Three bylaws your solar project has to satisfy
The first is procedural. Most construction and renovation work in Saint-Constant needs a permit from the Service de l'urbanisme, issued under the permits and certificates bylaw, Reglement 1789-22. That is the application you file and the document you end up holding, and the useful question to ask is which category the department puts a roof-mounted array in and what the file has to contain.
The second is zoning. Projects are screened against zoning bylaw 1528-17, which is where any restriction on equipment placement, height or appearance would live. This is the one most likely to affect a design rather than a schedule, so ask the department to identify the provisions that apply in your zone before a layout is drawn.
The third applies only to some addresses. In designated areas, the PIIA architectural-integration bylaw 1532-17 adds a review of how the project fits its surroundings. Whether your property is inside such an area is a question only the city can answer, and it is worth answering early: architectural review can move an array to a different roof plane, and a different roof plane means different production. Ask all three questions in one call, and note the answers with the date.
The city publishes no permit turnaround time. Plan accordingly: avoid contracts whose deposits depend on an approval date nobody has promised, submit a complete file, and agree in writing who follows up if the application goes quiet.
Hydro-Quebec net metering and the two-year reset
Saint-Constant is served by Hydro-Quebec, and self-generation runs through the option d'autoproduction. You do not file for it yourself: a licensed electrician who is a member of the Corporation des maitres electriciens du Quebec submits the interconnection request on your behalf. Ask each installer which CMEQ member will sign that file and whether they are on staff or subcontracted, because they sit on the critical path of your project.
Hydro-Quebec can place an application on hold where the local circuit already carries heavy uptake from other self-generators. That is a network condition rather than a judgement about your house, and it cannot be promised around. Get the request filed before equipment is ordered, and settle in writing what happens to your deposit and your schedule if the file is held.
Once enrolled, exported energy is banked as a kilowatt-hour credit and deducted from later consumption one for one, which is how a summer surplus reaches a winter bill at full energy value. The bank is zeroed every 24 months, on 31 March of each even year, and a balance sitting in it at that point is settled at a rate well below what you pay to buy electricity back. That is the fact that should set your system size. Capacity limits are irrelevant at household scale, since the ceiling rose from 50 kW to 1 MW in 2026; your own consumption is the real ceiling, so size against twelve months of your own kilowatt-hour totals.
Tarif D, and which kilowatt-hours solar actually removes
Residential billing runs on Tarif D, a two-tier block rate: a lower per-kWh price for roughly the first 40 kWh per day equivalent of the billing period, and a higher price above that. The first block is 7.065 cents per kWh, effective 1 April 2026. It is not a time-of-use rate, so there are no peak or off-peak hours and nothing is gained by shifting when you run appliances.
What that block structure does mean is that the value of solar depends on where your household sits within it. An array reduces consumption from the top down, so the kilowatt-hours it removes first are the ones being charged at the upper block price. A household that regularly runs past the first block on a cold day therefore displaces more valuable energy than one that rarely does. This is worth checking on your own bills before you accept anyone's savings estimate.
The other consequence is about electric heating. Because there is no time-of-day pricing, heating loads are not penalised for the hour at which they run, but they do push consumption into the upper block on cold days, which are precisely the days when a snow-covered array produces least. That mismatch is normal and it is what the credit bank exists to smooth, but it is a reason to be sceptical of any projection that implies a winter bill disappears.
Saint-Constant housing and who decides
Saint-Constant has roughly 11,310 dwellings, and 61.8 percent of them are single-detached houses. Nearly 62 percent of homes therefore have a private roof and a single owner making the decision, which is the cleanest starting position for a rooftop project.
A quarter of the stock, 25.1 percent, is in low-rise apartment buildings. There the roof belongs to the landlord or, in a co-ownership, to the syndicate, and rooftop rights sit with the building's ownership rather than with a resident. Semi-detached houses are 7.8 percent and usually share a roof plane with the attached neighbour, which makes fixings, penetrations and future roof access a joint decision worth documenting before a design is drawn. Row houses add 2.9 percent and duplexes 2.1 percent. There are no high-rises reported in Saint-Constant, so shading from tall buildings is not a factor here.
For a house, the physical checks are the familiar ones and they are worth doing before the paperwork. An unshaded slope facing generally south produces most; east and west slopes give up output; a north slope rarely repays the hardware; and shade in the middle of the day costs more than anything else. Then check the roof covering: if it is within a few years of replacement, replace it first, because removing and reinstalling an array to re-roof underneath is a cost paid twice and it also puts you back through the permit process.
Grants and financing available in Saint-Constant
Hydro-Quebec's LogisVert residential solar grant pays $1,000 per kW of installed capacity and covers up to 40 percent of eligible project costs, typically landing around $5,000 to $6,000 on a residential system. Installations must be completed on or after June 30, 2025, and the claim is filed through the LogisVert portal within 9 months of the installation date. Hydro-Quebec's own projection is that this brings a typical residential payback from 25 to 30 years down to roughly 10 to 12 years.
Because it is claimed after the work rather than netted off the invoice, treat the filing as a deliverable with an owner. Put in the contract whether you or the installer submits it, keep the itemised cost breakdown, and set a reminder against the 9 month window measured from the installation date.
Federally there is less available than there was. The Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program launched in September 2025 in its place, delivering no-cost retrofits through provincial partners for low- to median-income households; solar PV is federally eligible but each province sets its own technology list. Canada has no federal investment tax credit for residential solar, so a Saint-Constant homeowner is working with the provincial grant plus ordinary financing.
