Conditional acceptance, then final authorization
Saint-Lazare has no municipal utility of its own, so Hydro-Quebec supplies the power and runs the self-generation programme. To add solar you apply for the option d'autoproduction, and the application is filed by a licensed electrician rather than by you. That electrician files for conditional acceptance first, and then, after inspection, for final authorization.
Those are two separate gates and the distinction matters to your schedule. Panels fastened to a roof are not a working system: the array cannot be energized until final authorization is in hand, and that comes after an inspection. So there is a real gap between the day the crew leaves and the day the meter starts counting your production, and it is a gap that belongs in the contract rather than in a surprise phone call.
Ask for both authorizations to be named as milestones in the agreement, and ask who is responsible for chasing Hydro-Quebec if the file stalls between them. Ask, too, which electrician will sign the application and whether they are on the installer's staff or subcontracted. If your project is scheduled around a season or a move-in date, the inspection is the item most likely to move it.
Tarif D, the credit bank and how to size a system
Residential billing in Saint-Lazare runs on Tarif D, a two-tier rate with a lower price for the first 40 kWh per day and a higher price beyond that. The first-block price is 7.065 cents per kWh, effective 1 April 2026. It is not time-of-use billing, so there are no peak hours, no off-peak discount and nothing to be gained from running appliances at particular times. What matters is total consumption in the period and which block it lands in, and because solar removes consumption from the top down, the kilowatt-hours it displaces are usually those charged at the upper block price.
Surplus production is banked as a kilowatt-hour credit and offsets later consumption one for one, which is how a summer surplus reaches a winter bill at full energy value. The bank does not accumulate forever: it is zeroed every 24 months, on 31 March of each even year, and any positive balance at that moment is settled at a rate well below what you pay to buy the same electricity back.
That single rule should govern how big a system you buy. On a single-detached house the roof will often accommodate far more capacity than the household consumes, and capacity limits will not stop you, since the ceiling on the option was raised from 50 kW to 1 MW in 2026. The discipline has to come from your own consumption. Pull twelve months of bills and size against the kilowatt-hour totals, not against the roof area an installer measures.
The permit rule is broad, and there is no published timeline
Saint-Lazare's permits page is unambiguous about scope: it is mandatory to obtain a permit or an authorization certificate before any renovation, construction, demolition or cadastral operation. There is no solar-specific exemption in that statement and no reason to think a roof-mounted array sits outside it, so plan on applying. The useful call to the town is not whether you need something, it is which of the two instruments applies and what the file has to contain.
The town does not publish a solar-specific process or a turnaround time. That means you cannot schedule around an approval date, and it means an incomplete file is entirely your problem. Ask what documents are required, whether a structural or electrical detail is expected, and whether your address carries any additional review. Note the answers with the date and the name of the person you spoke to.
Two contractual protections follow. Do not accept a payment schedule that puts money at risk against a permit date the town has never promised, and get a written commitment on who prepares and submits the application. An installer who has worked in Saint-Lazare should be able to describe the town's requirements from experience rather than guessing at them.
A town of houses, and what that means for your project
Saint-Lazare is strongly single-family: 90.4 percent of its 7,750 dwellings are single-detached houses. In practical terms, if you live here you almost certainly own your roof outright, with no landlord to persuade, no syndicate of co-owners to convince and no declaration of co-ownership to work around. That removes the constraint that dominates solar projects in denser parts of the province, and it moves the whole decision onto physical and municipal ground.
The remaining stock is small. Low-rise apartments are just 4.6 percent of dwellings and high-rise apartments are essentially absent. Row houses and duplexes combined account for under 3.5 percent, and those are the only cases here where a shared roof plane makes an installation a conversation with a neighbour about fixings, penetrations and future access.
So the questions that decide a Saint-Lazare project are the physical ones. Which slope faces closest to south and is it unshaded across the year, not just on the afternoon of the site visit. How much tree cover is there, since mature trees are a common cause of a system that underperforms its estimate. And how old is the roof covering, because panels outlast most coverings and replacing one under an existing array means paying to remove and reinstall the array, plus a second trip through the town's permit process.
Storage, grants and financing
On storage, the economics here are structural rather than a matter of shopping around. Tarif D has no cheap and expensive hours, so there is no arbitrage for a battery to capture, and because net metering returns exported energy one for one, the grid already stores your surplus at parity without a capital cost. The real reason to buy a battery is backup, and it should be priced as resilience: a grid-tied array without storage shuts down during an outage, because it must not backfeed lines that crews may be working on. Whether it is worth real money to you depends on how often your address loses supply and for how long, and that is a separate decision from the array.
Hydro-Quebec's LogisVert residential solar grant pays $1,000 per kW of installed capacity, capped at 40 percent of eligible project costs, typically around $5,000 to $6,000 on a residential system. The installation must be completed on or after June 30, 2025, and the claim is filed through the LogisVert portal within 9 months of the installation date. Hydro-Quebec projects the grant brings a typical residential payback from 25 to 30 years down to roughly 10 to 12 years. Because it is claimed afterwards, decide in the contract who files it and diarise the deadline from the installation date.
Federally, the Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, with only previously approved loans still funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners for low- to median-income households; solar PV is federally eligible but each province sets its own technology list. Canada has no federal investment tax credit for residential solar.
