Green Energy Program grant (Delmarva Power customers only)
Administered by DNREC, the Green Energy Program provides grants offsetting the installed cost of renewable energy technologies including solar photovoltaics. For residential and commercial systems under 50 kW the rate has been around $0.70 per watt, with a maximum of $6,000 for a residential installation, which a system of roughly 8.5 kW or larger would reach. It is funded by a public benefits fund charge on Delmarva bills of $0.000356 per kWh consumed, which is why it is open to Delmarva Power customers only. Applications run through the Green Grant Delaware online system after an acceptable energy audit has been completed and an approved contractor selected. Budget for the wait as well as the amount: DNREC notes that high demand has caused a delay for some grant payments after an application receives final approval, so approval and payment are separate events and a project financed on the assumption the grant lands promptly can leave you carrying the cost longer than expected.

Municipal utilities run a parallel Green Energy Fund programme
Nine Delaware towns run their own municipal electric utilities through the Delaware Municipal Electric Corporation: Clayton, Dover, Lewes, Middletown, Milford, New Castle, Newark, Seaford and Smyrna. Between them those cover every major Delaware town except Wilmington. Their customers are not eligible for the Delmarva-funded Green Energy Program grant and instead use a municipal utilities Green Energy Fund programme with its own rules and amounts. Confirm the current terms with your own municipal utility rather than assuming the Delmarva figures apply.

Delaware runs a Solar Renewable Energy Credit programme through the Delaware Sustainable Energy Utility, using competitive procurement rather than the open trading market of Pennsylvania or the administratively set rate of New Jersey. A typical residential installation generates roughly 1.35 SRECs per kW of installed capacity per year. Reported prices have held around $30 per SREC for the first ten years of a contract, with the price set annually, and $10 per SREC for years eleven to twenty-five. Confirm the current procurement terms before letting a projection include them.

All Delaware electric utilities offer net metering, and the rules work broadly the same way across Delmarva Power, Delaware Electric Cooperative and the municipal electric companies. Residential systems are eligible up to 25 kW, which is far above what an ordinary household would install, so the cap is rarely the binding constraint. The detail worth understanding is that credits are denominated in kilowatt hours rather than in dollars. That distinction is more valuable than it sounds. A dollar credit is fixed at the rate in force when it was earned, so it loses purchasing power if electricity prices rise. A kilowatt hour credit is a claim on a unit of electricity, so it holds its value against future rate increases automatically. In a state where retail rates have generally risen, that is a quiet but real advantage over the states that credit in currency. Delaware also runs a Solar Renewable Energy Credit programme through the Delaware Sustainable Energy Utility, using competitive procurement rather than an open trading market, which produces a separate income stream from the environmental attributes of your generation, reported at around $30 per SREC for the first ten years and $10 for years eleven to twenty-five, on roughly 1.35 SRECs per installed kW per year. Because net metering, the grant programme and the SREC arrangement are three separate things, ask for each to appear as its own line in a projection rather than being combined into a single savings figure.
