In Joliette, the first question is who owns the roof
Half of Joliette's dwellings are in low-rise apartment buildings under five storeys, 50.2 percent of a stock of 10,565. Only 30.4 percent are single-detached houses. That ratio is the most important local fact on this page, because it means the typical Joliette resident interested in solar cannot simply commission a quote: the roof is common property or the landlord's property, and the decision belongs to the building's ownership.
If you are a tenant, the conversation is with your landlord and it is a conversation about the landlord's economics rather than yours, since the building owner pays for the roof and typically holds the account any production would offset. If you are a unit owner in a co-ownership, the governing document is the declaration of co-ownership and its rules on work affecting common portions, and the decision belongs to the syndicate. Read that document before you read a quote.
Duplexes add a further 10.9 percent of dwellings, which is a substantial group in a city this size. A duplex roof is normally shared, so both owners have to agree, and the agreement needs to cover the fixings and penetrations, access for maintenance, and who carries the cost when the covering is next replaced. High-rise apartments are a small but present 1.9 percent. Single-detached owners are the group that can decide alone, and for them the rest of this page is the relevant part.
Confirm which utility bills you before anything else
Our record for Joliette does not name a distributor, so this page will not tell you who yours is. That is a gap worth being explicit about rather than papering over, because in Quebec it is a question with two possible answers. Most of the province is served by Hydro-Quebec, but a number of municipalities run their own electric utility with their own rules on customer generation, and those rules are not the same. Check the name on your bill.
If Hydro-Quebec bills you, the provincial arrangement applies: net metering credits surplus solar against later consumption at the retail rate, surplus is banked in kilowatt-hours rather than dollars, and the capacity ceiling on the option was raised from 50 kW to 1 MW in 2026, far above any residential need. The rule that matters for sizing is that credits reset every 24 months, on 31 March of the even year following enrolment, and a balance left in the bank at that point is settled at a rate well below the retail price you pay to buy electricity back. Size the array to your own annual consumption rather than to your roof area.
If a municipal utility bills you, none of that can be assumed. Ask it directly, in writing, whether a customer-owned generator may connect, what happens to exported electricity, what interconnection process and metering are required, and what they cost. Do not accept an installer's assurance in place of the utility's answer, because you are the one carrying the risk if the assumption is wrong.
Building permit or declaration de travaux
Joliette runs two routes for construction and renovation work: a building permit, or a declaration de travaux. Both are filed online or by form with the Service de l'amenagement du territoire, which can be reached at urbanisme@ville.joliette.qc.ca. Which route a rooftop array falls into is exactly the question to put to that address before equipment is ordered, because the two are not equivalent in what they require or how long they take.
The city's permit pages do not single out solar panels and do not publish a review turnaround. Read the silence as a gap rather than as permission: in Quebec, exterior work on a building normally goes in front of the municipal planning department, and a city that has not written solar-specific guidance has not thereby exempted it. Ask which route applies, what the file must contain, and whether any additional review attaches to your address.
On heritage, Joliette's built-heritage programme cites specific historic buildings individually, the Ancien Bureau de poste and the Ancien Couvent de la Congregation de Notre-Dame among them, rather than designating a blanket conservation district over ordinary residential streets. For most homeowners that means no additional architectural review layer. If your own building is one of the cited ones, ask what the citation requires before a design is drawn.
Production, orientation and the roof itself
Natural Resources Canada's municipal photovoltaic potential table gives Joliette about 1,193 kWh a year per kilowatt of installed capacity, on a well-oriented and unshaded surface. That converts a quoted system size into a plausible annual production figure, and everything after that is a deduction. An unshaded slope facing generally south produces the most; east and west slopes still work but give up output; a north slope rarely justifies the hardware; and shading from trees or a taller neighbouring building costs the most because it falls in the middle of the day.
Winter changes the timing rather than the annual total. Production concentrates around the summer months and a snow-covered panel produces nothing until the snow clears, which a steeper pitch does faster. If you are on a net metering arrangement, the kilowatt-hour bank is what carries that summer output onto a winter bill; if you are not, matching production to your daytime consumption matters much more.
For a low-rise building, one point is worth adding. If the roof is flat, it gives design freedom a pitched roof does not, since panels can be tilted and oriented independently of the building, but it also raises the membrane question sharply: equipment fixed above a membrane nearing the end of its life creates a removal and reinstallation cost later. Any proposal to a building owner or syndicate should start with the age and condition of the roof and the plan for its eventual replacement, because that is the objection that will be raised first.
Grants and financing in Quebec
Hydro-Quebec's LogisVert residential solar grant pays $1,000 per kW of installed capacity and covers up to 40 percent of eligible project costs, typically landing around $5,000 to $6,000 on a residential system. Installations have to be completed on or after June 30, 2025, and the claim goes through the LogisVert portal within 9 months of the installation date. Hydro-Quebec's own projection is that this brings a typical residential payback from 25 to 30 years down to roughly 10 to 12 years.
Two Joliette-specific cautions. If your building is served by a municipal utility rather than by Hydro-Quebec, confirm eligibility with the programme in writing before signing anything. And if the project belongs to a building rather than to a house, settle who the applicant of record is before the work is done, because the claim window runs from the installation date and cannot be reopened afterwards.
Federally the picture has narrowed. The Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar.
