it with a production estimate for each option in front of you rather than accepting the first layout an installer proposes.
Val-d'Or's residential areas extend well beyond the central sector, through the east sector, Dubuisson, Sullivan and the Lac Blouin sector, as well as the Village minier de Bourlamaque itself. Tree cover varies from address to address, so a shading assessment made on site across the year is worth more than any assumption based on the neighbourhood. Ask for the production estimate to be shown per roof plane, so the trade-off between visibility and output is explicit.
Grants and financing for a Val-d'Or project
Hydro-Quebec's LogisVert residential solar grant pays $1,000 per kW of installed capacity, capped at 40 percent of eligible project costs, which typically comes to roughly $5,000 to $6,000 on a residential system. The installation must be completed on or after June 30, 2025, and the claim goes through the LogisVert portal within 9 months of the installation date. Hydro-Quebec projects that the grant brings a typical residential payback from 25 to 30 years down to roughly 10 to 12 years.
The grant pays per kilowatt installed, which is worth holding in mind alongside the heritage question above. If architectural review moves your array to a less productive roof plane or reduces its size, both the grant and the production fall together, so establish the review outcome before you commit to a system size rather than designing twice.
Federally, the Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025 and delivers no-cost retrofits through provincial partners for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar.
