Why solar in Oregon
Oregon is the opposite of the states where solar sells itself. Cash incentives here are among the better ones in the country, but electricity is cheap, which is why payback runs longer than a national average would suggest. The EIA put the Oregon residential average at about 12.2 cents per kWh in April 2026, roughly half what a New England household pays, so the electricity you stop buying is worth less per kilowatt hour and the incentives do more of the work. Which incentives you can actually get depends almost entirely on who bills you: Energy Trust of Oregon serves Portland General Electric and Pacific Power customers and nobody else, so a home on Eugene Water and Electric Board or Springfield Utility Board is outside it entirely and works from a different, smaller programme. Net metering credits at the retail rate and carries forward, but any unused credit at the end of the March billing cycle is granted to the utility for its low-income assistance customers rather than paid to you.

Net metering: Full retail net metering with an annual March true-up
Oregon credits excess generation at the full retail rate under ORS 757.300, carried forward month to month as kilowatt hour credits. The part that changes how a system should be designed is what happens at the end of the year. The annual billing cycle concludes at the end of the March billing cycle, and any unused kilowatt hour credit remaining at that point is granted to the electric utility for distribution to customers enrolled in its low-income assistance programmes. It is not paid out to you and it does not carry into the next year. That makes March, rather than December, the date your solar year actually ends, and it makes a system sized to generate an annual surplus a system that donates the surplus. Build to your consumption from your last twelve months of bills, and ask any installer what the projection assumes happens to credit remaining in March.
