The city publishes no solar rule, so ask for one in writing
Trois-Rivieres regulates land use through the 2021, c. 126 normative urbanism framework, whose annexes cover zoning plans, specification grids, architectural components, ecological areas and flood zones. Nothing in the published annexes addresses solar collectors specifically. That is a real finding about the public record, and it is more useful to you than an invented rule would be.
It does not mean no permit is required. In Quebec, exterior work on a building normally goes through the municipal planning department, and a city that has not written solar-specific guidance has not thereby exempted solar. What it means is that the answer for your address exists at the counter rather than in a document you can read first.
So call 311 or write to 311@v3r.net before equipment is ordered, and ask four things: whether a permit or certificate of authorisation is required for a rooftop installation, what the application must contain, whether your address falls under an architectural integration or heritage requirement, and what processing time to expect. Record who answered and when, and get it by email if you can.
Those same four questions are a fair test of an installer. Someone who has worked in Trois-Rivieres should be able to say what the city asked for last time and show you the paperwork. Someone who states confidently that nothing is needed, but cannot point to where the city says so, is guessing with your money. Do not accept a payment schedule that puts a deposit at risk against an approval date nobody has promised.
The distributor side, where the rules are clear
Hydro-Quebec distributes electricity in Trois-Rivieres, and unlike the municipal side, this process is well defined. Adding solar means enrolling in the option d'autoproduction, and you do not file it yourself: a licensed CMEQ electrician submits the installation request, and Hydro-Quebec evaluates whether the local network can accept your generation before granting conditional acceptance. Approval is tied to your circuit rather than to the province in general, so it is a genuine gate rather than a formality.
Ask which electrician will sign the request and whether they are on the installer's staff or subcontracted. On a project whose municipal timeline is uncertain, the one approval you can actually track is worth knowing the owner of. Draw both approvals on a single timeline before anything is ordered.
Residential billing is Tarif D, a two-tier block rate rather than a time-of-use rate. No hour of the day is cheaper or dearer, so there is nothing to gain from shifting when you run appliances, and any advice built on peak-hour avoidance does not apply here. What solar does is remove consumption from the top of your usage, which is the part billed at the higher tier price.
Output, and the 24 month reset that decides system size
Natural Resources Canada puts Trois-Rivieres at about 1,175 kilowatt hours a year per kilowatt of installed capacity on a well oriented, unshaded array. That is a ceiling for your address rather than a forecast. A slope facing generally south produces the most, east and west slopes produce usefully but give up output, and a north slope rarely repays the hardware.
Shading is the costliest variable because it removes production in the middle of the day, when the array would otherwise be strongest. Ask for an assessment that considers the whole year rather than the hour of the site visit, since a bare tree in April is a full canopy by July. Check the roof covering at the same time: panels outlast most coverings, so one within a few years of replacement should be replaced first rather than paying later to remove and reinstall the array.
The rule that should actually set your system size is the credit reset. Surplus banks in kilowatt hours and offsets later consumption at parity, which carries a July surplus into a January deficit, but the bank resets every 24 months and any balance left at that point is settled well below the retail price you pay to buy electricity back. Capacity is not the constraint, since the option is capped at 1,000 kW, far above any house. Size to twelve months of your own kilowatt hour totals, not to the roof area available.
Grants and financing
Hydro-Quebec's LogisVert residential solar grant pays 1,000 $ per kW of installed capacity and covers up to 40 percent of eligible project costs, typically landing around 5,000 $ to 6,000 $ on a residential system. Installations must be completed on or after June 30, 2025, and the claim is filed through the LogisVert portal within 9 months of the installation date. Hydro-Quebec projects that this brings a typical residential payback from 25 to 30 years down to roughly 10 to 12 years.
Treat the claim as a deliverable with a named owner. Decide in the contract whether you or the installer files it, keep the itemised cost breakdown, and set your own reminder against the 9 month window measured from the installation date, because it cannot be reopened once it closes.
Federally the options have narrowed. The Canada Greener Homes Loan, interest-free up to 40,000 $, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar.
