$55, or double that if you start without the permit
The town's residential fee schedule does not list solar as its own category. The closest listed category is General Repairs, covering windows, siding, reshingling and demolition, which costs $55 for work valued over $2,000, with no fee for smaller jobs. A solar installation will exceed $2,000 in value in any realistic case, so the $55 tier is the relevant one if the town classifies the work that way.
The rule that deserves attention is the penalty. Fees double if the work is done without first obtaining a permit. That is a small absolute amount, but it signals how the town treats unpermitted work, and the real cost of skipping the step is not the doubled fee. It is the position you are in if an inspection, an insurance claim or a house sale later turns on whether the array was permitted.
Because solar is not a listed category, confirm the classification with the town rather than assuming General Repairs applies. Ask which category a roof-mounted array falls into, what the fee is at your project's value, and whether anything else is required. Do that before work starts, which is exactly what the doubling rule is there to encourage.
Free to apply, one for one, and capped at 5 MW
Newfoundland Power is the electricity provider and the net metering administrator for Grand Falls-Windsor. Applications go directly to the utility at netmetering@newfoundlandpower.com, the programme is open to new applicants, and there is no application fee. Individual systems are capped at 100 kW, well above residential scale.
The constraint that could actually affect you is the provincial one. A cap limits total customer-owned generation across Newfoundland and Labrador to 5 MW, and the tariff wording is that availability will be closed once that aggregate has been met. The province is served by two utilities, Newfoundland Power on most of the island and Newfoundland and Labrador Hydro in rural areas and Labrador, and the cap covers both of them together.
Nobody publishes the remaining headroom, and Newfoundland and Labrador Hydro's public net metering page does not mention the cap at all. It appears in the tariff, which is not a document most homeowners will ever open. So before a deposit, email Newfoundland Power, state your intention to apply and ask for written confirmation that the programme is open and accepting applications. That single email converts an unknowable risk into something you can act on.
Credited at your own rate, banked at another one
Within each billing month, exports offset imports one for one, credited at the rate applicable to your own class of service. Residential service in Grand Falls-Windsor is 15.587 cents per kWh effective July 1, 2026, on a flat structure with no time-of-use periods, so nothing about the hour of day changes the value of what the panels make.
Credits that outlast the month are banked and settled annually at the then-current second block energy charge in Newfoundland and Labrador Hydro's Utility Rate. That is a different rate from the one your monthly offset uses, referenced to another utility's tariff, and it is whatever it is at settlement rather than a figure you can fix in advance.
So a system's value here depends on the fit between monthly production and monthly consumption. Ask for a model showing both, month by month, rather than one annual number with a payback attached. And bear in mind that the monthly fixed charge of $17.36 on residential service is not offset by generation, so a bill arrives every month whatever the array does. A proposal showing your bill reaching zero has misread the structure.
A majority of houses, with row and duplex roofs alongside
Single-detached homes are 64.5 per cent of Grand Falls-Windsor's dwellings, so most homeowners here control their own roof outright and the decision is theirs alone. For that group the questions left are the physical ones: orientation, pitch, shading and how much life is left in the roof covering before a twenty-five year array goes on top of it.
Row housing is 8.8 per cent of the stock, and row roofs are often shared structures. Where an array would extend across a shared roof plane, the neighbouring owner becomes part of the project for installation, for maintenance access and for any future roof work. Establish where your section ends before a layout is drawn.
Duplexes at 12.2 per cent and low-rise apartments at 8.1 per cent together account for about a fifth of dwellings, where roof decisions may involve a second owner or a landlord. For apartment residents the roof belongs to the building owner, so the first step is a written question to them rather than a quote. In a town of 13,853 people, that leaves a clear majority with an unshared roof and a meaningful minority who need someone else's agreement first.
958 kWh per kW, and the single item on the incentive list
Natural Resources Canada's photovoltaic dataset gives Grand Falls-Windsor 958 kWh a year for each kW of installed capacity on an unshaded, well-oriented array. A 6 kW system therefore models near 5,750 kWh a year and a 9 kW system near 8,620 kWh, which is a useful independent test of any production claim in a quote.
Expect the real installation to fall below the benchmark and ask by how much and why. Shading in the middle of the day costs more than shading at either end. An array split between two roof planes produces less annually than the same panels on one well-oriented plane. Snow on a shallow pitch produces nothing until it clears, which pushes central Newfoundland output towards the warmer months and away from the season of highest household demand.
The one federal item that comes up, the Clean Technology investment tax credit, is a corporate credit. The Income Tax Act limits it to taxable Canadian corporations and certain trusts, so a homeowner cannot claim it. Because it is claimed against a qualifying investment by an eligible claimant rather than applied at the point of sale, ask an accountant whether a household purchase qualifies before it enters a payback figure. On storage: with exports offsetting imports one for one inside the month at your own rate, a battery here is not capturing a price gap, and the case for it rests on having power when the grid is down.
