Which side of the border your lot is on
Gas and electrical permits and inspections fall outside City of Lloydminster jurisdiction entirely, and which body handles yours depends on the province your property sits in. A property on the Alberta side goes to the Alberta Safety Codes Authority. One on the Saskatchewan side goes to the Technical Safety Authority of Saskatchewan. The same border question applies to who supplies your power, and it is worth being careful here. Do not accept a general statement that one utility serves the whole city. Which distributor serves a given address depends on which side of the border it is on and on which part of the city, so confirm it for your own address rather than from a map of the city as a whole.
Ask your installer to state, in writing, which province your lot is in for permitting purposes, which safety authority will inspect, and which distributor your service connects to. A contractor who works Lloydminster regularly answers all three without hesitating. One who does not may not know the split exists.
Three bodies, one project
The city splits its approvals. City Planning Services handles the development permit. Building permits are not issued by the city at all: the city's residential permit packages say they are issued by Superior Safety Codes, on 780-870-9020. Gas and electrical then go to the provincial authority for your side of the border.
So a single rooftop project can touch three organisations, each with its own intake and its own timeline. That is the main reason to ask for a written sequence before work starts rather than a single completion date, and to ask which approval is outstanding whenever you check on progress.
One expensive detail: applying after work has begun can cost double the permit fees. That turns a scheduling shortcut into a real cost, so confirm that every permit is in hand before anyone starts, and ask specifically who is responsible for each application.
How Alberta credits the power you export
On the Alberta side, the micro-generation regulation lets you offset your own usage with solar and be credited for what you export. The credit is paid at your retailer's energy rate, and that qualifier is the important part: it is the energy component, not the full price you pay for a delivered kilowatt-hour.
The difference matters because variable transmission and distribution charges, riders and local access charges are billed on the kilowatt-hours you import and are not offset by the ones you export. So an exported kilowatt-hour is worth materially less to you than an imported one costs. Anyone describing Alberta micro-generation as a one for one arrangement is describing it wrongly.
The practical consequence is the familiar one, sharpened. Power you use as you generate it avoids the entire delivered cost. Power you export earns only the energy rate. Size the system against your own consumption rather than the roof, and ask your installer to model the self-consumed and exported shares separately rather than handing you an annual production total.
Your retailer is a variable, not a fixed cost
Alberta's electricity market is deregulated, so the export credit and the bill savings a system produces vary by retailer and by rate plan. Two identical arrays on two identical houses can return different amounts because their owners buy power from different companies.
That makes retailer choice part of the solar decision rather than a separate household admin task. Before you sign for a system, it is worth asking what your current plan pays for exported energy and whether another plan available to you pays more.
It also means a payback figure is only as good as the retailer assumption behind it. Ask which retailer and rate plan a quote assumed. If the answer is vague, the payback number is vague too, however precisely it is printed.
Roofs, and what the numbers cover
Plan on roughly 1,279 kWh a year for every kW installed, a figure derived from national photovoltaic potential data rather than measured locally. Use it to judge whether to get quotes, and let a site survey produce the number that belongs in a contract.
One caveat on the housing figures: the dwelling data available here covers only the Alberta side of this bi-provincial city, about 7,640 dwellings. On that side, 68.4 percent are single-detached, typically with a private driveway and garage, so most owners control their own roof and can make the decision without anyone else.
Low-rise apartments are 20.5 percent of Alberta-side dwellings, where roof access depends on a landlord or condo corporation rather than the resident. Row housing at 4.3 percent and semi-detached at 2.7 percent are a small share, and both bring a shared structure at the party wall that needs establishing on site. Duplexes are 0.9 percent and high-rise 0.5 percent.
