Why NB Power is your utility, and how that was established
Most homeowners never have to think about which company distributes their electricity, but it matters for solar, because the distributor owns the interconnection and writes the credit rules. In New Brunswick that question is settled by statute. The Electricity Act names the municipal distribution utilities that exist in the province: Saint John Energy, the city of Edmundston, and the Perth-Andover Electric Light Commission. The list is exhaustive. Sackville does not appear on it, so your distributor is NB Power.
That is worth stating plainly because it closes off a question people lose time on. There is no local Sackville buyback arrangement to hunt for, no municipal programme with different terms, and nothing about the amalgamation into Tantramar that changed who supplies the power. The municipal boundaries moved; the electricity distribution did not.
What follows is that the whole utility side of your project runs through NB Power's provincial programme: the application, the approval, the credit terms and the meter. Your municipality has no part in any of it, which is useful to know when something stalls and you are deciding who to call.
What a Sackville roof returns, and what should set its size
The planning figure here is about 1,129 kWh a year for every kilowatt installed. On that basis a 5 kW array lands near 5,600 kWh across a year and an 8 kW array near 9,000. Read it as an annual total: the bulk arrives in the long days around midsummer, very little of it in December, and none at all while snow covers the glass.
NB Power credits what you export at the same volumetric rate you would otherwise have paid for that electricity, rather than at a discounted buyback price, and there are no tiered or time of day bands inside the credit. A unit exported at noon and one exported at six in the evening are worth the same, so there is nothing to gain from rearranging when the household uses power.
The programme caps systems at 100 kW of nameplate capacity, which never binds on a house. What limits you is your own annual consumption, because the credit balance is wiped on March 31 each year and nothing is paid out for what is left on it. Bring a full twelve months of bills, electric heat included if you have it, and let that consumption figure size the array rather than the number of panels that happen to fit.
Your permit does not come from a Sackville office
Sackville is now part of the Town of Tantramar, and Tantramar does not issue building, development or renovation permits itself. They go through Plan360, a regional permitting service. Search for a Sackville building permit and you will find an entity that no longer issues one, which is a small confusion that costs real time once a crew is already booked.
Tantramar also takes in a lot of ground that nobody would call Sackville: Aulac, Cookville, Dorchester, Fort Folly, Johnson's Mills, Jolicure, Midgic, Pointe de Bute, Rockport, Westcock and Woodpoint, along with Mount Allison University. If your address is in one of those communities the permitting route is identical, but the name your property is filed under may not be the name you would use to describe where you live. Confirm which one applies before an application goes in under the wrong heading.
Nothing solar specific is published on the town's own site, neither a requirement written for arrays nor a turnaround time. So there are two questions to put to the permitting service early: whether a roof-mounted array needs a permit and how it will be classified, and, if you have rural land and are considering a ground mount, whether your zoning allows one. A ground mount lets you pick the tilt and the orientation and makes clearing snow possible, but zoning decides whether it is even an option, and that is not a thing to discover after paying for a design.
The meter is what makes a credit possible
The step in NB Power's process that homeowners understand least is the meter swap, and it repays understanding because it is the step that makes the arrangement work at all. An ordinary meter records the electricity flowing into your house. It has no way to register electricity travelling the other way, out of your service and into the distribution system. Without a device that measures both directions separately there is no record of what you exported, and therefore nothing that can be credited.
That is why NB Power fits an AMI meter as part of connecting a net metered system, and why its written approval includes having the compatible meter installed. It also explains something that frustrates people at the end of a project: an array can be finished, inspected and perfectly capable of running while still not being allowed to run, because the instrument that makes it lawful is not yet on the wall.
The sequence around it is short to describe. You apply to NB Power, which targets 10 business days to review the application. The installer does the work. The Department of Public Safety inspects it. NB Power swaps the meter and connects the system. An electrical wiring permit is required along the way, and nothing may legally be energized until NB Power's written approval is in hand.
Plan your schedule around that rather than around the installation date. The physical work is the part your installer controls. The inspection and the meter are not, and they sit at the end of the line.
Who controls the roof in Sackville
65.2% of dwellings in the Sackville area are single-detached houses, a high share by New Brunswick standards, and in those the owner decides alone with no shared structure to negotiate. Semi-detached, row and duplex housing together account for under 10% of the stock, and no high-rise apartments are reported here at all.
The significant exception is the 22.5% of dwellings in low-rise apartment buildings. In a town whose communities include Mount Allison University a substantial rental share is no surprise, but the consequence for solar is the same as anywhere: an apartment roof is a building asset and the decision sits with the owner. If you rent, the route is not an individual install, it is a proposal to the landlord for a building scale system.
For an owner of a detached house the checks before quoting are physical rather than administrative: which planes face near south, what shades them through the middle of the day, and how much life the roof covering has left. Shingles wear out long before panels do, so if the covering is close to due, do it first and put the array on a surface that will outlast the mounting hardware.
What is left to help with the cost
One provincial programme has closed. NB Power's Total Home Energy Savings Program paid $200 per kW toward a residential solar system, to a ceiling of $3,000 at 15 kW, and its solar stream stopped accepting enrolments on 27 May 2026. It cannot be applied to a new project, so a current quote that still deducts it is working from an old template and the bottom line on it is wrong by thousands.
What remains is federal. The Clean Technology ITC is not left to help with the cost. It is restricted by the Income Tax Act to taxable Canadian corporations and certain trusts, so an individual homeowner cannot claim it. Whether a particular household and a particular project qualify comes down to eligibility rules, which is an accountant's question rather than an installer's, and one worth settling before the figure lands in anybody's payback estimate.
