What a Terrace roof produces, and what that implies
Natural Resources Canada's photovoltaic potential dataset puts Terrace at 880 kWh a year for each kilowatt of panels at the optimal tilt and orientation. A 6 kW array models at roughly 5,300 kWh a year on that basis, and a 9 kW array at about 7,900 kWh. Those are the figures for an ideal roof, and a real one will come in lower.
The reductions are the familiar ones and a proposal should quantify each. Orientation costs the most, with south collecting the full figure, east and west giving up a share, and north not worth mounting on. Shading is the most commonly understated, since a single obstruction can hold back a whole string of panels rather than the ones it covers, unless the design isolates them with optimisers or microinverters. Snow on the glass halts production while it sits there, so array pitch and how easily it sheds are worth raising.
A more modest resource does not make solar unworkable, but it does change what deserves scrutiny. When each kilowatt of panels returns fewer kilowatt-hours a year, the installed cost per kilowatt and the rebate matter proportionally more, and small differences between quotes matter more than they would in a sunnier place. It also has an effect on how the current export rate reaches you, which is the next section.
Why the export rate change may matter less here
First the rule itself, because it applies to Terrace like everywhere else BC Hydro serves. Net metering, Rate Schedule 1289, closed to new customers on 1 July 2026. A system connected now runs under Rate Schedule 2289: panels serve the house first, generation is still netted against consumption inside each billing period, and any surplus becomes a bill credit at a fixed 10 cents per kWh applied against energy charges, for systems up to 100 kW.
Now the local consequence. The export price only touches the part of your production that leaves the property. With a resource of 880 kWh per kW, an array sized to a household's actual consumption will, for much of the year, be producing less at any given moment than the house is drawing, so that power never crosses the meter outward at all. It is consumed on site and is worth the retail energy rate it displaces. The smaller your surplus, the smaller the share of your system that is affected by the change from banked kilowatt-hours to a 10 cent credit.
That is not a claim that you will never export. Clear days around midsummer will push power out of most houses, and a large array on a modest household will export a great deal. It is a claim about proportions: the rate change is a bigger deal for a large system on a strong resource than for a right-sized system on a moderate one, and Terrace sits at the second end of that range.
The practical implication is about where to spend your attention. Ask for the modelled export share, and if it comes back small, do not let a debate about the export credit dominate a decision it barely affects. The numbers that will actually decide the outcome here are the installed cost, how much of your own consumption the system displaces, and the rebate. Those deserve the scrutiny.
Terrace runs its permits through Cloudpermit
The City processes building and plumbing permits, including alterations such as roof-mounted solar, through the Cloudpermit online portal. Solar is treated as an alteration rather than given its own stream, so your application goes through the ordinary residential route with the drawings, mounting details and structural justification for the added roof load as its substance.
The City is explicit that paper applications take longer and receive limited service. That is unusually direct guidance and worth acting on: if an installer proposes to file on paper, ask why. Using the portal is the faster path by the City's own account, and the difference is entirely within your control.
No turnaround time is published, and there is no solar-specific requirement. So nobody can honestly promise you an approval date. Ask your installer what they are assuming, and do not let equipment be ordered against an optimistic guess.
The electrical portion of a grid-tied installation is permitted and inspected separately from the City's building permit. Confirm which authority handles it for your address and how the two are sequenced, since the connection depends on the later of the two approvals.
Terrace's heritage constraint is a Community Heritage Register, established by council resolution in 2006 under the Local Government Act, with nine identified sites. Nine is a short list, so for most properties in the city the question resolves immediately, but if your house is older it is worth confirming rather than assuming.
The other document is the one that causes confusion. The City's broader Heritage Conservation Plan is a non-statutory planning document, which means it guides policy rather than binding an owner. Being discussed in a planning document is not the same as being subject to a legal requirement, and the two are easy to conflate when a heritage question comes up mid-project.
So the useful question to put to the City is narrow: is my address on the Community Heritage Register, and does any approval apply to exterior alterations at my property. A short, specific question gets a short, specific answer, and it is far cheaper asked before a design than after.
Roof ownership across Terrace housing
60% of Terrace dwellings are single-detached houses, and no high-rise stock is recorded in the city. For that majority the roof is yours alone and the only external rules are the City's zoning and building bylaws.
Low-rise apartments are Terrace's largest multi-unit category at 12% of dwellings, with row houses at 9.2% and duplexes at 7%. In an apartment building the roof is common property and the strata corporation decides, applies and holds the account. In a row house or duplex the answer depends on the strata plan: the roof plane above your unit may be common property or limited common property assigned to you, and only that document says which.
The duplex case has a second wrinkle worth knowing. A duplex roof usually has one slope facing each way, so even where consent is straightforward, the useful slope may sit above your neighbour rather than above you. Establish which surface is actually available before paying for a design.
There are no US-style homeowner associations in Terrace. Where a private body has authority over a roof it is a strata corporation operating under the provincial Strata Property Act.
Rebates, and why they carry more weight here
BC Hydro pays up to $5,000 for residential solar, calculated at $1,000 per kW of installed generator capacity and capped at 50% of total installed cost. Both limits are applied and the smaller result is what you receive. On a more modest resource the rebate does proportionally more work in the arithmetic than it would further south, so it is worth getting the calculation right rather than accepting a headline figure.
A battery paired with solar earns up to $1,500 at $500 per kWh, with a 5 kWh minimum and the same 50% cost cap, rising to as much as $5,000 when the battery is enrolled in Peak Saver. Look at storage carefully here rather than by default: a battery earns its value from surplus you would otherwise export at 10 cents per kWh, and if your modelled export is small, there is less for it to capture.
Since 1 June 2026 rebated work has had to be carried out by a member of the Home Performance Contractor Network, which narrows the contractor list before price enters the picture. Taking the rebate also places you on the Self-Generation Service rate, which is where a new connection here goes regardless.
Federal support has thinned. The Canada Greener Homes Loan (interest-free up to $40,000) stopped accepting new applications on 2 October 2025, with only previously approved loans still funded. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no-cost retrofits through provincial partners to low- and median-income households, with solar federally eligible but each province setting its own technology list. Canada has no residential investment tax credit. British Columbia has at times exempted qualifying solar equipment from provincial sales tax, and the scope changes with provincial budgets, so confirm the treatment of your equipment when you purchase it.
