The order to do a Shawinigan install in
There are two approval tracks on any solar project here and they do not run at the same speed. On the municipal side, Shawinigan's own guidance puts a simple project that already meets the regulations at about one week once the application is complete, which is the tier a straightforward roof-mounted array would normally fall into. A file needing deeper analysis, or one on a property in a constraint or architectural-review zone where the work itself is not subject to architectural approval, runs 2 to 4 weeks. An unusual project needing special authorization runs 3 to 9 months. Only minor maintenance, painting, sealing cracks and minor material replacement, is exempt from a permit or a declaration of work altogether, so an array is not exempt.
On the utility side, the connection request has to be submitted by a licensed electrician who is a member of the Corporation des maîtres électriciens du Québec. Hydro-Québec then issues a conditional authorization, and only later a final authorization, and the system may not be energized until the final one is issued. That second step is the one people forget: panels fastened to a roof are not a working system, and the gap between mechanical completion and permission to operate is real.
The sensible sequence is therefore to establish which municipal tier your project falls into first, because that determines whether you are working to a week or to months, then to have the CMEQ electrician file the connection request in parallel rather than after the fact. Ask your installer to name both approvals as milestones in the contract, and to say who is responsible for chasing each one.
What an architectural-review sector adds to the timeline
Shawinigan has no US-style homeowners' association. Its added constraint is architectural: a property inside a plan d'implantation et d'intégration architecturale sector faces integration review. The city's own processing-time guidance separates two cases, and the difference between them is large. A property in a PIIA sector whose specific work is not itself subject to PIIA approval sits in the 2 to 4 week tier. Work that is itself subject to PIIA approval runs to about three months.
For a solar project that is the difference between fitting an install into a single season and pushing it into the next one. It is also the stage at which panel placement can genuinely change, since integration review is about how the work reads against its surroundings. The right time to ask whether your address sits in a PIIA sector, and whether your specific work would be subject to approval, is before a layout has been designed and priced, not after.
The credit bank and why it caps sensible system size
Under Hydro-Québec's option de mesurage net, surplus production is banked as a kilowatt-hour credit rather than a dollar amount and offsets later consumption one for one. That parity is the whole value of the arrangement: a July surplus comes back as January consumption at the same rate you would have paid for it. The bank is emptied every 24 months, on 31 March of an even year, and whatever positive balance remains is paid out at a wholesale price well below the retail rate.
So the bank works well as a seasonal store and badly as a permanent one, and that is what caps a sensible system size. An array matched to your own annual consumption fills the bank over the summer and empties it over the winter, arriving at the reset with little left, which is the outcome you want. An array well past your consumption leaves a standing balance that the reset clears cheaply. Hydro-Québec raised the capacity ceiling for the option from 50 kW to 1 MW in 2026, so nothing regulatory stops a larger build. Your own consumption should.
Tarif D itself is a two-tier block rate, with a lower price for roughly the first 40 kWh of a day and a higher price above that. It is not time-of-use, so no hour is worth more than another and there is nothing to shift consumption into. Natural Resources Canada's dataset puts Shawinigan at 1,175 kWh a year per kW of installed capacity on an unobstructed installation, which is the figure to check a proposed size against alongside twelve months of your own bills.
Roofs, duplexes and who makes the decision
Single-detached houses account for 49.9 percent of Shawinigan's dwellings, just under half the stock, and those owners decide alone. Low-rise apartment buildings under five storeys hold 35.2 percent, where the roof is common property and the syndicate of co-owners makes the decision. High-rise apartments are essentially absent at 0.1 percent, so tower governance is not a live issue in this city.
Duplexes are 9.7 percent of dwellings, with semi-detached homes at 2.8 percent and row houses at 0.9 percent. On a duplex, the array's load is carried through structure shared with another dwelling and any roof penetration is detailed across an assembly that continues past the party wall, so the ownership and structural questions need settling before equipment is chosen rather than during installation.
For any building type, three things drive both the quote and the production: the orientation and shading of the usable roof planes, the remaining service life of the covering, and whether the electrical service has headroom for the array. Replacing a covering near the end of its life before an array goes on costs less than removing and reinstalling panels to re-roof a few years later, and in a city where a straightforward permit is measured in about a week, sequencing that correctly is easier than it is in slower municipalities.
Storage, and which permit tier it lands you in
If a battery is part of the plan, ask the city about it at the same time as the array. Shawinigan's tiers turn on how much analysis a file needs, and a project that would otherwise be a simple, compliant application at about a week may look different with a larger electrical scope attached. Filing once with the whole project described is better than filing for panels, then coming back for storage and discovering the second application sits in the 2 to 4 week tier.
On whether to include one, Quebec's rules are the deciding factor. Tarif D has no time-of-use periods, so there is no hourly price difference for a battery to arbitrage. Hydro-Québec's net metering bank already credits surplus in kilowatt-hours and returns it one for one, so exporting on a summer afternoon and drawing the credit back in winter does what storage would do. On the energy side the grid is already your battery, at parity.
What remains is backup, and one narrow energy case. Backup keeps selected circuits running through an outage, and its value is a function of how often your address loses supply, not of a payback model. The energy case applies only to a system producing more over a year than the household consumes, where storing surplus beats leaving it in a bank that is emptied every 24 months. Size to your own consumption and that case does not arise.
Grants and financing available in Quebec
Hydro-Québec's LogisVert grant pays $1,000 per kW of installed capacity, capped at 40 percent of eligible project costs, and typically lands at $5,000 to $6,000 on a residential system. Eligible installations must be completed on or after June 30, 2025, and the claim is filed through the LogisVert portal within 9 months of the installation date. Because the claim follows the work, the failure mode is administrative: agree in writing who files it, and keep the invoices the portal will ask for.
The federal layer is thinner than it once was. The Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, with only previously approved loans still funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar.
