What a Port Coquitlam roof produces in a year
Natural Resources Canada's photovoltaic potential dataset puts Port Coquitlam at 976 kWh a year for every kilowatt of panels installed at the optimal tilt and orientation. That is the number to hold a quote against. A 6 kW array works out to roughly 5,900 kWh a year and a 9 kW array to about 8,800 kWh, before any losses particular to your own roof.
Those losses are where quotes diverge from each other. A slope facing close to due south at a sensible pitch gets the full figure. An east or west slope gives up a slice of it, and a north slope is rarely worth panelling. Shade costs more than most people expect, because one chimney or a single tall tree at the wrong hour can pull down the output of an entire string rather than just the panels it covers. If any part of the roof is shaded, ask whether the design uses microinverters or optimisers, and ask to see modelled production per string rather than one system total.
Production is also not spread evenly across the calendar. At this latitude the long days from spring through early autumn carry most of the year's output and the darkest weeks contribute very little. That seasonal shape matters more under BC Hydro's current export rules than it did under the old ones.
The BC Hydro rebate and your rate are one decision
Two things changed for BC Hydro customers and they are easy to run together. The first is the rate. Rate Schedule 1289, the net metering rate, closed to new customers on 1 July 2026, so a Port Coquitlam system connected today goes on Rate Schedule 2289 instead. Your panels still serve the house before anything leaves the property, and your generation is still netted against what you use inside each billing period. What ended is banking surplus kilowatt-hours at retail value: a surplus now converts to a dollar credit at a fixed 10 cents per kWh, applied against energy charges, for systems up to 100 kW.
The second is the rebate, and it is not independent of the first. BC Hydro's own programme terms state that taking the solar rebate places you on the Self-Generation Service rate. If you already hold a 1289 net metering agreement you keep it until ten years have passed from your own service start date, so adding a rebated system to an existing agreement is a rate decision as well as an equipment decision and should be priced as one. For a first installation, which is nearly everyone applying in Port Coquitlam now, there is no trade to weigh: 2289 is the rate on offer and the rebate sits on top of it.
The practical consequence is short. Because 10 cents per kWh sits below what BC Hydro charges you for energy, a kilowatt-hour used inside your own house is worth more than one sent out to the grid. That is not an argument against solar here. It is an argument for settling the size question before the panels are ordered rather than after the first bill arrives.
Only about a third of homes here come with their own roof
Port Coquitlam has 22,880 dwellings and 36.7% of them are single-detached houses. Those are the properties where one owner controls the whole roof and the project involves you, your installer and the City, and nobody else.
The balance is mostly multi-unit. 26.5% of dwellings are low-rise apartments, where the roof is common property. 16.1% are row houses and 15.2% are duplexes, which usually share a roof plane with the unit next door. Semi-detached homes at 3.7% and high-rise apartments at 1.8% make up the rest. If you live in any of those, the roof above your ceiling is generally common property under the strata plan, so the strata corporation is the party that can authorise work on it.
That is not a dead end, but it changes the order of operations. Pull the strata plan and confirm what is common property and what is limited common property assigned to your unit, then ask the council what an alteration to common property requires. A strata can install on its own roof, but the application, the account and the credit sit with the strata corporation rather than with an individual owner, so the conversation starts at a council meeting rather than with a quote.
The permit Port Coquitlam's own bylaw requires
The City requires a building permit before you build, demolish, repair or alter a building or structure, including work that affects exits, occupancy, or plumbing and mechanical systems, so the result complies with the BC Building Code and the City's Building and Plumbing Bylaw. A roof-mounted array is an alteration on that definition: it adds permanent load and it puts fasteners through the roof assembly. Treat the permit as a given rather than something to look into later.
The thing worth settling early is who assembles the application. On a properly run job the installer supplies the array layout, the mounting and anchor detail, and the structural justification for the added load, and the homeowner signs. If a quote says nothing about permitting, ask directly whether the permit fee and the drawings are inside the price or billed on top, because the gap between two otherwise similar quotes is often exactly this.
The electrical work is permitted and inspected separately from the building permit, and a grid-tied system has its own approval path in British Columbia. Ask your installer which authority handles the electrical permit for your address, and do not book the BC Hydro connection until both approvals are lined up behind it.
The Heritage Register here does not reach private homes
Port Coquitlam's Heritage Register currently lists two properties and both are owned by the City: City Hall together with the Rowland Lacrosse Box, and Melissa Park Lodge. No private homes appear on it at all.
The City also states that inclusion on the Register does not impose additional restrictions and does not limit the changes an owner can make. So the heritage question, which in some British Columbia municipalities puts a heritage alteration permit in front of any exterior work, resolves to nothing for a Port Coquitlam homeowner. There is no separate heritage step ahead of your array and no design review to satisfy on panel colour or placement.
There are no US-style homeowner associations in Port Coquitlam either. Where a private body does have a say over your roof it is a strata corporation acting under the Strata Property Act, and that only applies if your home is part of one.
Rebates, financing and the contractor requirement
BC Hydro offers up to $5,000 for residential solar, calculated at $1,000 per kW of installed generator capacity and capped at 50% of total installed cost. On a typical detached-house array the per-kW figure and the cost cap can both bind, so ask your installer to show which one applies at the size you are considering rather than repeating the headline number. Battery storage paired with solar earns up to $1,500 at $500 per kWh with a 5 kWh minimum and the same 50% cost cap, and that rises to up to $5,000 when the battery is paired with Peak Saver enrolment.
One eligibility rule changes who you can hire. As of 1 June 2026 the work has to be done by a member of the Home Performance Contractor Network, which makes contractor selection part of the rebate application rather than a separate matter. Confirm membership before you sign, not after.
Federally, the Canada Greener Homes Loan (interest-free up to $40,000) stopped accepting new applications on 2 October 2025 and only previously approved loans are still being funded. Its replacement, the Canada Greener Homes Affordability Program, launched in September 2025 and delivers no-cost retrofits through provincial partners to low- and median-income households; solar is federally eligible but each province sets its own technology list. Canada has no equivalent of the US investment tax credit for residential solar. British Columbia has at times exempted qualifying solar equipment from provincial sales tax, and the scope changes with provincial budgets, so confirm the PST treatment of your equipment at the time of purchase.
