How the Ajax permit clock actually runs
Ajax takes residential permit applications through its Online Application Portal or by email to buildingpermits@ajax.ca. A submission is pre-screened before it becomes a live file, and the official date of application is the day after the pre-screen review is approved. That single rule is the one homeowners misread: the clock does not start when the application is sent, it starts when the pre-screen clears. A submission with a gap in it therefore does not just risk a request for more information, it delays the date the application is deemed to exist.
All fees must be paid before the permit is issued, so budget for the permit as a cost that lands before the work rather than after it. Once the permit is in hand, two deadlines attach to it: work must start within six months of the issued date and be completed within one year. Those windows are generous for a rooftop array, but they matter if you are sequencing solar behind a roof replacement or waiting on a battery with a long lead time. Pulling the permit too early can waste part of the window.
The Town also stresses something that is easy to get wrong: having a building permit is not the same as filing an electrical notification with the Electrical Safety Authority, and you may need both. They are separate filings to separate bodies, and clearing one says nothing about the other. Ask your installer which of the two they are handling and which they expect you to handle.
Heritage designation in Ajax and Pickering Village
Ontario has no US-style homeowner associations, so in Ajax the real constraint on how a roof looks is heritage designation. The Town's Heritage Register currently includes only designated properties: 31 individually designated under Part IV of the Ontario Heritage Act, plus one Heritage Conservation District, Pickering Village, designated in 2013 and comprising 58 properties in the Village's central area.
That is a narrow list against a town of this size, which is genuinely useful news. For most Ajax addresses the heritage question is a quick check rather than an obstacle: establish whether your property appears on the register before the array layout is fixed, and if it does not, the question is closed.
If it does, a Heritage Permit is required before any alteration that may affect character-defining features. The process is tiered: minor applications are delegated to staff and can be approved in a few days, while the Town must decide within 90 days. Knowing which tier you fall into is what lets you plan around it, and a rooftop array that is not visible from the street is a different conversation from one that changes the face of a designated building.
What triggers the Elexicon meter swap
Systems not exceeding 12 kW connect through Elexicon's micro-generation net metering stream, which covers almost every residential rooftop array. You request a Pre-Generation Application from the Connections Coordinator by email, and Elexicon's Planning and Standards department checks capacity before you submit the Application to Connect an Embedded Generation Facility, a Micro Generation Agreement and a single line diagram.
The step people underestimate is the last one. Elexicon schedules the meter change only after you provide an Electrical Safety Authority Connection Authorization, the signed Offer to Connect and payment. All three have to be in hand. Until the bi-directional meter is installed there is nothing on the property measuring what an exporting array sends back, so a physically complete system is not yet an earning one. If a project timeline matters to you, ask for the expected meter date rather than the install date.
Once running, exported energy earns a bill credit that carries to the next bill. The Ontario Energy Board raised the simplified micro-embedded generation threshold from 10 kW to 12 kW on May 1, 2026, which widened the streamlined path enough to cover larger family homes than it used to. Above that threshold, expect a longer and more involved connection study.
What an Ajax roof produces in a year
Ajax models at about 1,166 kWh a year for each kW of capacity installed, from Natural Resources Canada's municipal photovoltaic potential dataset. A 6 kW array works out around 7,000 kWh a year on that basis, and a 10 kW array around 11,700 kWh. Both figures assume a well oriented, unshaded roof, which is a description of the best case rather than of an average one.
Two adjustments matter more than the rest. The first is which plane the panels go on: south facing collects the most, east and west noticeably less, and north facing is rarely worth the mounting hardware. The second is shading, because partial shade across an array behaves worse than its area suggests unless the system is designed with module level electronics to contain the loss. A site assessment should tell you both, with numbers.
Panels also lose a small fraction of their output each year as they age, which is why manufacturers publish a production warranty over decades rather than a single rating. That slow decline is worth knowing about when you compare quotes, since a cheaper module with a weaker degradation warranty is not the same product as a dearer one with a stronger warranty, even if the day one ratings match.
Who controls the roof in Ajax
Statistics Canada's 2021 structural type data puts single-detached houses at about 64.7% of Ajax dwellings. For that group the roof is yours to decide about, usually with more than one usable plane, and the only approvals in play are the Town's and Elexicon's.
Row houses are about 15.3% of dwellings, a sizeable share for a town this size. They often share a roofline with neighbours, which limits the usable south-facing area and therefore caps system size regardless of what your consumption would justify. Semi-detached houses, about 5.7%, usually still allow an individual rooftop install, though the shared party wall is worth flagging to the installer at design stage.
High-rise apartments, about 6.7%, and low-rise apartment buildings under five storeys, about 4.1%, sit in a different category entirely. The roof belongs to the building, so approval comes from the landlord or the condominium corporation rather than from an individual homeowner permit. Ask whether roof access is available before spending time on quotes, because a board can say no for reasons unrelated to solar.
What is actually on offer, federally and provincially
Start with the federal position, because it has changed and old advice is still circulating. The Canada Greener Homes Loan, interest-free up to $40,000, stopped accepting new applications on October 2, 2025. Funding is fully committed and only previously approved loans are still being funded, so it is not an option for a project starting now. Its replacement, the Canada Greener Homes Affordability Program, launched in September 2025 and delivers no-cost retrofits through participating provinces, which do not currently include Ontario, for low- to median-income households. Solar PV is federally eligible, but each province sets its own technology list. And Canada still has no federal investment tax credit for residential solar equivalent to the United States ITC, so any quote built around one is quoting the wrong country.
Provincially, the Home Renovation Savings Program is the substantial one. Launched in January 2025 and expanded for the 2026-27 programme year running April 1, 2026 to March 31, 2027, it offers combined rebates of up to $10,000 for solar PV paired with battery storage. Note that homeowners taking the HRSP solar incentive are generally directed to a load-displacement configuration rather than full net metering, which changes how the system is designed and not just how it is paid for. Confirm the current rules with your installer before applying.
Some Ontario municipalities and local utilities also periodically offer financing, for example through a local improvement charge or an on-bill arrangement, or efficiency programmes that extend to solar. Availability is local and changes frequently, so ask what is currently open in your service area.
