What an Alectra credit can and cannot pay for
Generation credits carried forward for 12 consecutive months are zeroed out at the start of the thirteenth month. There is no rollover past that point and, under Ontario's rules, no cash payment for annual net excess generation, so a credit that reaches the end of its window is simply lost. That gives the credit a hard shelf life and makes an oversized array a slow way of generating something you cannot spend.
The second limit is less well known and more specific to this city. Alectra credits cannot be applied to water or sewage charges. If your utility bill bundles those with electricity, the portion of the bill solar can actually reach is smaller than the total at the bottom of the page. People who size an array against their whole utility bill rather than against its electricity component end up with a system built for a target it can never hit.
Alectra bills on time-of-use, which points the same way. Electricity consumed in the house while the array is producing is worth the rate applying at that hour, immediately and with no expiry attached. An exported kilowatt-hour becomes a credit that has to find a matching bill inside the window. That gap between the two is the real argument for storage or for shifting flexible loads into daylight hours, rather than simply adding more panels.
How the Alectra application works here
St. Catharines is served by Alectra Utilities, which processes solar net metering through its Distributed Energy Resources group. Systems of 12 kW or less use a Preliminary Consultation Information Request followed by Form C, both sent to DER@alectrautilities.com. That two-stage shape is deliberate: the preliminary consultation is a capacity check, and it exists so that neither you nor Alectra invests in a full application for a connection the local system cannot take.
Do the preliminary consultation before equipment is ordered. It is the cheapest step in the sequence and the only one that can save you from a redesign. A quote that jumps straight to a system size without any reference to Alectra's response has skipped the part that determines whether the size is achievable.
The 12 kW figure is worth designing to. The Ontario Energy Board raised the simplified micro-embedded generation threshold from 10 kW to 12 kW as of May 1, 2026, which brought more residential systems inside the streamlined connection process. Above the threshold the requirements and the timeline both change, so if a proposed design sits just over the line, ask what that costs in time before accepting it.
Permits and heritage in St. Catharines
We do not have solar-specific permit guidance published by the City of St. Catharines in our verified fact set, so this page will not describe a process or quote a turnaround for one. That absence is worth stating rather than papering over. Ask the City's building department directly whether a roof-mounted array needs a building permit, what the submission has to include, and what it costs, and do it before you sign an installation contract rather than after.
The electrical side runs separately whatever the city says about the structure. Electrical Safety Authority requirements apply to the wiring, and Alectra will not energise a generating connection without the ESA paperwork behind it. Two filings, two bodies, two timelines, and clearing one tells you nothing about the other.
Ontario has no US-style homeowner associations, so no board is going to object to panels on taste alone. The constraint here is heritage listing. Properties on the city's Heritage Inventory or within its Heritage Conservation Districts may need a Heritage Permit before any exterior change, so the first question is simply whether your address appears on either. Worth knowing: the designation process also opens access to heritage restoration grants, so listing is not purely a cost imposed on an owner, and treating it as an obstacle to route around misreads what it is.
What a St. Catharines roof produces in a year
Natural Resources Canada's municipal photovoltaic potential dataset puts St. Catharines at about 1,157 kWh a year for each kW of installed capacity. A 5 kW array models at roughly 5,800 kWh a year on that basis, and a 10 kW array at roughly 11,600 kWh. Those are figures for a well oriented, unshaded roof, so read them as the top of the plausible range for your address rather than as a projection of it.
Roof pitch and orientation move the number before anything else does. A south facing plane at a typical residential pitch collects the most; east and west planes give up a meaningful share; a north facing plane rarely justifies the mounting hardware. Shading is the second lever, and a single obstruction that crosses the array for part of each afternoon costs output on every sunny day rather than occasionally.
Seasonality is the third. Winter days are short and snow lying on the modules can stop production for stretches, while summer generation runs well above household consumption. That is the swing the credit mechanism is designed to smooth, which is exactly why the 12 month window and the water and sewage exclusion described above deserve attention at the sizing stage rather than at the first bill.
What the local housing mix means for a design
Per Statistics Canada's 2021 structural type data, single-detached houses lead St. Catharines at about 55.6% of dwellings. For those owners the roof is private, the approvals conversation is with the city and Alectra alone, and there is usually more than one plane worth assessing.
Apartments are the next largest block and they behave differently. Low-rise buildings under five storeys are about 14.4% of dwellings and high-rise apartments about 11%, so roughly a quarter of homes here sit under a roof controlled by a landlord or a condominium corporation rather than by the resident. If that is your situation, the first question is whether the building will entertain a rooftop project at all, and the second is when the roof is next due for replacement.
The remaining categories are shared-structure housing. Row houses, about 8.5% of dwellings, often share a roofline with neighbours, which narrows the usable south-facing area and caps system size. Semi-detached homes at about 5.8% and duplexes at about 4.2% usually still allow an individual install, but the mounting layout has to respect where one property ends and the next begins.
Incentives, and one that changes the design
Ontario's Home Renovation Savings Program offers combined rebates of up to $10,000 for solar PV paired with battery storage. It launched in January 2025 and was expanded for the 2026-27 programme year, which runs April 1, 2026 to March 31, 2027. The battery half of that pairing sits well with everything above: stored electricity used in the house at an expensive hour avoids the credit mechanism entirely, and therefore avoids both the expiry window and the water and sewage exclusion.
There is a condition to check first. Homeowners taking the HRSP solar incentive are generally directed to a load-displacement configuration rather than full net metering, and a load-displacement system does not generate export credits at all. That is a coherent design, but it is a different design from the one most quotes assume, so establish which you are buying before either the rebate application or the Alectra Form C goes in. Confirm the current rules with your installer.
Federal support has contracted. The Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025, and only previously approved loans are still being funded. The Canada Greener Homes Affordability Program, launched in September 2025, delivers no-cost retrofits through participating provinces, which do not currently include Ontario, for low- to median-income households, with solar PV federally eligible but each province setting its own technology list. Canada has no federal investment tax credit for residential solar. Beyond those, some Ontario municipalities and local utilities periodically offer financing or efficiency programmes that can extend to solar, and availability changes often enough that it is worth asking rather than assuming.
