What a Windsor roof produces in a year
Windsor's solar potential is about 1,211 kWh a year for each kW of panel capacity installed, from Natural Resources Canada's municipal photovoltaic potential dataset. That figure assumes a well oriented and unshaded array, so it describes the best case for the city rather than a guarantee for your address, but it is a high figure by Ontario standards and it means a given system size does more work here than the same system would further north.
Use it to size, not to forecast a bill. Multiply the yield by a proposed system size and compare the result against twelve months of your own metered consumption. That is the comparison that says whether a quote is proportionate to your household, and it is a more reliable test than a panel count or a headline system size.
The year is uneven. Long summer days produce several times what a short December day does, and snow on the modules suppresses winter output for stretches. Ontario's net metering handles that with a credit that builds through the summer and is drawn down through the winter, which is why the annual view is the one to judge a design on.
Time-of-Use or Tiered: what your rate choice does to solar
ENWIN Utilities is Windsor's electricity distributor, and residential customers choose between two pricing structures. Under Time-of-Use, the rate depends on the hour and the season: as a published example, winter mid-peak weekdays bill at $0.157 per kWh. Under Tiered pricing, the first 1,000 kWh used in a winter month bills at a lower rate of about $0.12 per kWh before a higher tier applies.
That choice matters for solar because the value of a kilowatt hour your array produces and your household consumes on the spot is the value of the kilowatt hour you did not have to buy. On Time-of-Use, that value moves with the clock, so an array producing into an expensive period is worth more than the same array producing into a cheap one. On Tiered, it depends instead on where in the month's consumption you sit: reducing usage that would have fallen into the higher tier is worth more than reducing usage in the first block.
The practical instruction is simple. Find out which structure you are on before you evaluate a quote, and ask that the numbers in it be built on your actual rate rather than a generic assumption. A proposal that does not name your rate structure has not been built for your house.
The same logic drives the battery question. Storage moves a kilowatt hour from when it was generated to when you need it, which is worth more on a rate that varies by hour than on a flat one. Whether it pays depends on your household's pattern of use, so it is a calculation to run rather than a product to assume.
Net metering in Windsor, and what exports earn
Ontario's net metering runs through your local distribution company, which in Windsor is ENWIN. Exported solar is credited kilowatt hour for kilowatt hour at the retail electricity rate against future bills. Credits carry forward for up to 12 months, and there is no cash payment for net annual excess generation.
The design consequence is the same across the province and worth stating plainly: capacity beyond what your household uses over a year generates credits that expire rather than money that arrives. Your own annual consumption, not the size of your roof, is the ceiling worth building to.
One provincial threshold is recent and works in your favour. As of May 1, 2026 the Ontario Energy Board raised the simplified micro-embedded generation threshold from 10 kW to 12 kW, so a larger share of residential systems now qualifies for the streamlined connection process. If a proposed design sits just above that line, ask what the extra capacity is buying you against the heavier review it triggers.

The permit line between rooftop and free-standing panels
Windsor's building permit guidance lists solar panels among the projects that need a permit, while free-standing solar panels are listed separately as not needing one. That is a distinction few municipalities state so directly, and it can change the shape of a project.
It matters most where a roof is poorly oriented, shaded or too small to carry a useful array. If a ground-based option is on the table for your property, the permit position is different from a rooftop installation, so it is worth asking the city to confirm how your specific proposal is classified before you assume either outcome. Site constraints, setbacks and what your lot can accommodate are separate questions from the permit itself.
For the common case, a roof-mounted array, plan on the permit as a required step and ask your installer whether the fee sits inside the quoted price or is billed on top. Then treat the municipal approval and the utility connection as two parallel tracks, because clearing one does nothing to advance the other.
Windsor's housing stock and what it means for your roof
Windsor's housing stock is majority single-detached at 60.1% of dwellings, reflecting the city's older and lower-density urban form. For six homes in ten that means a private roof under the owner's control, usually with a choice of planes, and no shared roofline to negotiate.
Apartments account for a meaningful share: 13% high-rise and 11.4% low-rise. In both cases the rooftop decision belongs to a building owner or condominium corporation rather than to a resident, so the productive first step for anyone in one of those buildings is asking whether roof access is even on the table.
Row houses are a comparatively small share here at 6.6%, notably smaller than in the fast-growing suburbs elsewhere in southern Ontario. That means the narrow-roof problem, where the usable south-facing section rather than your consumption sets the system size, applies to fewer Windsor homes than it does in many other cities.
In an older housing stock, roof condition deserves early attention. Panels are warranted for decades, so if the covering is near the end of its life, replacing it before the array goes up avoids paying a second time for removal and reinstallation later.
Rebates and financing available to a Windsor homeowner
Ontario's Home Renovation Savings Program is the live provincial offer, with combined rebates of up to $10,000 for solar PV paired with battery storage. It launched in January 2025 and was expanded for the 2026-27 programme year, running April 1, 2026 to March 31, 2027. The figure covers solar and storage together, so a solar-only project is a different calculation.
One condition should be settled before you apply. Homeowners taking the programme's solar incentive are generally directed to a load-displacement configuration rather than full net metering, which is a different way of connecting the same equipment and treats exported power differently. Confirm the current rules with your installer, and with ENWIN, so the rebate you are counting on and the connection you are applying for describe the same project.
Federal financing has narrowed. The Canada Greener Homes Loan, interest free up to $40,000, stopped accepting new applications on October 2, 2025 and only previously approved loans are still being funded. Its replacement, the Canada Greener Homes Affordability Program, launched in September 2025 and delivers no-cost retrofits through participating provinces, which do not currently include Ontario, for low to median income households, with solar PV federally eligible though each province sets its own technology list. Canada has no federal investment tax credit for residential solar, so no such credit belongs in your budget.
Finally, some Ontario municipalities and local utilities periodically offer financing such as local improvement charges or on-bill financing. These are local and they change, so ask what is currently available in your service area at the point you are ready to proceed.
