What a rooftop array actually produces here
The number to start from is 1,158 kWh per installed kW per year. That is the modelled long-run average for this location, and it is what turns a quoted system size into an annual energy number: a 6 kW array works out to roughly 6,950 kWh a year, an 8 kW array to about 9,260 kWh, and a 12 kW system to around 13,900 kWh. Compare those against the kWh total on your own hydro bill rather than the dollar total, because rates move and kWh is the thing you are actually trying to displace.
Orientation, pitch and shade move the number in both directions. A south-facing plane at a typical residential pitch is the reference case; east and west planes give up some output but are often still worth using, particularly if your consumption is concentrated in the morning or the late afternoon. Shade matters more than most homeowners expect, because a mature tree clipping one corner of the array late in the day can cost a disproportionate share of that day's output depending on how the strings and optimisers are laid out. Any quote you take seriously should be modelling your specific roof planes, not applying a municipal average.
Applying to Hydro One before you spend anything
Hydro One Networks handles both distribution and net metering in Whitchurch-Stouffville, so your connection application does not go to a town-owned utility the way it does in many Ontario municipalities. Systems of 12 kW or smaller are submitted on Form C, and anything larger goes in on Form B. Both are filed with Hydro One's Distributed Connections Group, and both are meant to be submitted before you incur project costs. In practice that means there is a size past which extra panels stop earning anything, and the ceiling is set by your own annual consumption rather than by your available roof area.
Your price plan decides what an exported kWh is worth
Hydro One residential customers can choose among Tiered, Time-of-Use and Ultra-Low Overnight pricing, and that choice sets the value of both the electricity you avoid buying and the credits you bank. Under Time-of-Use, weekday afternoons carry the on-peak price, which is when a south or west-facing array is doing its best work, so daytime self-consumption is worth the most. Tiered pricing charges one rate up to a monthly threshold and a higher rate beyond it, which flattens the timing question and makes total annual production the thing that matters. Ultra-Low Overnight loads value into a deep overnight window, which is useful if you charge an electric vehicle at night but does nothing for an array that produces nothing at three in the morning.
The plan is worth revisiting after the array is running rather than before. Your consumption pattern changes once you have solar: the load you used to draw from the grid around noon largely disappears, and what remains is mostly evening and overnight. A plan that suited the house before the install is not automatically the right one afterwards, and switching is an administrative change, not a technical one.
The roofs across Stouffville's 16,710 homes
74.3% of the town's 16,710 dwellings are single-detached houses, which is the straightforward case: one owner, one roof, no shared structure, nobody else's signature required. Row housing is 10.8% of the stock, a substantial share, and that is where an install needs more thought. Where the building permit line falls in this town
Whitchurch-Stouffville exempts only small solar work from a building permit: a solar collector under five square metres mounted on a building, or any solar collector not mounted on a building at all. A typical residential rooftop array is larger than five square metres, so the ordinary case is that you need a permit. Read the exemption the way the town wrote it, as a narrow carve-out for small collectors and for equipment that is not on a building, not as a general exemption for solar.
The permit exists because an array is a structural and electrical addition to the house. The reviewer is checking that the roof framing can carry the added dead load plus the wind and snow loads the racking transfers into it, that the attachment method suits the roof construction, and that the electrical work meets code. A competent installer handles the application as part of the job, but the permit is issued to you as the owner, so ask to see the drawings that were submitted and the final inspection result before you make the last payment.
Three heritage conservation districts to check against
Ontario has no US-style homeowners' associations, so no private body has a right to veto your panels on appearance grounds. Heritage is the real overlay here. Whitchurch-Stouffville has three heritage conservation districts, around West Main Street, Church Street and O'Brien Avenue, plus individually designated properties elsewhere in the town. What is actually available to help pay for it
Ontario's Home Renovation Savings Program is the main provincial incentive. It launched in January 2025 and was expanded for the 2026-27 program year, running April 1, 2026 to March 31, 2027, with combined rebates of up to $10,000 for solar PV paired with battery storage. There is a catch worth understanding before the system is designed: homeowners taking the HRSP solar incentive are generally directed to a load-displacement configuration rather than full net metering, so the rebate and the export credits are not simply additive. Confirm the current rules with your installer before applying, because that decision shapes the system, not just the paperwork.
The federal picture is thinner than it was. The Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. Its replacement, the Canada Greener Homes Affordability Program, launched in September 2025 and delivers no-cost retrofits through participating provinces, which do not currently include Ontario, to low- and median-income households; solar PV is federally eligible, but each province sets its own technology list. Canada has no residential federal investment tax credit equivalent to the American one, so discount any cost example built on US assumptions.
Some Ontario municipalities and local utilities periodically run financing offers, such as local improvement charge or on-bill financing, that can be applied to solar. Availability is local and changes frequently, so treat it as something to ask about while you are collecting quotes rather than something to plan around.
