Your utility is Hydro-Alma, not Hydro-Quebec
Alma operates its own municipal electric utility, the Service d'electricite de la Ville d'Alma, branded Hydro-Alma. New connections, service changes and billing all run through the city rather than through Hydro-Quebec's residential channels. For most household purposes that distinction is invisible. For a solar project it is the most important fact on this page, because the rules that govern exporting electricity to the grid are set by the utility you are connected to.
Hydro-Alma's own conditions-of-service and tariff bylaws, 397-2024 and 396-2026, do not describe a net metering or self-generation programme. Bylaw 396-2026 goes further and marks the net metering section NON APPLICABLE across its residential, small-power and medium-power chapters. Read plainly, that means Alma has not published terms under which a customer generates their own electricity and exports a surplus, and it is not something we can tell you exists.
What we cannot tell you is what happens if you ask. A municipal distributor can adopt its own policy, and a published bylaw that is silent or marks a section inapplicable is not the same as a refusal from the utility. So the first step in an Alma solar project is not a quote, it is a written question to Hydro-Alma.
The questions to put to Hydro-Alma before you spend anything
Ask four things, and ask for the answers in writing or by email so you have something to give an installer. First: does Hydro-Alma permit a customer-owned generator to be connected to its network at all, and under what technical conditions. Second: if a system is connected, what happens to electricity exported to the grid, if anything: is it credited, is it purchased, or is it simply not compensated. Third: what interconnection process, inspection and equipment (including any meter change) the utility requires, and what it costs. Fourth: whether any of this is decided case by case rather than by published rule.
The second question is the one that decides the economics. A system sized so that essentially all production is consumed on site as it is generated does not depend on an export arrangement at all, and that may be the shape of the only viable project here. A system sized to bank a summer surplus for winter does depend on one, and until Hydro-Alma confirms the terms, nobody can honestly model it for you.
Do not accept an installer's assurance that the provincial arrangement applies in Alma. It may not, and the person carrying the risk if it does not is you. Any quote built on a net metering assumption should name the source of that assumption, and the only source that counts here is Hydro-Alma.
What a roof produces here, and why self-consumption matters
Natural Resources Canada's municipal potential table puts Alma at about 1,147 kWh a year for each kilowatt of installed capacity on a well-oriented, unshaded surface. Use that to convert a quoted system size into an expected annual production figure, then reduce it for your own roof: a slope facing generally south produces the most, east and west slopes give up output, a north slope rarely repays the hardware, and shade in the middle of the day costs more than orientation does.
Because the export question is unresolved here, the timing of production carries extra weight in Alma. Electricity you generate and use in the same moment reduces your bill regardless of what the utility does about exports. Electricity you generate and send out is only worth something if there is an arrangement to make it so. That argues for designing around your household's daytime consumption, and for being sceptical of a large array justified mainly by summer surplus.
Winter shifts when production arrives rather than the annual total. Output concentrates around the summer months, and a snow-covered panel produces nothing until the snow clears, which a steeper pitch does faster. In a place where surplus may not be bankable, that seasonal shape is a design constraint rather than a detail.
Alma roofs, permits and the heritage neighbourhood
Alma has roughly 13,815 dwellings, of which 51.7 percent are single-detached houses with a private roof. Duplexes are 13.7 percent of the stock, which is a substantial group, and a duplex roof is normally shared, so an installation there needs both owners to agree, not only on the panels but on the fixings, on access for maintenance and on what happens when the covering is replaced. Low-rise apartments make up 23.3 percent of dwellings, where the roof belongs to the building's owner or to a syndicate of co-owners. Semi-detached houses are 7.7 percent, row houses 1.8 percent and high-rise units 0.2 percent.
On permits, Alma exempts a defined list of minor work: gutters, heat pump and air conditioning units, landscaping, interior painting, and usually exterior painting. Rooftop solar is not on that exemption list, so it falls under the city's general construction and renovation permit process. That is a clear answer, and it means you should plan on applying.
One local qualification matters. Alma has at least one quartier patrimonial, a heritage neighbourhood, and the usual exemption for exterior painting does not apply there. Other exterior work, rooftop solar included, would be subject to fuller review in that area. If your address is in it, ask the city what the review involves and what the submission needs before a design is fixed, because heritage review is about appearance and can determine which roof plane is acceptable.
Grants: check eligibility before you count on it
The main Quebec incentive is Hydro-Quebec's LogisVert residential solar grant, which pays $1,000 per kW of installed capacity and covers up to 40 percent of eligible project costs, typically around $5,000 to $6,000 on a residential system. Installations must be completed on or after June 30, 2025 and the claim goes through the LogisVert portal within 9 months of the installation date.
It is a Hydro-Quebec programme, and an Alma household is a Hydro-Alma customer. Whether, and on what terms, that grant is open to a customer of a municipal distributor is a question to settle with the programme before you sign a contract, not after the panels are up. Ask it in writing, and ask it alongside the interconnection questions above, because the answers to both determine whether a project makes sense at all. Do not let a quote assume the grant.
Federally, the Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar. Hydro-Quebec's own projection for the effect of its grant, a typical residential payback moving from 25 to 30 years down to roughly 10 to 12 years, assumes a Hydro-Quebec customer, so treat it as context rather than as an Alma number.
