A flat $25 category, and a timeline the policy does not give
Clarenville's Permit Rates Policy, ADM-17, approved June 3, 2025, sets out the town's permit fees. Solar is not listed as its own category. The closest listed category is Alterations, which covers doors, windows, siding, patios and shingles and carries a flat $25 permit fee.
Two things follow. First, if the town treats a rooftop array as an alteration, the municipal cost of the permit is small and predictable rather than scaled to construction value. Second, and less comfortably, the classification is not published for solar, so whether that $25 category applies to your install is something the town has to tell you rather than something you can read off the policy.
The policy also does not publish a processing-time target, so there is no stated turnaround to schedule around. That is the more consequential gap of the two. Ask the town three things before booking a crew: which category a roof-mounted array falls into, what the fee is, and roughly how long review takes. An installer's guess about a neighbouring town's process is not an answer for Clarenville.
Open, free to apply to, and closing conditionally at 5 MW
Newfoundland Power is Clarenville's electricity provider and the administrator of net metering here. Applications go directly to the utility at netmetering@newfoundlandpower.com, the programme is open to new applicants, there is no application fee, and individual systems are capped at 100 kW.
The constraint that could affect whether you get in at all is provincial. A cap limits total customer-owned generation across Newfoundland and Labrador to 5 MW, and the tariff says availability will be closed once that aggregate has been met. Two utilities share the province, Newfoundland Power on most of the island and Newfoundland and Labrador Hydro in rural areas and Labrador, and the cap spans both, so installations anywhere in the province draw on the same headroom.
Nobody publishes how much of the 5 MW remains, and Newfoundland and Labrador Hydro's public net metering page does not mention the cap at all: it appears in the tariff and effectively nowhere else. Since a homeowner cannot research their way to the answer, the practical step is to email Newfoundland Power before paying a deposit, state that you intend to apply, and ask for written confirmation that the programme is open and accepting applications.
One for one inside the month, then a different rate
Within each billing month, exports offset imports one for one, credited at the rate applicable to your own class of service. Residential service in Clarenville is 15.587 cents per kWh effective July 1, 2026, flat with no time-of-use periods, so there is no peak hour to avoid and nothing to gain from shifting consumption around the clock.
Credits that survive past the month are banked and settled annually at the then-current second block energy charge in Newfoundland and Labrador Hydro's Utility Rate. That is a different rate from the one the monthly offset uses, referenced to another utility's tariff, and it is whatever it happens to be at settlement rather than something fixed today.
So the value of a Clarenville array depends on the fit between monthly production and monthly consumption, not only on the annual totals lining up. Ask for a month-by-month model against your own bills. And note that the monthly fixed charge of $17.36 on residential service is not offset by generation, so a bill arrives every month regardless of output: a proposal showing your bill reaching zero has misread the structure.
Two thirds houses, a fifth duplexes
Single-detached homes are 65.4 per cent of Clarenville's dwellings, so most homeowners here control their own roof and face no third-party approval. For that group the remaining questions are physical: orientation, pitch, tree cover and how much life is left in the roof covering.
Duplexes make up 19.8 per cent of the housing stock, which is a substantial minority, and shared roofs may need both owners' agreement for solar. If you own one half of a duplex, find out where your roof plane ends before a layout is drawn, because it determines how many panels can be fitted within your own section and whether the neighbouring owner needs to be part of the decision at all.
Low-rise apartments account for 7.8 per cent of dwellings, and the roof there is not typically the resident's decision: the building owner makes it. For a town of 6,704 people, that means roughly two thirds of households can proceed without anyone else's involvement, while the remaining third should settle the ownership question before spending time on quotes.
942 kWh per kW, and the one item on the incentive record
Natural Resources Canada's photovoltaic dataset puts Clarenville at 942 kWh a year for each kW of installed capacity on an unshaded, well-oriented array. A 6 kW system therefore models near 5,650 kWh a year and a 9 kW system near 8,480 kWh, which gives you a way to test a quote's production claim before assessing its price.
A real roof will land under that, and the reasons are worth naming so you can ask about them. Shade at midday costs more output than shade at either end of the day. An array split between two roof planes yields less over a year than the same panels on a single well-oriented plane. Snow sitting on a shallow pitch produces nothing until it clears, which weights the year's production towards the warmer months and away from the period of highest household demand.
The federal Clean Technology investment tax credit, the item most likely to appear in a sales pitch, is limited by the Income Tax Act to taxable Canadian corporations and certain trusts, so an individual cannot claim it. Because it is claimed against a qualifying investment by an eligible claimant, ask an accountant whether it applies to a household purchase before allowing it into a payback figure. On batteries: the monthly one-for-one offset means there is no price gap to arbitrage, so the honest case for storage in Clarenville is keeping the house running when the grid is out, and it should be priced as that.
