What a Kamloops roof can actually produce
The federal photovoltaic dataset puts Kamloops at 1156 kWh a year for every kilowatt of solar capacity installed, modelled on an unshaded, south facing array. On that basis a 6 kW system lands near 6,900 kWh a year and a 9 kW system near 10,400 kWh. Those are round numbers for comparison, not a promise: the point of quoting them is to give you something to test an installer's production estimate against before you look at price.
The figure describes a clean site. Real roofs subtract from it. Orientation is the first cut, since a roof face pointed east or west gives up meaningful output against one pointed south, and a north facing plane is usually not worth panelling at all. Shading is the second and it is less forgiving than people expect, because a single shaded panel can pull down the output of every panel wired in series with it unless the design isolates them. Pitch, roof age and the amount of unbroken area free of vents and chimneys decide how much of the roof is usable in the first place.
Because production is concentrated in the long days of late spring and summer, a Kamloops system will make far more than the house consumes on plenty of clear afternoons and far less than it consumes on a January evening. That imbalance is the whole reason the utility's export rules matter, and with output this strong per kilowatt, the imbalance is larger here than in a cloudier part of the province.
How BC Hydro credits the power you export
Kamloops homes connect to BC Hydro, which closed net metering, Rate Schedule 1289, to new customers on 1 July 2026. New residential solar now enrols in Rate Schedule 2289, the self generation rate, for systems up to 100 kW. If you were told at any point that you would be on net metering, that advice predates the change.
What survives is the part that does most of the work. Panels serve your own house first, and your generation is still netted against your consumption within each billing period, so an afternoon of production still offsets an afternoon of use. What ended is carrying surplus kilowatt-hours forward. A surplus left at the end of a billing period is now converted into a dollar credit at a flat 10 cents per kWh and applied against your energy charges rather than being saved as energy for a darker month.
That change lands harder on a high output site. A Kamloops array producing 1156 kWh per kilowatt a year concentrates a lot of that in months when the house is not using it, so a larger share of your generation is exposed to the export rate than would be the case somewhere duller. Since 10 cents per kWh is below what you pay BC Hydro for energy, oversizing an array to cover your annual total and relying on a summer surplus to carry the winter is exactly the strategy the new rate penalises.
Worth being clear on one more point: BC Hydro's time of day pricing is opt in, and the default residential rate is still tiered. Going solar does not shift you onto peak and off peak billing, and no one should be modelling your system as though it did.
The Homeowner Solar Panel Permit and how to file it
Kamloops requires a building permit for residential solar, and unlike many BC municipalities it has a purpose built path for it. You apply through the city's MyCity ePermit portal using a dedicated Homeowner Solar Panel Permit application with its own checklist, so you are not trying to fit a rooftop array into a form designed for a deck or an addition. Work through the checklist before you start the online application rather than after.
The portal enforces a deadline that catches people out. Once you begin an application online you have 30 days to submit it. If you start the form while waiting on a structural letter or a final layout from your installer and those documents take longer than expected, the clock runs out on a partly filled application. The safer sequence is to collect every checklist item first and open the application only when you can finish it.
Fees are paid by credit card through the portal, and the city adds a non-refundable 2.75% convenience charge on top. It is a small amount on a permit fee, but the non-refundable part is the detail to note: if a payment goes through and the application is later withdrawn or refiled, that charge does not come back. Ask your installer plainly whether they file the permit on your behalf or whether the homeowner application is yours to submit, because the permit route is named for the homeowner and the answer changes who is watching that 30 day window.
What Kamloops housing stock means for a rooftop array
Kamloops is a strongly ground oriented city. Single-detached houses are 50.3% of its 39,915 dwellings, and adding semi-detached at 7.7%, row houses at 9.7% and duplexes at 9.6% brings ground oriented homes to 77.3% of the stock. High-rise apartments are rare at 2.1%. In plain terms, most households here live in something with a roof of its own rather than a shared tower roof, which is why residential solar is a mainstream conversation in Kamloops in a way it is not everywhere.
The distinction that matters is not detached versus attached, it is who owns the roof and who has to agree. In a single-detached house that is you. In a duplex or a row house it depends on how the property is held: a strata titled row house typically has the roof as common property, so the array needs the strata's approval and probably a decision about which units' roof planes are used and who benefits. Sorting that out is a paperwork exercise, but it belongs at the start of the project rather than after you have a quote you like.
Physically, ground oriented homes give you a usable and accessible roof, but they also tend to give you a modest one. On a typical detached house the constraint is rarely money, it is how many panels fit on the good faces once vents, chimneys and the shaded corner are removed. That interacts with the export rules: the roof area you have may cap your system below what your annual consumption would justify anyway, which under a 10 cent export credit is not the problem it once looked like.
Rebates, storage support and financing
BC Hydro's residential solar rebate pays $1,000 per kW of installed generator capacity to a maximum of $5,000, and is capped at 50% of total installed cost. The per kilowatt structure means the maximum is reached at a fairly small array, so on a Kamloops house with room for a larger system the rebate is a fixed contribution near the top of the range rather than something that scales with the project. Since 1 June 2026 the work must be done by a member of the Home Performance Contractor Network, and taking the rebate places you on the Self Generation Service rate, which for a new connection is where you are headed regardless.
Storage has its own support and it is more relevant here than in a low output location. A battery paired with solar earns up to $1,500, calculated at $500 per kWh of capacity with a 5 kWh minimum and the same 50% cost cap, and up to $5,000 where the battery is enrolled in Peak Saver. Given how much of a Kamloops system's output arrives in hours when a working household is not home, moving some of that into the evening is the most direct way to keep generation on the valuable side of the meter.
Federally there is less to work with than there was. The Canada Greener Homes Loan, interest free up to $40,000, closed to new applications on 2 October 2025 and now funds only previously approved loans. The Canada Greener Homes Affordability Program replaced it in September 2025, delivering no cost retrofits through provincial partners for low to median income households, with solar eligible federally but each province setting its own technology list. There is no Canadian equivalent of the American residential solar tax credit.
British Columbia has periodically exempted qualifying solar equipment from provincial sales tax. Because the scope changes with provincial budgets, treat the PST line on your quote as something to confirm at the time of purchase rather than as a settled saving.
