Self-consumption is the goal, export is the leftover
Solar output and household demand rarely line up hour by hour. A house generates most between mid-morning and late afternoon, and consumes most in the evening, so some of what an array makes flows out to the grid rather than being used on site. Under Hydro-Québec's option de mesurage net, that exported energy is banked as a kilowatt-hour credit and comes back to you at parity when you later draw more than you generate. Over a year the bank is what turns a sunny July afternoon into a January evening's worth of electricity.
The limit on that arrangement is the reset. The bank is zeroed every 24 months, on 31 March of an even year, and whatever positive balance remains is paid out at a wholesale price well below the retail rate. So the bank is a seasonal tool, not a permanent store of value: it works well at carrying a summer surplus into a winter deficit within the same household, and works badly at accumulating production you will never consume. An array sized to your own annual usage rides the seasonal swing and empties the bank on its own; an array sized well past it leaves a balance for the reset to clear cheaply.
Two mechanical points apply to any Blainville install. The connection request has to be submitted by a licensed electrician who is a member of the Corporation des maîtres électriciens du Québec, and Hydro-Québec issues a conditional authorization before a final one, with energizing only permitted after the final. Tarif D itself is a two-tier block rate, a lower price for roughly the first 40 kWh a day and a higher price above that, with no on-peak or off-peak hours to design around.
How Blainville prices and reviews the permit
Blainville explicitly lists new roofing among the residential modifications that require a building permit, alongside a new exterior finish or new doors and windows. It also flags that a project of that kind could be subject to plan d'implantation et d'intégration architecturale review. So the starting assumption for a roof-mounted array in Blainville should be that a permit is required and that architectural review is possible, rather than the other way round.
The permit fee for a residential renovation or expansion is $10 per $1,000 of estimated project cost, with a $50 minimum. On top of that, a $1,000 guarantee deposit applies where a new utility connection or PIIA review is involved. The deposit is worth budgeting for explicitly, because it is a cash outlay at application time rather than a cost buried in the installer's price, and because it is triggered by exactly the two circumstances a solar project is most likely to hit. The city does not publish a turnaround time in days, so build slack into the schedule rather than a date.
Blainville has no US-style homeowners' association. Its heritage constraint sits in its demolition bylaw, Règlement 1669, which lists designated heritage buildings, immeubles patrimoniaux, in Annexe A; demolishing one carries added fees and process. New construction, modification or expansion of a residential building can also be subject to PIIA architectural-integration review. Ask the city whether your address appears in Annexe A or falls under PIIA before you finalise where panels sit.
Production in Blainville and sizing against your bills
Natural Resources Canada's photovoltaic dataset gives Blainville 1,194 kWh a year for each kW of installed capacity on an unobstructed installation. A 7 kW array on that basis produces roughly 8,360 kWh a year and a 12 kW array roughly 14,330 kWh. The reason to run that arithmetic first is that it lets you compare a proposed system against the annual consumption printed on your own Hydro-Québec bills, which under a resetting credit bank is the number that should be setting the size.
A real roof lands off the benchmark for readable reasons. Afternoon shade from trees or a neighbouring house costs output at the time of day the array should be producing most; splitting the array across east and west planes flattens the daily curve and lowers the annual total against a single south-facing plane; and snow cover through a Quebec winter concentrates the year's production in the warmer months. Ask for a site-specific model and for the assumptions behind it, and treat a proposal that will not show its working as incomplete.
What Blainville's housing mix means for your project
With 64.2 percent of dwellings single-detached, the large majority of homes here give the owner direct control over the roof, which removes the biggest procedural obstacle solar faces in denser cities. Low-rise apartment buildings under five storeys account for 20.9 percent of dwellings, where the roof is common property and the syndicate of co-owners decides. High-rise apartments are 1.2 percent, so tower-scale governance is uncommon.
Duplexes at 6.6 percent and semi-detached homes at 5.4 percent, with row houses at 1.3 percent, put a second dwelling under shared roof structure. On those, load path across a shared assembly, flashing details where the structure continues into the neighbouring unit, and documented consent all move to the front of the design process. They are answerable questions; they are just expensive to answer after equipment has been ordered.
Whoever owns the roof, three physical facts drive the quote and the production: which planes are unshaded and how they face, how much service life remains in the covering, and whether the electrical service has headroom for the array. A covering near the end of its life should be replaced before panels go on, since removing and reinstalling an array to re-roof later costs more than sequencing the work correctly once.
Storage, and what it does to the permit cost
Blainville prices its residential permit as a formula on estimated project cost, at $10 per $1,000 with a $50 minimum, so adding storage to the scope raises the permit fee along with everything else. More importantly, a $1,000 guarantee deposit applies where a new utility connection or architectural review is involved, and a larger electrical scope makes the first of those more likely rather than less. Decide whether storage is in or out before you file, so the application reflects the real project and you are not filing twice.
On the merits, Quebec's rate structure narrows the case for a battery. Tarif D has no time-of-use periods, so there is no cheap hour to charge in and no expensive one to avoid, and the arbitrage that justifies storage on a time-of-day rate is simply absent. Net metering already banks surplus in kilowatt-hours and returns it one for one, so exporting on a July afternoon and drawing the credit back on a January evening does the same work a battery would do, without the equipment.
The reasons that survive are backup and oversupply. A battery with the right switching keeps chosen circuits alive through an outage, which is a resilience decision measured against how often your address loses power. And a system that will generate more over a year than the household uses gains from self-consuming surplus rather than leaving it in a bank cleared every 24 months. Sizing to your own consumption addresses the second case at no cost at all.
Grants and financing available in Quebec
Hydro-Québec's LogisVert grant pays $1,000 per kW of installed solar capacity, capped at 40 percent of eligible project costs, which typically lands at $5,000 to $6,000 on a residential system. Eligible installations must be completed on or after June 30, 2025, and the claim is filed through the LogisVert portal within 9 months of the installation date. Because it is claimed after the work, the practical risk is administrative rather than financial: agree in writing who files it and keep the invoices the portal will ask for.
Federally there is less. The Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. Its replacement, the Canada Greener Homes Affordability Program, launched in September 2025 and delivers no-cost retrofits through provincial partners for low- to median-income households; solar PV is federally eligible but each province sets its own technology list. Canada has no federal investment tax credit for residential solar.
