Local Property Tax Exemption (Va. Code Sec. 58.1-3661)
Virginia Code Section 58.1-3661 allows any county, city or town to exempt or partially exempt certified solar energy equipment from local property taxes by adopting an ordinance. It is a local option rather than a statewide mandate, so whether you get a full exemption, a partial one or none at all depends on your locality. Where adopted, the exemption is effective beginning in the next succeeding tax year and is permitted for a term of not less than five years. Ask your county or city commissioner of the revenue whether an ordinance is in place and what it covers.

Solar Renewable Energy Certificates (Virginia Clean Economy Act)
The Virginia Clean Economy Act, signed on April 12, 2020, set a Renewable Portfolio Standard requiring Dominion Energy to reach 100 percent renewable electricity by 2045 and Appalachian Power by 2050. At least 1 percent of Dominion's requirement each year must come from in-state distributed generation resources smaller than 1 MW, which is what creates demand for certificates from residential rooftop systems. To sell them you register your system and work with a broker, and you do not have to be a Dominion Energy or Appalachian Power customer to sell into the Virginia market. Certificates are eligible to be sold for 5 years. Prices move with the market, so treat any quoted SREC income as a forecast rather than a fixed payment.

Net metering at retail rate (Va. Code Sec. 56-594)
Virginia Code Section 56-594 governs net metering, and the investor-owned utilities and the electric cooperatives are obliged to follow it. A residential system of not more than 25 kW is compensated one-to-one at the retail rate for electricity exported to the grid, and systems are typically sized not to exceed the customer's annual consumption. The important local difference is standby charges: residential systems greater than 15 kW AC in Dominion Energy territory are subject to them, with the amount depending on peak power demand used on site, while Appalachian Power and electric cooperative customers are not subject to demand charges. Net metering provisions have been under revision, so confirm the current terms with your utility before you size a system.
