Vieux Saint-Eustache and the heritage review
Quebec has no US-style homeowners associations, so there is no private board that can veto your panels. What Saint-Eustache has instead is a public review, and it applies to a defined part of the city. If your home sits in the Vieux Saint-Eustache sector, or is a classified or cited heritage building anywhere in the municipality, exterior work including roof and wall changes must go before the Comité consultatif d'urbanisme and municipal council before a permit is granted.
That is a real step with a calendar attached. A committee and a council both meet on schedules, so an application that misses a sitting waits for the next one. If you are inside the sector, the first call is to the city rather than to an installer, and the question worth asking is what the committee expects to see for a rooftop installation: drawings, how visible the array is from the street, panel colour and finish, and how the whole thing reads from the public right of way.
If your home is outside the sector and is neither classified nor cited, none of this applies and the process is the ordinary one. Establishing which side of that line you are on takes a single enquiry, and it can change a project timeline by months.
Permits, and why the roof comes first
Saint-Eustache requires no permit to replace an exterior roof covering, or to swap doors and windows at the same dimensions, subject again to the Vieux Saint-Eustache and heritage exception. A general renovation permit costs $118.
Do not read the roofing exemption as covering solar itself. It is about the covering, and mounting an array is a different kind of work, so ask the city directly what a solar installation requires rather than assuming in either direction. What the exemption does tell you is that re-roofing in this city is administratively cheap and quick, and that has a consequence for sequencing.
Panels are a multi-decade item and a roof covering is not. If your shingles have fewer years left in them than the array does, then at some point in the middle of the system's life you will pay to remove the panels, re-roof, and remount them, which is a cost that buys you nothing. Get an honest read on the roof's remaining life before anything is fixed to it, and if it is marginal, replace it first, while doing so needs no permit and no committee.
What a Saint-Eustache roof produces, and who decides about it
Natural Resources Canada puts Saint-Eustache's photovoltaic potential at 1,195 kilowatt hours a year for each kilowatt of installed capacity at optimal tilt. That assumes an unshaded array at a sensible angle. Shading from mature trees or a neighbouring building, a shallow pitch, or an east or west aspect all pull the real number down, and a north-facing slope is not worth covering.
Of the city's 18,955 dwellings, 53.4 percent are single-detached, so a majority of households own their roof outright and can proceed without anyone else's agreement. 7.4 percent are semi-detached and 3.6 percent are duplexes, where a roof plane or a whole building is shared, and panel placement, roof penetrations and future roof work all become joint decisions.
32.7 percent of dwellings are low-rise apartment units. There the roof is common property or the landlord's, and a rooftop array is a building project rather than a household one, with a second question attached about which meter it would feed. Roughly a third of the city therefore cannot decide about a roof alone, which is worth establishing before spending time collecting quotes.
Hydro-Québec, your credits, and the size that makes sense
Hydro-Québec distributes electricity in Saint-Eustache. Its residential rate stands at 7.065 cents per kilowatt hour as of April 2026, and it is not a time-of-use rate: there are no peak periods, no off-peak periods, and no benefit in shifting laundry or dishwashing around the clock. The value of a solar kilowatt hour here is simply the electricity you no longer buy.
Exports are credited one for one in kilowatt hours into a surplus bank, and that bank is deducted from later consumption, which is how a strong June covers a weak December. Self-generation is capped at 1,000 kilowatts, so the ceiling is nowhere near anything a house would install.
The rule that should actually govern your system size is the reset. Every 24 months, on 31 March of each even year, the bank is emptied. A positive balance standing at that moment is settled at Hydro-Québec's average cost of supply, which is well below the retail price you pay to buy a kilowatt hour back, and the arrangement cannot leave you with a negative bill. So generate what you will use. Roof area dedicated to surplus you never consume accumulates a balance that expires rather than an income, and a smaller array matched to your consumption is working at full value while a larger one is not.
Grants and financing
The main subsidy is Hydro-Québec's LogisVert solar grant. It pays $1,000 for each kilowatt of capacity installed and is capped at 40 percent of eligible project costs, which Hydro-Québec describes as typically landing at $5,000 to $6,000 on a residential system. Hydro-Québec's own projection is that this moves a typical residential payback from 25 to 30 years down to roughly 10 to 12; read that as its modelling of a typical case, not a forecast for your house.
Two dates control eligibility. Installation has to be finished on or after 30 June 2025, and the LogisVert portal has to receive your application within 9 months of that installation date. The clock starts on installation day, not on the day you remember the paperwork, so put it in the project schedule alongside the inspection.
Federally there is less than there used to be. The Canada Greener Homes Loan, interest free up to $40,000, stopped taking new applications on 2 October 2025 and now funds only loans already approved. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners to low and median income households, with solar eligible at the federal level but each province setting its own technology list. Nothing at the federal level works like a residential solar tax credit.
