The utility process, and its two separate approvals
Kirkland has no municipal utility of its own. Hydro-Quebec supplies power under the residential Tarif D, a two-tier rate with a lower price for the first 40 kWh per day and a higher price beyond that. The first-block price is 7.065 cents per kWh, effective 1 April 2026. It is not time-of-use pricing, so there are no on-peak or off-peak hours and nothing is gained by moving your consumption around the clock. Solar takes consumption off the top, which means the kilowatt-hours it displaces are generally the ones charged at the upper block price.
To add solar you apply for Hydro-Quebec's option d'autoproduction, and the application is made by a licensed electrician rather than by you. That electrician seeks conditional acceptance first, and then final authorization after an inspection. The gap between those two matters to your planning: an array mounted on the roof is not a working system until the final authorization is issued. Ask for both to appear as milestones in your contract, and ask who follows up with Hydro-Quebec if the file stalls between them.
Ask also which electrician will sign the application, and whether they are on the installer's own staff or subcontracted. On a project whose only real approval risk is the utility file, the identity and availability of the person who files it is a fair question to put before you sign.
The credit bank, the two-year reset and how to size
Under the option d'autoproduction, electricity you export is banked as a credit measured in kilowatt-hours and deducted from later consumption one for one. Because the credit is in energy rather than dollars, a July surplus offsets a January kilowatt-hour at full value, which is how the programme deals with a production curve that peaks in summer and a consumption curve that peaks in winter.
What that bank does not do is accumulate indefinitely. It is zeroed every 24 months, on 31 March of each even year, and any positive balance sitting in it at that moment is settled at a rate well below what you pay to buy the same electricity back. Surplus you never consume is therefore worth considerably less than surplus you offset against your own use.
The design rule that follows is the single most useful thing on this page. Size the array to your household's own annual consumption, not to the roof area available, since on a single-detached house there is usually more roof than you need. Capacity limits will not stop you either, since the ceiling on the option was raised from 50 kW to 1 MW in 2026, orders of magnitude above household scale. Pull twelve months of your own bills and give the installer the kilowatt-hour totals rather than the dollar totals.
Permits in Kirkland: what we could not confirm
We were not able to confirm Kirkland's published permit requirements or any architectural or heritage review that might apply, so this page does not state one. Do not read that as meaning nothing is required. In Quebec, exterior work on a building normally goes in front of the municipal planning department, and the absence of published solar guidance is a gap in the public record rather than an exemption.
Before equipment is ordered, call the town and ask four things: whether a permit or a certificate of authorization is required for a roof-mounted array, what documents the application has to contain, whether your address is subject to any architectural-integration review, and what processing time to expect. Note the answers with the name of the person and the date, and get them by email if you can.
Those questions double as a test of an installer. Someone who has installed in Kirkland should be able to describe what the town asked for last time and show you the paperwork. Someone who is confident that nothing is needed, but cannot point to where the town says so, is guessing with your money. Do not sign a payment schedule that puts a deposit at risk against an approval date nobody has committed to.
A town of houses, and what decides your production
Kirkland is dominated by single-detached houses: 86.6 percent of its 6,665 dwellings. If you live here, the roof is almost certainly yours alone, with no landlord, no syndicate of co-owners and no declaration of co-ownership standing between you and the decision. Row houses are 8.3 percent of the stock and those often share roof structure between units, which makes fixings, penetrations and future roof access a matter to agree with a neighbour in writing before a design is drawn. Low-rise and high-rise apartments combined are under 5 percent of dwellings.
With ownership settled, production comes down to the roof itself. An unshaded slope facing generally south produces the most; east and west slopes still produce usefully but give up output; a north slope rarely repays the mounting hardware. Shading is the variable that costs the most, because a tree or a chimney that clips the array in the middle of the day removes production at the hours it would otherwise be strongest. Insist on a shading assessment that considers the whole year rather than the hour of the site visit, since a bare tree in April is a full canopy in July.
Two more physical checks. First, the roof covering: panels outlast most coverings, so if yours is within a few years of replacement, replace it before the array goes up rather than paying to remove and reinstall the array later. Second, pitch: a steeper slope sheds snow faster, and a snow-covered panel produces nothing until it clears, so it is worth asking how your roof pitch behaves in winter.
Storage, grants and financing
A battery makes most of its money on a time-of-day rate, and Tarif D does not have one, so that case is unavailable here. The second usual case, keeping your own surplus rather than exporting it, is weak too, because net metering returns exported energy one for one and the grid therefore stores your surplus at parity without a capital cost. The honest reason to buy storage is backup: a grid-tied array without storage shuts down in an outage because it must not backfeed lines crews may be working on. Price that as resilience, against how often your address loses supply and what it costs you when it does.
Hydro-Quebec's LogisVert residential solar grant pays $1,000 per kW of installed capacity and covers up to 40 percent of eligible project costs, typically around $5,000 to $6,000 on a residential system. The installation has to be completed on or after June 30, 2025, and the claim is filed through the LogisVert portal within 9 months of the installation date. Hydro-Quebec's own projection is that this brings a typical residential payback from 25 to 30 years down to roughly 10 to 12 years. Because it is claimed after the work, decide in the contract who files it and set your own reminder against the deadline.
Federally, the Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar, so the provincial grant plus ordinary financing is the realistic package.
