Solar output in Chilliwack and what erodes it
Natural Resources Canada rates Chilliwack at 989 kWh a year for each kilowatt of solar capacity installed, modelled on an unshaded array facing south at a reasonable tilt. A 6 kW system on that basis models near 5,900 kWh a year, and a 9 kW system near 8,900 kWh. Those numbers are the benchmark to hold a quote against, not a guarantee about your roof.
At a figure under a thousand kilowatt-hours per kilowatt, the margin for design errors is thinner than it would be at a high output site. A roof face turned well off south, a chimney that shades one end of an array for two hours a day, or a string layout that lets one shaded panel drag its neighbours down all cost proportionally more here. It is worth paying for a proper shade assessment and asking whether the design uses optimisers or microinverters to isolate the affected panels.
Seasonality follows the same pattern as elsewhere in the lower Fraser Valley part of the province: a large majority of annual output arrives in the long days between spring and early autumn, and very little in midwinter. Since the array produces most when household demand is often lowest, how the utility treats what you export is not a footnote to the economics, it is central to them.
What BC Hydro credits, and what it does not
Chilliwack homes connect to BC Hydro. Net metering, Rate Schedule 1289, closed to new customers on 1 July 2026, and new residential systems enrol in Rate Schedule 2289, the self generation rate, for capacity up to 100 kW.
The most useful way to read the new rate is to look at where the credit lands on your bill. Surplus generation left at the end of a billing period becomes a dollar credit at a flat 10 cents per kWh, applied against your energy charges. That last clause is the part homeowners miss. A residential bill is not only energy: there is a fixed daily charge for being connected at all, and that portion of the bill is not something an export credit reaches. A system that produces a large surplus does not drive your bill to nothing, because the part of the bill that is not energy stays where it is.
The rest of the mechanics are reassuring, and worth stating plainly because the change gets described more dramatically than it deserves. Your panels still serve the house first, and generation is still netted against consumption inside each billing period. What ended is banking surplus kilowatt-hours to spend in a later month at retail value. Since 10 cents per kWh is less than the residential energy rate, a kilowatt-hour you consume yourself now beats one you export, which is an argument for sizing to your real load rather than to your annual total.
Note too that BC Hydro's time of day pricing is opt in. The standard residential rate is tiered, and going solar does not put you on peak and off peak billing unless you choose it.
Permits and the city electrical inspector
Chilliwack does not publish a fixed processing time target for residential building permits. Instead, its Building Permits page shows the submission date of the single and two family applications currently under review, and the city tells applicants that this is the best way to gauge the current wait. That is a more honest signal than a target would be, and it is actionable: check the page yourself before you commit to a timeline, and check it again if your installer quotes you a start date that depends on approval.
The genuinely unusual part of a Chilliwack project is who inspects the electrical work. Chilliwack has its own Electrical Inspector and handles electrical inspections locally, rather than sending them to Technical Safety BC the way most BC municipalities do. Gas inspections still go through Technical Safety BC. For a solar installation, which is substantially an electrical job, that means the inspection authority you are dealing with is the city.
Two practical consequences follow. First, ask any installer whether they have worked in Chilliwack specifically, because a crew used to booking electrical inspections through Technical Safety BC across the rest of the province has a different process to follow here. Second, when you are chasing a status update, direct the question to the right office: the local inspector for electrical, Technical Safety BC only for gas. Getting that wrong is a common source of days lost to phone calls that go nowhere.
Chilliwack roofs, including its many row houses
Single-detached houses make up 54% of Chilliwack's 35,755 dwellings, and high-rise apartments are almost absent at 0.7%. For most of the city, then, the roof question is a straightforward one: you own it, you decide, and the limit is how much unshaded, well oriented area is left once vents, chimneys and any north facing plane are set aside.
Row houses are a larger share of the stock here than in most comparable cities at 15.3%, and they deserve their own treatment. A row house roof is typically a narrow slice of a longer continuous roof, which cuts two ways. The usable area per household is smaller, so the array a row house can carry is often well below what the household consumes annually. And the roof is frequently common property under a strata, in which case the decision is the strata's rather than yours, and questions about penetrations, warranty on the roof membrane and future re roofing all have to be answered at that level.
Low-rise apartments account for another 20.1% of dwellings, where the same strata logic applies with more roof area to work with. If you are in a row house or an apartment, the first call is not to an installer, it is to your strata council to establish who owns the roof surface and what approval a rooftop installation would require. That answer determines whether you have a project or a proposal.
Rebates, the contractor requirement and financing
The rebate condition most likely to trip up a Chilliwack project is not a number, it is a requirement about who does the work. As of 1 June 2026, BC Hydro's residential solar rebate applies only where the installation is carried out by a member of the Home Performance Contractor Network. Combined with the fact that electrical inspections here are handled by the city's own inspector, that narrows the list twice over: you want a contractor who is both a network member and comfortable with Chilliwack's local inspection process. Verify membership in writing before a deposit changes hands.
The rebate itself pays $1,000 per kW of installed generator capacity, to a maximum of $5,000, capped at 50% of total installed cost. On a modest array the cost cap tends to bind before the per kilowatt ceiling does, because the inverter, wiring and labour do not shrink in step with the panel count. Taking the rebate places you on the Self Generation Service rate, which is where a new connection goes anyway.
Storage carries its own support: up to $1,500 for a battery paired with solar, at $500 per kWh with a 5 kWh minimum and the same 50% cost cap, and up to $5,000 with Peak Saver enrollment. At Chilliwack's output level a battery is less about absorbing an enormous summer surplus than about keeping a modest daily production on the valuable side of the meter, so size it against your evening load rather than against the array.
Federal programs have contracted. The Canada Greener Homes Loan, interest free up to $40,000, closed to new applications on 2 October 2025 and now funds only prior approvals. The Canada Greener Homes Affordability Program, launched September 2025, delivers no cost retrofits through provincial partners for low to median income households, with solar federally eligible and each province setting its own technology list. Canada has no federal residential solar tax credit. Provincially, BC has at times exempted qualifying solar equipment from PST, with scope that shifts between budgets, so confirm the treatment of your equipment at the time of purchase.
