Who owns the roof in Cote-Saint-Luc
High-rise units make up 56 percent of dwellings in Cote-Saint-Luc, which means most homeowners here are unit owners in a co-ownership rather than owners of a building. In that structure the roof is a common portion. No individual unit owner can commit it, and no installer can sell you a roof you do not control. The decision belongs to the syndicate of co-owners, and the governing document is the declaration of co-ownership together with its rules on work affecting common portions.
The city's permit process already recognises this pattern. Cote-Saint-Luc requires a letter of approval from the condominium association, on official letterhead, before interior renovation permits proceed. The same co-ownership structure governs any change to a roof. If you want to pursue solar in a building, the realistic path is a proposal to the syndicate, not a quote for your unit: who pays, who owns the equipment, how the production is allocated among units, who insures it, and who is responsible for it when the roof membrane is next replaced.
Only 13.6 percent of dwellings are single-detached houses, and those owners are in the straightforward position: one roof, one decision. Semi-detached houses are 10.3 percent, duplexes 5.1 percent and row houses 4.8 percent, together about 20 percent of the stock, and in those the roof plane is usually shared, so a neighbour has a legitimate interest in the fixings, the penetrations and future access. Low-rise apartments account for a further 10.1 percent of dwellings, where the roof again belongs to the building's ownership rather than to a resident.
Permits and approvals: what the city publishes
The City states a maximum processing time of 30 days for minor work, giving pools, sheds and interior renovation as its examples. Major projects take longer and depend on the file being complete. Solar panels are not named in that guidance, so the first thing to establish is which category the City puts a rooftop array in for your address, because that decides whether the 30 day maximum is the number you should be planning around.
The condominium approval rule is the other half. Where the City requires a letter of approval from the condo association on official letterhead for interior work, expect the same requirement, at minimum, for anything touching a common portion such as a roof. Practically that means the association's decision comes first and the permit application comes second, and a project that reverses that order tends to stall in the middle.
Call the City before you order anything, and ask three concrete questions: whether a permit is required for a roof-mounted array on your building type, whether it is treated as minor or major work, and exactly what documents the file needs including any association letter. Note the answers with the date. If an installer assures you no permit is needed, ask them to point to where the City says so.
Hydro-Quebec, Tarif D and the credit bank
Cote-Saint-Luc is served by Hydro-Quebec. Residential billing runs on the two-tier Tarif D, with a lower per-kWh price for roughly the first 40 kWh per day equivalent of a billing period and a higher price above that. The first-block price is 7.065 cents per kWh, effective 1 April 2026. It is not time-of-use pricing, so no hour of the day carries a premium or a discount, and shifting when you run appliances does not change what you pay.
Self-generation runs through the option d'autoproduction. A licensed electrician who is a member of the Corporation des maitres electriciens du Quebec submits the interconnection request; you cannot file it yourself. Hydro-Quebec can also place an application on hold where the local circuit already carries heavy self-generation uptake, which is worth knowing in a dense area, and it is a reason to get the request in before equipment is ordered.
Exported energy is banked as a kilowatt-hour credit and offsets later consumption one for one. The bank is reset to zero every 24 months, on 31 March of each even year, and a positive balance at that point is settled well below the retail price you pay for electricity. The design rule that follows is to size to consumption rather than to available area, which in a multi-unit building is a particularly important discipline: the roof could physically host far more capacity than the building consumes, and the excess would not hold its value in the bank.
Taking a proposal to a syndicate or building owner
If you live in one of the many multi-unit buildings here, the useful work is preparing a proposal rather than collecting quotes. Start by asking the syndicate or the building's manager for the building's own electricity consumption data, because the common-area account is often the natural host for an array: corridors, elevators, ventilation and lighting run continuously, which is a consumption profile that a rooftop array offsets neatly and that avoids the complexity of allocating production between individual units.
Then handle the physical questions honestly. The age and condition of the roof membrane is the first, because equipment fixed to a membrane that is due for replacement creates a removal and reinstallation cost later. Roof loading, access for maintenance, and the route for conduit down to the electrical room are the next three. A syndicate is far more likely to approve a project that has already answered those than one presented as an energy pitch.
Finally, get the governance right. Work affecting common portions normally requires a decision of the co-owners under the declaration of co-ownership, and the majority required varies with the nature of the work. Read the declaration before the meeting rather than after, and put the ownership, insurance and end-of-life questions in the written proposal, because they are the ones that come up from the floor.
Grants and financing available here
Hydro-Quebec's LogisVert residential solar grant pays $1,000 per kW of installed capacity and covers up to 40 percent of eligible project costs, typically around $5,000 to $6,000 on a residential system. The installation must be completed on or after June 30, 2025, and the claim is filed through the LogisVert portal within 9 months of the installation date. Hydro-Quebec projects the grant brings a typical residential payback from 25 to 30 years down to roughly 10 to 12 years.
If the project is a building project rather than a house project, confirm eligibility and the applicant of record with Hydro-Quebec before the syndicate votes. The question of who applies, the individual owner or the co-ownership, is not a detail to leave until after the work is done, because the claim window runs from the installation date and there is no way to reopen it.
Federally, the Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program replaced it in September 2025 and delivers no-cost retrofits through provincial partners for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar.
