Rimouski's nine PIIA sectors and what review means
Quebec has no US-style homeowners associations, so nobody private can refuse your panels. Rimouski's equivalent is public and it is geographic: nine PIIA sectors, short for plan d'implantation et d'intégration architecturale, where the Comité consultatif d'urbanisme reviews exterior building and site changes against qualitative design criteria before a permit is issued. The sectors include the Vieux-Phare area, the village cores of Le Bic and Saint-Blandine, and the downtown.
The word qualitative is the one to notice. A PIIA does not hand you a table of setbacks and heights that a design either satisfies or does not. It gives criteria about how a change sits within its surroundings, and a committee applies judgement to them. For a rooftop array that usually turns into questions about visibility from the street, the colour and finish of panels and rails, and whether the installation reads as part of the roof or as equipment sitting on top of it.
None of that is a refusal, and PIIA sectors approve exterior work routinely. But it does mean the design conversation happens earlier and in more detail. If you are in one of the nine, ask the city what the committee has accepted for similar installations, and get your installer to produce elevations rather than just a panel count.
How long a permit takes, and when that number does not apply
Rimouski states that its own processing time runs between 2 and 30 days once a file is complete, varying with the nature of the project and the department's workload. That is a usefully honest range: it tells you the department can be quick and that you should not plan around the quick end.
The city is equally explicit that the range does not cover files which must go to the Comité consultatif d'urbanisme. A committee meets on a schedule, so a PIIA file is paced by meeting dates rather than by processing time, and missing a sitting means waiting for the next one. If your address is in one of the nine sectors, treat the published range as irrelevant to you and ask the city for the committee's calendar instead.
Either way, the phrase once complete is doing work in that sentence. A file missing drawings, equipment specifications or a site plan is not in the queue yet. Assembling a complete submission the first time is the cheapest schedule improvement available on a solar project.
What a Rimouski roof produces
Natural Resources Canada puts Rimouski's photovoltaic potential at 1,144 kilowatt hours a year for every kilowatt of capacity installed at optimal tilt. That is a figure for an unshaded array angled properly, and it is an annual total that hides a very uneven year: output at this latitude is concentrated into the months either side of midsummer, and a midwinter week contributes a small fraction of the total.
The practical consequences are about design rather than disappointment. Panels that shed snow matter more than panels rated a few watts higher. A tilt that favours the spring-to-autumn stretch collects more over a year than one optimised for a December sun that barely clears the horizon. And any shading that only bites in winter costs less than shading that bites in June.
Ask an installer to model your specific roof planes rather than quoting the municipal figure. The gap between the published potential and what a particular roof does is where a good design earns its fee.
Who owns the roof in Rimouski
Rimouski has 23,470 dwellings and 48.9 percent of them are single-detached, so nearly half the city has direct control of a roof and can commission an installation without asking anyone. That is the simplest position to be in, and if you are in it the rest of this page is about design and sizing rather than permission.
30.8 percent of dwellings are low-rise apartment units, a share that reflects the city's role as a regional service centre. In those buildings the roof is common property or the landlord's, so a rooftop array is a building decision, and there is a further question about which meter it would serve. Only 2.1 percent of dwellings are in high-rises, so most of Rimouski's multi-unit stock is low-rise rather than towers, which at least keeps the roofs accessible and the buildings small enough for an owner group to decide something.
9.5 percent are semi-detached and 4.8 percent are duplexes. In both, a co-owner or a landlord has to agree on roof work, and the conversation is best had before quotes rather than after, because roof penetrations and future re-roofing affect the other party as much as they affect you.
How Hydro-Québec credits your surplus, and what to size against
Hydro-Québec is the distributor here. Its residential rate stands at 7.065 cents per kilowatt hour as of April 2026, and it is not a time-of-use rate: no peak periods, no off-peak periods, and nothing to be gained by running appliances late. A solar kilowatt hour is worth the electricity it stops you buying, and nothing more or less depending on the hour.
Surplus you export is credited one for one, in kilowatt hours, into a bank that is deducted from later consumption. Self-generation is capped at 1,000 kilowatts, which is not a residential constraint. The constraint that is real is the reset: the bank is zeroed every 24 months, on 31 March of each even year, and a positive balance standing at that moment is settled at Hydro-Québec's average cost of supply, well below the retail price you pay to buy a kilowatt hour back. The arrangement also cannot produce a negative bill.
Because Rimouski's production is concentrated in the warmer half of the year, the bank does a lot of the work in this arrangement: a large share of what you generate in June is what you spend in January. That makes the annual balance the number to design against. Match yearly production to yearly consumption from your own bills, and stop there. Generating more than you consume across a two year cycle builds a balance that expires rather than a payment.
Grants and financing
Hydro-Québec's LogisVert solar grant is the substantial one. It pays $1,000 for each kilowatt of installed capacity, capped at 40 percent of eligible project costs, which Hydro-Québec describes as typically $5,000 to $6,000 on a residential system. Its own projection is that this brings a typical residential payback from 25 to 30 years down to roughly 10 to 12, which is the administrator's modelling rather than a figure for your address.
The conditions are dates. The installation must be completed on or after 30 June 2025, and the application has to be filed through the LogisVert portal within 9 months of the installation date. If your project is going through a PIIA review, the whole timeline stretches, so keep the application deadline in view: it runs from installation, which is the end of the process, not the start.
Federal help has thinned. The Canada Greener Homes Loan, interest free up to $40,000, stopped accepting new applications on 2 October 2025 and now funds only previously approved loans. The Canada Greener Homes Affordability Program took over in September 2025, delivering no-cost retrofits through provincial partners to low and median income households, with solar eligible federally but each province setting its own technology list. There is still no Canadian equivalent of a residential solar tax credit.
